Pollard Banknotes Riva Richard Named as Finalist for Vixio
Gamblingcompliance Global Regulatory Awards
WINNIPEG, Manitoba (October 26,
2020) Pollard Banknote Limited (TSX: PBL) (Pollard Banknote)
congratulates Riva Richard, Executive Vice President, Legal Affairs and
Corporate Secretary, Pollard Banknote, and her team of inhouse lawyers
and staff on being shortlisted for the category of In-House Counsel/Legal Team

With a record number of entries
across 18 categories, the Global Regulatory Awards are the biggest and most
influential awards in the gambling compliance sphere, recognising individuals,
teams, and businesses that have excelled in the field of compliance, corporate
social responsibility, and responsible gaming. The In-House Counsel/Legal Team
of the Year Award, for which Riva Richard was shortlisted, celebrates, an

that it strictly follows regulatory guidelines and proactively advises
management to help steer the business.
As chief legal strategist for
Pollard Banknotea global market leader in providing high-performing games
and solutions, and the leading iLottery provider in North America through its
joint venture company, NeoPollard Interactive (NPi) -- Riva has
played an integral role in establishing the compliance framework for U.S.
iLottery operations, as well as supporting clients in navigating through a
complex regulatory landscape.

In 2019, when the U.S. Department of
Justice (DOJ) threatened the iLottery industry with a revised
interpretation of the Wire Act that would criminalize interstate transmission
of all bets or wagers, Riva forged a collaborative partnership with the New
Hampshire Lottery and multiple external legal experts to launch a strong
challenge to the DOJs revised opinion.
Rivas passionate commitment to
leading this legal challenge has resulted in the U.S. District Court for the
District of New Hampshire ruling in favour of upholding iLottery operations,
confirming that the Wire Act only applies to sports betting activities. While
the plaintiffs were ultimately successful at trial, the DOJ appealed the
decision. Oral arguments were heard in June. Under Rivas continued
leadership, Pollard Banknote mounted a strong defence of the New Hampshire
courts ruling. A decision of the U.S. Court of Appeals for the First
Circuit is expected later this year.
We are proud to congratulate
Riva and her team on this deserving recognition from the prestigious Global
Regulatory Awards, said Doug Pollard, Co-Chief Executive Officer, Pollard

ALEA Warns About the Negative Impact of the Increase in Taxes on
Gambling Envisaged in the 2021 Budget Law Project
BUENOS AIRES, Argentina (October 26,
2020) -- In Argentina, gambling has been regulated by the State since 1893,
with a very important tax burden that is the model to be followed by countries
in Latin America and the world.
- Any tax on official gambling at the national level
favors the growth of illegal / clandestine gambling, by increasing the tax
pressure on the regulated and controlled sector.
- Any tax on official gambling at the national level
violates the constitutional powers of the provincial jurisdictions and the
Autonomous City of Buenos Aires (CABA), since it is an attribution of the same
that has not been delegated to the National Government.
- Any tax on official gambling at the national level
directly affects local economies since it reduces the income that the provinces
and the CABA obtain from gambling through the regulatory entities in the
matter, in their respective jurisdictions. And consequently, it decreases the
funds allocated to social assistance, in each of the provinces and the
CABA.
The National Constitution in its
art. 121, establishes that "the provinces retain all the power not delegated by
this Constitution to the Federal Government and that expressly reserved by
special agreements at the time of their incorporation." Games of chance are
part of the powers not delegated by the provinces.

The Argentine State Lottery
Association (ALEA) is not opposed to the adoption of measures in order to
control illegal gambling, on the contrary, the work of regulatory bodies in
this regard is public, even together with the National Communications Agency
(ENACOM ) and the Central Bank of the Argentine Republic (BCRA).
But it does warn that raising the
tax on legal online gambling in the proposed way is not the right way when most
of Argentina's jurisdictions have begun to regulate it, in the face of a demand
accelerated by the pandemic, the ASPO and the closure of the playrooms.
Likewise, the creation of an "Online
Gambling System Control Register" aimed at complying with the verification and
supervision of the subjects linked to the exploitation of games of chance and /
or bets developed through any type of digital platform, to which would be
empowered as enforcement authorities by various national bodies, leaves out the
regulatory bodies of games of chance nucleated in ALEA.
Official gambling in Argentina
generates jobs for 240,000 people, of which 150,000 belong to Gambling Rooms,
65,000 to Official Agencies and another 25,000 to regulatory bodies and service
provider companies, in addition to those who work in numerous economic sectors
such as tourism, construction, gastronomy, transportation, technology,
security, advertising, among others.
The private actors of the sector,
from the Official Agencies (24,970 throughout the country), the turf activity
in general, to the concessionaires of Gaming Rooms and Casinos, make the
payment of the taxes, contributions and contributions established by the
respective laws national, provincial and municipal, as a sector of the formal
economy. For pre-existing contracts and tenders, they are obliged to contribute
royalties, fees and commissions; and to invest in tourism, entertainment and
social assistance, in general.
In contrast, clandestine gambling
does not have any tax burden, employs black personnel and takes advantage of
current legal loopholes to commercialize games of chance in all its
variants.
ALEA is available to search for
solutions.

Louisianas Beasley to Receive Arch L. Gleason
Award
KENTUCKY (October 27, 2020) --
Gerald W. Beasley, Director of Human Resources and Compliance, Eldorado Resort
Casino Shreveport, Louisiana, is the 2021 recipient of the juried Arch L.
Gleason Award for Responsible Gambling Leadership. The Gleason Award is
presented by the Kentucky Council on Problem Gambling (KYCPG) to honor the
principles embodied by the late Arch L. Gleason when he was president and CEO
of the Kentucky Lottery Corporation and president of the World Lottery
Association.
I attended meetings and heard
Arch explain that if lottery products were responsible for a single person
suffering from a gambling problem or addiction, lotteries had a moral and
ethical responsibility to help raise awareness of responsible gambling behavior
and support recovery programs, Michael R. Stone, KYCPG Executive
Director, said.
Arch lived his words,
advocating for problem gambling services, providing financial support to the
extent permitted, and guiding the World Lottery Association establishment of
responsibility measurements. KYCPG seeks to recognize any gambling industry
executive who practices commitment to responsible gambling.
Beasleys nomination by the
Louisiana Association on Compulsive Gambling (LACG) cited two specific
efforts:
- He coordinated with LACG to conduct the annual
Responsible Gaming Training and updated all team members on the importance of
responsible gaming and the services that are available to individuals seeking
treatment; and
- He solicited input from LACG on redrafting the
Eldorado Casinos Uniform Guidelines for Responsible Gaming and received
final approval from the Louisiana Gaming Control Board in 2019 to administer
the revised program.
I believe gaming is a form of
entertainment that offers numerous benefits to the consumer and the community
when its products and services are offered and received in a responsible
manner, Beasley explained in a statement of his personal philosophy of
gambling industry practices.
Beasley will accept the award and
offer keynote comments during the Awards Luncheon at the 24th Annual KYCPG
Educational and Awareness Conference to be held at the Holiday Inn Owensboro
Riverfront, Owensboro, Ky., March 11-12, 2021.
Registration and program details
will be available Jan. 1, 2021, at www.kycpg.org, or by e-mailing
kmstone1951@gmail.com. The conference will explore the growth of video gaming
and its links to problem gambling behavior with 11 hours of continuing
education credit available for behavioral health counselors, social workers,
and others.
I have had the privilege to
work with Gerald and witness his exemplary work ethic, his consistent care for
employees and customers, and his actions that go above and beyond
the scope of his role to help our community, LACG Executive Director
Janet Miller wrote in support of the nomination.
I met Gerald when he was in a
lower management position within the gaming industry, and his passion to
provide innovative ways to best serve the employees and customers was always at
his forefront. He has great respect from those of us in the health care field
due to his gracious and unassuming character, his positive attitude, and his
social consciousness.
Sharon Barnes, a retired gaming
executive wrote in support of Beasleys nomination: In order to
establish an effective responsible gaming program, the team must think beyond
regulatory requirements and include elements to the program that encourage the
guest to gamble responsibly. Additionally, compliance training of employees is
paramount. Mr. Beasleys compassion and concern for the guest and
employees is always his top priority.
Furthermore, the responsible gaming
program must be a living document that management includes in daily operations.
Mr. Beasley is always the person in the room keeping responsible gaming and the
welfare of the guest front and center.
No matter where an individuals
position is in the organizational chart, Arch Gleason believed he or she should
do the right thing. The Gleason Award exists to recognize someone not only for
his or her commitment to responsible gambling, but also who has demonstrated
the ability to successfully manage a gaming enterprise in a socially
responsible manner. The honoree embodies the concept of being able to
profitably operate a gambling company while incorporating responsible gambling
principles across all aspects of the business.
KYCPG is pleased to recognize Gerald
W. Beasley for his fulfillment of these ideals and his commitment to ensure a
safe gambling experience for all patrons.
