Weve said all along that
we would fully support any decision made by the government to raise the minimum
age to play. Now that a decision has been made to raise the age to 18 by
October 2021, well be doing everything we can to implement all of the
changes that will be necessary as quickly as possible, while ensuring that we
maintain the very high standards demanded of The National Lottery.
Weve already started this work
in preparation and, subject to receiving the appropriate licence variations and
waivers from the Gambling Commission, were aiming to complete all of the
changes that are needed in our online channels by early April 2021 and, in our
retail channel, over the course of the summer well in advance of the
change in law.
For background:
The National Lottery is a vast and
complex operation, with a network of 44,000 independently owned retailers
across the UK and more than 8.5 million active registered players, making it
Europes largest online lottery in terms of sales.
With our operating licence requiring
us to ensure that the minimum age to play appears on all physical materials, as
well as in all online channels, the changeover will not happen overnight. This
isnt simply a case of sending new stickers to retailers or flicking an
online switch.
In retail, for example, around 80
individual items need changing or removing including fixed signage,
permanent point of sale equipment, physical tickets and Scratchcards, and play
slips.
And online, more than 50 separate
areas need addressing including Games Rules and Procedures, online
Player Guides, app alerts and notifications, and automated emails.
On top of that, any COVID-19
restrictions will need to be taken into account to ensure that we implement the
changes as safely and responsibly as possible.

Arkansas Scholarship Lottery Claim Center Reopens
Today
LITTLE ROCK, Ark. (December 7, 2020)
Today, the Arkansas Scholarship Lottery (ASL) announced the reopening of
its Claim Center located at 124 W. Capitol Ave. in Little Rock with limited
staff. The facility was closed temporarily last Thursday due to a possible
exposure to COVID-19.
Out of an abundance of
caution, we temporarily closed the Claim Center so it could be
disinfected, said Eric Hagler, ASL director.

Some players have taken
advantage of our mail-in claims program, which has always been available for
player convenience, while others have been waiting for us to reopen,
Hagler said. Since the Claim Center is reopened with limited staff,
winners should anticipate the process taking longer than under normal
conditions.
Hagler reminded players that prizes
of $500 and less can be redeemed at retailers.
The Claim Center is open from 8 a.m.
to 4:30 p.m. Monday through Friday. However, claims must be submitted no later
than 4:15 p.m. Tickets are only sold on Monday, Wednesday and Friday from 8
a.m. to 3 p.m.
Due to ongoing health concerns
surrounding the pandemic, the ASL is continuing its additional safety
precautions to ensure the health and well-being of the public and its
employees.
- Only one claimant at a time will be allowed in the
Claim Center to honor proper social distancing.
- Anyone entering the Claim Center must wear a
mask/facial covering. To protect your safety, lottery employees handling claims
will also be wearing masks.
- In an effort to expedite the process, winners are
encouraged to complete a claim form ahead of time and have all proper
identification on-hand at the time of arrival. Claim forms will be available
just outside the Claim Center door that winners must complete before
entering.

Government Launches Review to Ensure Gambling Laws Are Fit for
Digital Age
The Culture Secretary has
launched a major and wide-ranging review of gambling laws to ensure they are
fit for the digital age as committed to in the manifesto.

LONDON, U.K. (December 8, 2020) --
Online restrictions, marketing and the powers of the Gambling Commission will
be looked at as part of a call for evidence, to examine in detail how gambling
has changed over the past 15 years.
Protections for online gamblers like
stake and spend limits, advertising and promotional offers and whether extra
protections for young adults are needed will all be explored.
The findings will be used to inform
any changes to the Gambling Act 2005 to ensure customer protection is at the
heart of the regulations, while giving those that gamble safely the freedom to
do so.
The review will also look at
evidence on the action customers can take where they feel operators have
breached social responsibility requirements, such as intervening to protect
customers showing clear signs of problematic play, and how to ensure children
and young people are kept safe from gambling-related harm.
The Government recognises the need
to balance the enjoyment people get from gambling with the right regulatory
framework and protections.
It has also been announced today
that the minimum age for playing the National Lottery will be raised from 16 to
18 from October 2021.
It follows a range of measures
recently introduced by the Government to protect consumers from the risk of
gambling-related harm. These include cutting the maximum stake on fixed odds
betting terminals, bringing in tighter age and identity checks for online
gambling, banning gambling using credit cards and expanding national specialist
support through the NHS Long Term Plan.

In September the Government launched
a call for evidence to explore young peoples experiences of loot boxes in
video games. This will provide a clearer picture of the size of the loot box
market in the UK and fully examine any evidence of harms or links to problem
gambling.
The review of the Gambling Act 2005
will also consider the Gambling Commissions powers and resources to
ensure it can keep pace with the licensed sector and tackle the black
market.
In October the Gambling Commission
introduced new rules on VIP schemes, and has called for evidence around how to
ensure operators identify and intervene where people are at risk of harm,
including through carrying out affordability checks. The Commission will also
soon set out new rules on safer game design for online slots and withdrawing
winnings.
Alongside the launch of the review,
the Government is announcing its decision to raise the minimum age to play the
National Lottery from 16 to 18, to protect young people from gambling related
harm.
Since it began in 1994 the National
Lotterys games portfolio has changed significantly and there has been a
growing trend towards online play and instant win games like scratchcards.
Following a consultation, from October 2021 it will be illegal to sell all
National Lottery products to under 18s.
The Government is working with the
Gambling Commission and Camelot to roll out the new age limit across the
National Lottery products as quickly as possible and to ensure that it is in
place by October. Under current plans, online sales to 16 and 17 year olds will
stop in April 2021.

Illinois Lottery launched its annual holiday campaign Tuesday, introducing
Claude the Hamster as its newest star this season.
Claude was chosen as the holiday
campaign's celebrity hamster due to his love of scratching, according to the
Illinois Lottery.
"The Lottery is bringing a little
cheer to the holidays by sharing some behind the scenes footage of its recent
shoot with celebrity hamster Claude - and giving viewers the chance to win
prizes," a release said.
Viewers can "gift" different items
to the hamster and see how he reacts for a chance to win prizes and "bring some
joy to the holiday season," the Lottery said.
"Knowing how much our pets have
helped us get through 2020, the Lottery is giving viewers the chance to see
more of Claude with some exclusive behind the scenes footage of this celebrity
hamster," the Illinois Lottery said.
As part of the holiday campaign, the
Lottery encouraged people ages 18 and older who visit the website to view
Claude to enter the Illinois Lottery Holiday instant ticket bundles.
The 10 winners will be selected each
week of December.
Viewers can "gift" different items
to the hamster and see how he reacts for a chance to win prizes and "bring some
joy to the holiday season," the Lottery said.

Svenska Spel Takes Handball Fans into the European Championship

Follow the national handball team behind the scenes when Svenska Spel's Heja
studio knocks on the door to the national team stars' hotel room. In the studio
program, fans will get to know the Swedish European Championship squad a little
closer when they are taken into the bubble at the player hotel in
Silkeborg.
Tonight, Sweden plays the first
match in this year's European Championship when the Czech Republic is the
opposition. With a rematch against Hungary in the bag, the Swedish girls are
charged for an exciting championship.

But not everything is as it used to
be. Even before the training matches against Hungary last week, the national
team went into its bubble and since then the players have not met anyone
outside the squad. In Denmark, players will spend virtually all of their time

Minister Announces the Commencement of the Gaming and Lotteries
(Amendment) Act 2019

comprehensive reform of gambling in Ireland
The Minister of State with special
responsibility for gambling regulation, James Browne TD, has today announced
that the Gaming and Lotteries (Amendment) Act 2019 will come into effect on 1
December 2020.
This fulfils the commitment made
when the legislation was enacted.
Making the announcement, Minister
Browne said:
"This Act modernises the Gaming and
Lotteries Act 1956 and will help the better promotion of local gaming and
lottery activity.
These activities, held primarily for
charitable and philanthropic purposes, are the lifeblood of our sporting clubs
and community organisations across the country.
"Many of these clubs and
organisations have had their fundraising efforts hit hard by the pandemic.
With Christmas approaching, some
will already be planning local end of year raffles and draws for small
prizes.
I want to assure you that these
changes I am announcing today will not impede your efforts."
The main purposes of the 2019 Act
are to:
- streamline and modernise the application process
for gaming permits and lottery permits and licences for smaller scale, local
gaming and lottery activity
- protect underage people by standardising the
minimum age for all licensed gambling at 18 years of age, including for betting
on the Tote
- ensure more proceeds from lotteries goes to
charitable causes
- update the stake and prize limits for licensed
gaming machines, with a provision for the Minister to amend the amounts by
regulation
- serve an important public interest in assisting the
better promotion of gaming and lotteries and enhance consumer protection
The 2019 Act is an interim reform
measure pending the comprehensive reform of gambling in Ireland. The government
is committed to the modernisation of our licensing and regulatory environment
for gambling.
A new independent gambling regulator
will enforce appropriate licensing and regulatory measures in respect of all
gambling activities, including online.
Referring to the Programme for
Government commitment, Minister Browne said:
"Gambling is a large and evolving
industry. It must be the subject of a modern, sensible and effective licensing
and regulatory approach.
My department is now engaged in the
drafting of a General Scheme of a new Bill to provide for that comprehensive
reform.
"I was also pleased to secure
seed funding of 200,000 for the new Regulator as part of the
Justice allocation in Budget 2021."
Permits and licences already issued
under the provisions of the 1956 Act will remain in force until their next
renewal date.
If that date is after 1 December
2020, the new provisions will apply. All necessary arrangements will be in
place to support the commencement of the Act including:
- application Forms for Gaming permits and Lottery
Permits from An Garda Síochána
- new registers of permits and licences issued by An
Garda Síochána, the District Court and the Revenue
Commissioners
- rules of the District Court
