Kentucky Lottery Sales and Proceeds Set New Record in Fiscal Year 2020


LOUISVILLE, KY (July 29, 2020) -- The Kentucky Lottery Corporation has posted record sales and dividend numbers for FY20. These include:

  • Total sales of $1,203,442,000, which is $73.8 million (6.2%) more than the previous record set in FY19.
  • Cash transfers totalled $278.5 million, of which $271.4 million went to the General Fund to pay for college scholarships, grants and education programs, and $7.1M from unclaimed prizes to the KEES Reserve Fund. The General Fund transfers were $7.5 million and 2.8% more than last year.


Both of these numbers are record levels in the Lottery’s 31-year history.

These higher sales and transfers led to more funding for the college scholarships and grants paid for by Lottery proceeds, as acknowledged by Governor Andy Beshear in his July 22nd news briefing.

Scratch-off tickets once again were the largest individual game category, finishing the year at $741.1 million. This is a $71.9 million (10.7%) increase from the previous year.

Internet lottery sales also showed significant growth throughout the year, due in large part to sales during stay at home orders as a result of the pandemic. iLottery sales finished FY20 at $45.0 million, an increase of $18.2 million (68%). Internet sales continue to be a modest amount of overall business, comprising 3.7% of total sales.

Kentucky’s venerable Pick 3 game posted the largest draw game dollar increase in sales, rising $17.5 million (11.7%) to $167.3 million. Pick 4 posted the largest draw game percentage sales increase for the year of 14.2%. That translated into sales for the game of $50.9 million, up $6.3 million from FY19. A pair of new draw games launched in FY20 – Fast Play and Cash Pop – accounted for $17.9 million in additional sales.

Keno sales saw a decline from last year’s record-setting pace. Sales for this game dropped by $5.4 million (6.4%) to $78.8 million. This was due in large part to more than 200 retailers who sold the game having to shut their doors in March due to the pandemic, combined with the shutdown of all Keno monitors across the state for close to two months to prevent social gathering.

The lack of large jackpots led to sales declines in the multistate Powerball and Mega Millions games. Powerball dropped $23.6 million (32.1%) to $49.9 million, while Mega Millions dropped $26.1 million (41.4%) to $37.0 million. For context, Mega Millions sales in FY19 were much higher due in large part to a world-record $1.5 billion jackpot in October 2018. Powerball sales in FY19 were also higher due to two large Powerball jackpots of over $600 million.

This was truly a successful year for not only the Commonwealth, but players and retailers as well,” said Kentucky Lottery Executive Vice President and Chief Financial Officer

Howard Kline. “Our players saw a record $801.2 million in prizes paid, while our hard-working retailers realized a record-setting $71 million in commissions. From a situation where things initially looked like they could turn bleak, we ended up with a win-win all the way around.

The start to the new fiscal year looks very promising, but we’re in uncharted waters,” said the Kentucky Lottery’s Interim President and CEO Marty Gibbs. “The continuing pandemic – and its effects on the economy – do create some level of uncertainty moving forward. We’ll continue to provide fun and entertaining games in a socially responsible manner nonetheless, as we know Kentucky’s college students are counting on us now more than ever.”

CIBELAE and the World Lottery Association Will Deepen Their Joint Work on Responsible Gambling and Safety

BUENOS AIRES, Argentina (July 28, 2020) – The executive directors of the World Lottery Association (WLA) , Luca Espósito Poleo, and of the Iberoamerican Corporation for State Lotteries and Gambling (CIBELAE) , Rodrigo Cigliutti, held a videoconference last Thursday, July 9, in order to consider different proposals collaborative work emphasizing issues of Corporate Social Responsibility, Responsible Gaming and Security.

As a result of the meeting, the representatives of WLA and CIBELAE agreed to work together to encourage and encourage lotteries in the region to develop and train in the fundamental aspects that make certification in Responsible Gambling and Safety.

To advance this objective, both associations decided to put their respective technical committees and committees in contact with regard to Corporate Social Responsibility, Responsible Gaming and Technology.

During the last days of July, CIBELAE held meetings to introduce the institution's interlocutors with their WLA counterpart and outline the activities to be carried out in the coming months.

On July 20, CIBELAE's executive management organized the first meeting between Diana Fusco, CIBELAE's coordinator of Corporate Social Responsibility and Responsible Gaming, and Sandra Conde, member of the WLA Responsible Gaming committee.

Likewise, continuing with the video calls modality, the Cibelae technical management organized a meeting on July 21 with Teresita Benítez, CIBELAE Technology coordinator, and Diego González, member of the WLA Security committee for the region.

Having held these initial meetings, the commissions will work internally on possible activities to be developed together.

Uzbekistan Begins Consultation on Launch of National Lottery

Uzbekistan (July 24, 2020) -- The Uzbekistan government has formed a “composition on the selection of a single lottery operator for the Republic of Uzbekistan.”


Recently, the office of President Shavkat Mirziyoyev revealed that it had sanctioned a demand to be led by the Capital Markets Development Agency in developing a decree on the appointment of a national lottery operator and its governing frameworks.

Within its mandate, the agency has gathered key criteria from the Uzbek ministries for trade, foreign investment, treasury, sports, law, health and the Olympic Committee to “define the main tasks in the field of lottery organisation.”

Each department has submitted its demands and requirements on how Uzbekistan should organise and conduct lotteries, benefitting “socially significant projects,” in the areas of healthcare, sports education and culture.

Further input has seen all departments submit best practices on how to regulate “risk-based games using modern technologies.”

Within its decree, the Uzbek government outlines its main objective in developing a National Lottery operator that distributes “at least 60% of its proceeds from lottery tickets.”

Having gathered ministerial input, the Capital Markets Agency will now move to “determine the basic requirements for a single lottery operator as candidate.”

The decree’s formation carries significant political importance with Uzbek Prime Minister Abdulla Nigmatovich Aripov overseeing its development, led by Atabek Nazirov as Director-General of the Capital Markets Agency.

Ohio Lottery Reports Sales of $4.3 Billion with Profits of $1.13 billion for Education

CLEVELAND Ohio (July 27, 2020) – Ohio Lottery Director Pat McDonald announced the fiscal year ended with $4.3 billion in sales resulting in a $1.127 billion transfer to the Lottery Profits Education Fund, which supports K through 12, vocational, and special education programs in Ohio.

Ohio Lottery traditional sales, combined with video lottery net win, totaled $4.3 billion in Fiscal Year 2020.  Traditional sales of $3.47 billion were $111.5 million ahead of the previous fiscal year.

The scratch-off category led with sales of $1.87 billion, an increase of $211.5 million over the previous year. Scratch-Off sales benefitted from an increased use of data analytics to help optimize game inventory levels, strategic product mix, and marketing support. The introduction of a new $20 holiday scratch-off also helped boost holiday sales, with the highest recorded weekly scratch-off sales ever recorded during Christmas week.

We saw negative impacts on sales in the last quarter of the fiscal year due the Coronavirus pandemic, which the gains in scratch-off sales helped to offset. Throughout the last year, the Lottery proactively utilized predictive modeling tools to optimize scratch-off inventory levels at retail locations. Similar to the rest of the industry, sales remained steady during this time due in part to the limited entertainment options available,” Ohio Lottery Director Pat McDonald said.

The gains in scratch-off sales helped balance the losses in other categories impacted by the Coronavirus pandemic. The Lottery’s KENO® category marked $439 million in sales, down by $14 million compared to the previous year.  KENO® is a staple entertainment option available at many restaurants and bars throughout the state and was impacted during the Stay at Home Order during the months of March and April.

VLT sales ended the fiscal year at $820.9 million, down $237 million from the previous fiscal year. Racino properties were closed from March until June due to the Coronavirus pandemic.

In April, the Lottery introduced Mobile Cashing through the Ohio Lottery app, allowing customers to cash winning tickets between $50 and $5,000 and have their winnings deposited into a bank account. The program offers a secure and easy way to cash winning tickets from home. To date, more than $21.6 million in prizes have been paid through the application.

CT Lottery’s New "Fast Play" Progressive Game Creates First Jackpot Winner

Lucky three-number match with Progressive Jackpot Prize pays out $120,887

ROCKY HILL, CT (July 27, 2020) – That was fast! On July 25, just five days after the CT Lottery launched its new Fast Play "Jumbo Bucks" progressive jackpot game, one lucky ticket holder matched all three of their numbers within the same game and instantly won the $120,887 progressive jackpot.

$729 Million Raised – A New Record -- for Education in North Carolina

RALEIGH, North Carolina (July 23, 2020) -- The N.C. Education Lottery raised $729.8 million to support education programs in North Carolina in fiscal year 2020.

The amount of money raised sets a new record, topping last year’s amount by $20.6 million, or almost 3 percent. On average, the lottery generated almost $2 million a day for education in fiscal year 2020, according to unaudited year-end results.


“It’s more important than ever that our education programs get as much helps they can to achieve their mission,” said Mark Michalko, executive director of the Education Lottery.

“Our state was depending on the lottery for these education dollars. The money raised will do a lot of good. Thanks to all the North Carolinians who enjoy lottery games.”

The additional dollars support education programs in all 100 counties of the state, as determined each year by legislators in the state budget. The money raised helped:

  • Build and repair schools.
  • Make college more affordable through scholarships and grants based on financial need.
  • Support school systems with the costs of school workers and transportation.
  • Support the NC Pre-K, a free academic prekindergarten program for at-risk four-year-olds.


Retailers across the state also earned $209 million in commissions from lottery ticket sales, $10 million more than the year before. With 7,015 retail locations, the commissions play an important role in the state’s retail economy.

At the end of the year, the lottery’s total contribution to the state since inception in March 2006 exceeded $7.3 billion.

The vision and mission of GLMS has been since 2017 to safeguard sport Integrity by developing a culture of Integrity and Social Responsibility through various activities in addition to detecting suspicious betting patterns. This includes advising regulators as to what provisions need to be introduced when it comes to legalising sports betting and protecting sports values and sustainable market conditions.

An in-depth look at the Asian betting market, betting operator sponsorships in sports and trends.

The study is based on a specific methodology and addresses trends in betting sponsorships, notably within football and basketball, toucing on other sports as well. A special focus is placed on the Asian Betting Market, its background, growth and the potential risks and threats.

The study takes into account the COVID-19 pandemic, which only highlights the need for more stringent regulation, ensuring that betting sponsorship remain only a positive impact on sports.

The study also looks at facts and figures in a number of countries in Europe, where betting sponsorship is particularly commonplace.

Regulations and recommendations

The study explores in a snapshot the existing regulations and legislations addressing betting sponsorship of sports, including the recently published UK House of Lords ‘Time to Act to reduce gambling-related harm’, as an illstration of the increasing focus being placed on this issue.

The study ends with a number of recommendations facilitating the safe practice of betting sponsorship of sports. While this study focuses on the impact of sponsorship and makes recommendations for regulating that element, it is also clear that the gaming industry as a whole is one that merits wider scrutiny from governments, investigative authorities, internet service providers, technology firms and many others besides. Today, some operators are able to layer their business interests to avoid infringement while simultaneously seeking to attract betting losses from some of the poorest people in the world. In the future, it is hoped that more efforts can be made across the breadth of society to curb these activities.

New Hampshire Lottery Launches IWG Digital e-Instant Games

Company Showcases that Localized Games Resonate with Players

CONCORD, NH (July 23, 2020) – IWG, the leading supplier of digital e-Instant games, is now live in New Hampshire on the New Hampshire Lottery’s NeoPollard-provided iLottery platform. The first game to launch is New Hampshire Cash Expander, a localized title that tailors the Company’s popular Cash Expander mechanic specifically for New Hampshire players.

New Hampshire Cash Expander is built on IWG’s core “match three cluster” mechanic, which awards prizes when three of the same blocks are clustered together. Clustered blocks burst and additional blocks fall to fill the board, potentially creating additional wins. Players who reveal three gold, silver or bronze New Hampshire state symbols will activate the applicable expanding bonus game for an exciting, guaranteed win.


New Hampshire Cash Expander is designed specifically for the New Hampshire Lottery’s player base in the Granite State. This custom title has been built in collaboration with the New Hampshire Lottery and will allow it to offer a game that will resonate with its local audience.

The launch marks the third instance of a localized variation of this digital e-Instant game appearing in the US iLottery market, following previous personalized versions in Michigan and Pennsylvania. IWG’s localized releases have proven hugely successful, with players appreciating the content that has been personalized for their own respective markets.

In addition to Cash Expander, the New Hampshire Lottery is planning to offer a full set of games from IWG. The New Hampshire Lottery selected IWG as a partner to enhance and expand NH iLottery following a competitive RFP process that awarded the company as a certified e-Instant game supplier.

IWG’s games will be a key factor in driving further revenues for education in New Hampshire, as New Hampshire iLottery has continued to demonstrate considerable growth. New Hampshire iLottery sales are currently up by more than 130-percent year-over-year. As NH iLottery approaches its second anniversary, more than 73,000 players have registered for iLottery accounts.

AGA Commends Legislation to Eliminate Unnecessary Taxes on Legal Sportsbook Operators, Provide Needed COVID-19 Relief

WASHINGTON, D.C. (July 24, 2020) – American Gaming Association (AGA) President and CEO Bill Miller released the following statement on bipartisan legislation Reps. Dina Titus (NV-01) and Guy Reschenthaler (PA-14) introduced today to repeal the federal excise and head taxes:

The federal excise and head taxes levied on legal U.S. sportsbooks generate little meaningful revenue for the government. Instead, they place legitimate businesses at a significant competitive disadvantage against illicit gambling operations which skirt taxes and licensing fees. Though originally enacted in the 1950’s as a tool to curb illegal gambling, these antiquated federal taxes now give illegal operators a leg up.

Betting on Sports America

To absorb the unnecessary burden of these taxes, legal sportsbooks are forced to offer worse odds and payouts or reduce investment in promoting legal betting channels to the public. Furthermore, the head tax serves as an impediment to hiring at a time when providing jobs is critical.

I’m grateful to the Congressional Gaming Caucus’ Co-Chairs Reps. Titus and Reschenthaler for introducing this legislation today to provide regulated operators with meaningful relief as they recover from the COVID-19 sports shutdown. Eliminating these taxes is a long overdue step to enable a legal, regulated environment for sports betting that will better protect customers and generate much-needed revenue for state and local economies.”


  • The Internal Revenue Code requires regulated sports betting operators to pay a 0.25% federal excise tax on all wagers, in addition to a $50 annual tax (“head tax”) for every employee engaged in receiving bets.
  • These taxes accounted for less than $33 million in federal tax dollars in 2019.
  • Sportsbooks operate with a very low margin even in the lowest-taxed jurisdictions. For example, Nevada sportsbooks’ revenue is typically 5 percent of the total amount wagered, before accounting for taxes and operator expenses.
  • AGA research released Tuesday found that consumers want to wager legally but are still confused about which options are safe and regulated. Educating consumers about their legal options is critical to bringing bettors into the legal, regulated market.
  • Miller encouraged Congress to repeal the excise tax in his testimony before the Senate Judiciary Committee on Wednesday.
