50 Years Ago New Jersey Citizens Took a Chance on the
Lottery
TRENTON, NJ (November 1, 2019)
New Jersey is celebrating the Golden Anniversary of voters approving the
establishment of a State Lottery, making New Jersey only the third U.S. state
to pass a legal lottery. As part of the 1969 General Election, the measure was
wholeheartedly welcomed by an astonishing 81.5% voter approval, making it one
of the largest favorable public responses in New Jersey legislative
history.
The goal was to establish a
state lottery similar to those conducted in neighboring states and abroad. The
New Hampshire and New York Lotteries had been quickly embraced by their
communities, and it wasnt surprising considering what else was happening
in the world at the time, said New Jersey Lotterys Acting
Executive Director James Carey. American Astronaut Neil Armstrong
became the first human to set foot on the Moon in 1969, and later that summer,
the Woodstock Festival attracted nearly half a million people for a weekend
celebrating music. People were very open to change and
possibility.
 |
Approval of the New Jersey State
Lottery occurred in 1969, but it would take until December 16, 1970 for the
first lottery ticket to be sold. The ensuing months allowed for the creation of
regulations, selection of a Lottery Director, and the formation of a Lottery
Commission.
The original hope was that
the lottery would produce in the area of $12 million annually. There is no way
that the voters in 1969 could have foreseen that revenues contributed to the
State would exceed $26 billion over the next 50 years, continuing to make New
Jersey a great place to live, work, and raise a family, Carey
continued.
This country has a long history with
lotteries stretching back to the original 13 colonies, where lotteries were
established to raise revenues to fund schools and universities. In 1823,
Congress approved a private lottery with proceeds used to beautify Washington,
D.C. However, the love affair with lotteries followed a tumultuous path, with
breakups and makeups playing out over the years. By 1910, almost all types of
gambling were illegal in the U.S. The first modern state lottery did not appear
until 1964 in New Hampshire, followed in 1967 by a second state lottery in New
York.
Currently, 45 states and the
District of Columbia operate lotteries. There are over 200 lotteries worldwide
and the New Jersey Lottery is ranked ninth in U.S. total sales and 23rd in
worldwide total sales.
About the New Jersey Lottery
Since its inception in 1970, the
Lottery has contributed more than $26.8 billion to the State. As its
fifth-largest revenue producer, the Lottery is a significant economic engine
for New Jersey, helping to bolster the public employee pension system for
teachers, police and fire personnel and other public employees, as well as
supporting businesses and communities throughout New Jersey. As a sign of its
commitment to responsibly play, the New Jersey Lottery achieved the World
Lottery Associations Level 4 Certification in Responsible Gaming. This
certification is the most comprehensive measure of responsible play among
lotteries in the industry. The New Jersey Lottery was first granted this
certification in 2016 and will continue to uphold the most thorough and
complete responsible gaming initiatives for the entirety of the Lottery's
tenure.
Must be 18 or older to buy a lottery
ticket. Please play responsibly. If you or someone you know has a gambling

New Survey Shows Gambling in NSW is Declining
SYDNEY, NSW, Australia (October 31,
2019) -- The NSW Government has today released the NSW Gambling Survey 2019 - a
major new study into gambling in NSW commissioned by the Responsible Gambling
Fund.
The survey found the level of
gambling has fallen in the past eight years with just over half (53%) of 10,000
people surveyed gambling in the past 12 months compared to 65% in 2011.
Lotteries were the most common form
of gambling followed by gaming machines, instant scratchies and race
betting.
 |
The rate of problem gambling in the
NSW community has remained relatively stable since the last Gambling Survey in
2011, changing from 0.8 per cent of the population to 1 per cent. This change
is not considered statistically significant.
The survey will give the NSW
Government a better understanding of the gambling landscape, changes in
gambling behaviour, the extent of problem gambling and how the various regions
across NSW are affected.
The results show gambling problems
are more prevalent among young people. Gamblers aged 18-24 were most likely to
be moderate-risk and problem gamblers (14.9%) compared with 7.2% of gamblers
overall.
Young people are a priority for the
NSW Government which funds, through the Responsible Gambling Fund, a number of
education and awareness initiatives targeting them.
There are particular risks around
online sports betting which is the fastest-growing type of gambling.
The survey found that just under one
in 10 adults (8%) had gambled online in the past year with race betting being
the most common form of online gambling.
The NSW Government is committed to
preventing and minimising gambling harm. The information gathered from this
survey will inform prevention, education and treatment initiatives, as well as
policy development and regulatory efforts.
In 2019/20, $35 million has been
allocated to responsible gambling programs and initiatives to prevent and
minimise gambling harm, promote a safe gambling environment and support those
impacted by problem gambling.

Office of Responsible Gambling website

EL Participates At First-Ever Responsibility in Gaming Europe
Conference
BRUSSELS, Belgium (October 30,
2019)
RESPONSIBLE GAMING
The first-ever Responsibility in
Gaming Conference on 23-24 October in Brussels gathered over 80 participants
from the gambling sector to understand the deeper causes of problem gambling
but more importantly to focus on what stakeholders can and should do to create
an effective and workable responsible gaming policy.
Moderated by Peter-Paul de Goeij,
Quod Bonum from The Netherlands, EL Secretary General Arjan van t Veer
took part in an Interview with Industry Stakeholders together with
Per Jaldung of the European Casino Association (ECA).
Arjan van t Veer highlighted
how progress should be an opportunity to help market regulation and the
importance of a risk-based approach towards gambling advertisement to safeguard
the channeling role and the benefits of games for society.
Earlier this year EL members adopted
the Antwerp Resolution on societal role of lotteries, the need to change
gambling desire and to advertise lottery productions. He also underlined the
importance of responsibility for EL and its members with a reference to the EL
Responsible Gaming Certification.
EL and its members are
committed to addressing illegal gambling and related criminal activities while
minimising any potential harm on society and vulnerable groups. Responsibility
is one of our core values and the EL Responsible Gaming Standard not only
strengthens this but promotes the adoption of best practices across the EL
membership. This Conference was an opportunity to highlight ELs ongoing
activities and proactiveness on Responsible Gaming policy, said Arjan
van 't Veer.
The two-day conference also saw
interventions from several EL members. First, Sisals Valérie Peano
and co-founder of the European Gambling Lawyers and Advisors (EGLA)
participated in a panel debate on regulation, where she outlined how
self-regulation is meaningless without enforcement or fines for those who break
the rules and how gambling must self-regulate now more than ever.
Camelots Head of Corporate
Responsibility Alison Gardner shared experiences from the National Lottery UK
of using behavioural science to design interventions with national lottery
players.
Regulatory Affairs Adviser for the
Nationale Loterij (Belgium) Roland Louski focused on responsibility by
design. His takeaway from the Conference - The future will be more
intelligent and more intrusive regarding the way the players will be tracked
down and their behaviours supervised. For the more dangerous gambling
activities, a balance needs to be struck between the protection of the
players privacy and the prevention policies to avoid problem
gambling.

Responsibility in Gaming Conference:

OLG Annual Report 2018-19: Financial Performance of the Lottery
Business Continues to Grow and Significantly Exceed Budget
Targets
Message From The President
And Chief Executive Officer
ONTARIO, Canada (November 4, 2019)
-- The fiscal year has been defined by strong financial performance and
determined progress against corporate priorities. The organization exceeded its
financial targets and completed important procurement streams for its
Land-based Gaming, Lottery and Digital Gaming operations.
In fiscal 201819, OLG
continued to reshape its Land-based Gaming landscape, transitioning the West
GTA and Central Gaming Bundles to service providers in May and July 2018,
respectively. As we increasingly shift our focus to managing our relationships
with service providers, benefits of our transformation are being realized.
 |
Proceeds continue to grow, new jobs
are being created and new capital investments are being made in communities
across Ontario. The organization is well positioned for continued growth under
the Land-based Gaming modernization program. Financial performance of the
Lottery business continues to grow and significantly exceed budget targets.
Growth in Lottery remains balanced
across all lottery product categories; national and regional Lotto, INSTANT and
Sports all exceeded the previous years proceeds. In the past year, we
advanced plans to deliver new products and customer experiences in a growing
digital economy. Key foundational pieces were put in place to realize and
accelerate our digital evolution. New service providers were brought on board
to launch an integrated player platform, to develop a new gaming website and
mobile applications and to replace and upgrade our retail point-of-sale system
with a state-of-the-art network and new lottery terminals. In the coming year,
we expect to select a service provider for an enhanced sports betting solution
that will be applied to retail and digital channels.
While this future development
necessitated a tremendous amount of work, it did not take away from our
current-day focus to meet targets and deliver on our core business. Growth in
top-line proceeds combined with a reaffirmed commitment to cost management
resulted in $2.47 billion in Net Profit to the Province, a full 10 per cent or
$225 million above target. The organization will continue to maintain a
determined focus on managing our expenditures, finding efficiencies and
implementing more robust enterprise-wide risk management measures.
Our achievements this past fiscal
year were driven by focusing on our customers, enhancing their experience and
being responsive to their changing expectations. To ensure we can advance this
customer-centric strategy, we are leveraging data and analytics to enhance our
understanding of the market.
 |
As we become a more
performance-driven organization, we are setting and measuring our progress
against key performance indicators that align with our strategic priorities. An
imperative for the organization and a key to our continued success is
OLGs commitment to Responsible Gambling and our industry-leading
PlaySmart program.
In 2018, OLG was selected from among
more than 200 members from 80 countries to receive the World Lottery
Associations (WLA) Best Overall Responsible Gambling Award. In making the
announcement, the WLA recognized PlaySmarts strategic approach to
responsible gambling, its commitment to OLG Annual Report 201819 3
continuous improvement and its success in implementing robust and innovative
training programs for retailers and employees.
We continue to prosper as a vibrant
company in two important communities in this province. This past fall, OLG was
named to the prestigious list of Greater Torontos Top Employers. Winners
in this region routinely rank among the highest in the nation in workplace best
practices.
And in January, OLG was presented a
Community First Award for outstanding business achievement in Sault Ste. Marie.
OLG was recognized for its contribution to the well-being of the community by
sourcing local products and services, growing employment and supporting the
community through charitable activities.
While its gratifying to win
awards of this nature, we are committed to make OLG an even better partner for
our communities and place to work for our valued employees. The significant
achievements of 201819 would not have been possible without the
dedication and commitment of our employees. It can be challenging to balance
the needs of our current business while also driving organizational change, but
our employees are dedicated to helping us meet our objectives.
I thank them for continually
delivering strong returns to the Government of Ontario and exceptional service
to our customers and all Ontarians. As an organization, we are proud of all
thats been accomplished this past fiscal year and, together with our
employees, look forward to the new challenges and opportunities ahead as we
continue to build a strong gaming industry for the benefit of the people of
Ontario.
