Illinois Lottery Launches Online Features To Make Playing More Convenient

Pick 3, Pick 4 and Lucky Day Lotto Single-Draw Tickets Now for Sale Online;

New Instant Ticket Scanning Feature Now Available on Mobile App

CHICAGO, IL (August 15, 2019) -- The Illinois Lottery today announced two new features that make digital and mobile play more convenient for players.

First, single-draw tickets for Pick 3, Pick 4 and Lucky Day Lotto are now available for purchase on the Lottery’s website and mobile app. Previously, Pick 3, Pick 4 and Lucky Day Lotto players were only able to purchase a minimum of one week’s worth of these Lottery game tickets online via a subscription.

The ability to sell Pick 3, Pick 4 and Lucky Day Lotto single-draw tickets online was made possible by a change in state law. Passed by the General Assembly in the spring, House Bill 3661 allowed for the Illinois Lottery to offer all of its draw games online as single-draw tickets. Before the change, only Mega Millions, Powerball and Lotto could be sold for single-game draws. Governor JB Pritzker signed the measure on June 28. Subscriptions for all games are still available for purchase online.

“Pick 3, Pick 4 and Lucky Day Lotto have long been some of the Lottery’s most popular games,” Illinois Lottery Acting Director Harold Mays said. “Allowing single-game internet sales, rather than subscription-only sales, for Pick 3, Pick 4 and Lucky Day Lotto levels the playing field for all our draw games online, and, hopefully, will attract new players to the Lottery because of the convenience and the avoidance of a subscription commitment.”

The second player-convenience feature now available is the ability to scan instant tickets on the Illinois Lottery mobile app to determine whether the ticket is a winner. The mobile app already included the ability to scan draw-game tickets purchased in retail.

Since the launch of the Illinois Lottery’s new digital platform and mobile app in February, players have executed more than 1.5 million ticket scans through the mobile app.

The mobile app is available for iOS and Android users. The iOS app can be found in the Apple App Store, and Android users can download the app from the Illinois Lottery’s website.

About the Illinois Lottery:

Founded in 1974, the Illinois Lottery has contributed over $20 billion (since 1985) to the state’s Common School Fund to assist K-12 public schools, as well as hundreds of millions of dollars to the Capital Projects Fund and to special causes like Illinois Veterans services, the fight against breast cancer, MS research, Special Olympics and assistance for people living with HIV/AIDS. In addition to playing in-store, the Illinois Lottery offers online and mobile play for all draw-based Illinois Lottery games at Players must be at least 18 years old.

Kansas Lottery Transfers $173.6 Million to the State of Kansas in Fiscal Year 2019

KANSAS (August 9, 2019) -- The Kansas Lottery is pleased to announce it transferred more revenue to the State of Kansas in Fiscal Year 2019 than in Fiscal Year 2018.

The combined transfer from the traditional lottery and state-owned and operated casino gaming revenue totaled $173.6 million.

The total revenue transferred to the State through traditional lottery game sales was $74.9 million. Revenue transferred from state-owned and operated casino gaming totaled $98.7 million. Kansas Lottery retailers saw record commissions in FY19 of $17.3 million.

Traditional lottery sales in Fiscal Year 2019 were $295.3 million. Lottery sales were 9.79 percent higher than in FY18 when sales were $268.9 million.

It’s the Kansas Lottery’s mission to engage our players in a fun and secure way while also doing our best to try and maximize a return to the State,” said Kansas Lottery Executive Director Stephen Durrell. “We do that by looking at ways to keep our players interested and excited about our games. The Lottery is continuing to add new games and second-chance promotions that offer unique experiences, and we thank all of our players and retailers for their continued support.

A portion of proceeds from traditional lottery sales was dedicated to paying for the 272 Lottery vending machines being rolled out to select retailers across the state. The Kansas Lottery avoided interest and financing costs by paying for the vending machines from operating funds.

Our vending machine roll-out has been methodical as we try to look for the best retailers to maximize the effectiveness of the machines,” Durrell said. “We look forward to the opportunity for increasing our sales and transfer to the state through vending machine sales. Vending machines offer easier access for our players to find their favorite games and takes the burden off our retailers during times of high retail sales.

The Kansas Lottery also transferred a combined $8.3 million to the Problem Gambling and Addictions Grant Fund. The transfer included $80,000 from traditional lottery games and $8.22 million from state-owned and operated casino gaming, as required by state law.

The Kansas Lottery values its relationship with the four managers the State contracted with to manage these casinos,” Durrell continued. “The casinos generate millions of dollars for the state and helps the Lottery accomplish its mission by maximizing the State’s revenue."

Maryland Lottery, Casinos Establish New Records in 2019

BALTIMORE, MD (August 9, 2019) -- The continued growth of the Maryland Lottery and the state’s six casinos combined to contribute a record-breaking total of $1.311 billion to the state in Fiscal Year 2019. Together, the Maryland Lottery and casinos support a wide variety of causes, including education, public health and safety, the environment, veterans’ organizations, and the state’s horse racing industry.

The Maryland Lottery set a new all-time sales record, which, in turn, drove a record-setting mark of $593.1 million in profit to the state. In addition, all-time records were established for prizes to players, retailer commissions and instant ticket (scratch-off) sales.

Casino gaming revenue contributed a record $717.5 million to the state, including an all-time high of $542.7 million to the Maryland Education Trust Fund.

The combined total of $1.311 billion in state contributions is a 4.7% increase from the previous record of $1.252 billion in Fiscal Year 2018. Meanwhile, the Agency’s operating expenses remained low at 3.5% of sales on the Lottery side, and 1.0% of total gaming revenues for the casino program.

The Lottery’s sales for FY2019 (July 1, 2018, through June 30, 2019) totaled $2.197 billion, beating last year’s record of $2.043 billion by 7.5%. The state’s casinos also set a new record of $1.760 billion in gaming revenue.

We’re pleased to be able to report on new records, but equally, we’re proud to serve as a vital source of revenue for the state,” said Maryland Lottery and Gaming Director Gordon Medenica. “We are extremely grateful for the efforts of our employees, our retailers, our vendors and our casino partners. The hard work continues as we move forward into a new year.

Governor Larry Hogan congratulated Maryland Lottery and Gaming for its strong fiscal-year performance.

The $1.3 billion generated by the casinos and the Lottery provides funding for essential state programs that our citizens rely on every day,” said Governor Hogan. “Education is our top priority, and with the passage of the lockbox amendment last year, our students and classrooms will benefit from a contribution of nearly $543 million to the Education Trust Fund.

The Lottery’s $2.197 billion in sales fueled an all-time record of $1.362 billion in prizes paid to players, a 9.3% increase from the previous record of $1.247 billion in prizes during FY2018. The Lottery paid an average of more than $3.7 million a day in prizes to players during FY2019.

Retailers earned an all-time high of $165.5 million from sales and cashing commissions, a 7.7% increase from the previous record of $153.7 million set in FY2018. On average, Lottery retailers earned nearly $37,000 in commissions. The Lottery has 4,500 retail locations across the state.

For the fifth consecutive year, sales of instant tickets set an all-time record, totaling $812.4 million, an 8.2% increase from the previous high of $750.9 million set in FY2018.

Fueled by a record $1.537 billion jackpot in October of 2018, sales of Mega Millions set a record of $137.7 million. The total was a 6.4% increase from the previous mark of $129.4 million in FY2008 and a 55.4% increase from the FY2018 total of $88.6 million.

The Lottery’s most popular draw game, Pick 4, set an all-time sales record of $312.2 million, a 5.4% increase from the $296.2 million figure established in FY2018. Racetrax, a computer-animated horse racing simulation game, also set an all-time sales record of $211.2 million, increasing 9.7% from the previous mark of $192.6 million set in FY2018.

Casino Gaming

Total gaming revenue at Maryland’s six casinos in FY2019 was $1.760 billion, beating last year’s figure by $81.4 million (4.9%).

The all-time record contribution to the Education Trust Fund (ETF) of $542.7 million was an increase of $46.0 million (9.3%) from FY2018. The ETF supports early childhood education, public elementary and secondary education, public school construction and capital improvement projects. Since the state’s first casino opened in 2010, more than $3.0 billion has been contributed to the ETF.

FY2019 casino revenue was also contributed to the following beneficiaries:

  • Local aid: $92.8 million, divided between local impact grants and local jurisdictions.
  • Maryland’s horse racing industry: $76.6 million, divided between the Racetrack Facility Renewal and Horse Racing Purse Dedication accounts.
  • Responsible gaming programs: $5.3 million.

More than 7,400 people work at the state’s six casinos, including more than 6,200 full-time employees.

Government to Increase Sales and Prize Draw Limits for Big Society Lotteries

LONDON, U.K. (August 7, 2019) -- The Department for Digital, Culture, Media and Sport have published its response to the consultation on society lottery reform which ran from June to September last year.

The response announced the following changes to big society lotteries:

  • The annual sales limit to be raised from £10m to £50m
  • The maximum prize draw per individual to be raised from £400,000 to £500,000
  • The individual per-draw sales limit to be raised from £4m to £5m

The response did not give an intended date for introducing these changes and did not introduce any changes for small society lotteries.

The consultation considered raising the annual sales limit to £100m but the government concluded that this was too big a step for the current regulatory framework.

Instead, the response proposed a future consultation on an increase to £100m including changes to regulatory requirements which would allow lotteries to apply for a £50m or £100m licence.

A future consultation by the Gambling Commission may also cover licensing, the use of lottery proceeds and which good causes benefit from society lotteries.

The government also plans to consult on raising the minimum age for participating in certain lotteries from 16 to 18 years to establish a clear position on the minimum age ahead of the bidding process for the fourth National Lottery licence which will launch next year.
