Wyolotto Celebrates Its Fifth Birthday with Its Largest 12 Month State Transfer to Wyoming

CHEYENNE, Wyoming (August 29, 2019) – The Wyoming Lottery Corporation celebrated its fifth birthday on August 24. A milestone that was not taken lightly by the WyoLotto team. The five year mark is not only validation for all the hard work the team has put forth, but recognizes the excitement Wyomingites have for playing WyoLotto games. The entire state has played a huge role in creating a new revenue stream for Wyoming and a platform to give back to the state.

To show just how far the WyoLotto has come in just five years, this past July, WyoLotto transferred $1,201,849 to the State Treasurer’s Office, bringing the total amount this fiscal year (July 1, 2018 - June 30, 2019) to over $6.6 million.

This is the largest fiscal year transfer total since WyoLotto started making transfers to the state in April 2016 and the seventh consecutive transfer to the state of over $1 million, totaling over $16 million.

In the past five years, WyoLotto has seen 4,252,153 winners, over $58 million in player winnings, over $9 million in retailer commissions, and launched three new games to the state, including Cowboy Draw®, Lucky for Life®, and WyoLotto Ragtime Raffle. These are just a few of the many ways WyoLotto has made substantial impacts on the state.

Lottery Community Calls for Global Action as Macolin Convention Historically Enters Into Force

LAUSANNE / BASEL / BRUSSELS (September 2, 2019) -- The Global Lottery Monitoring System (GLMS), the World Lottery Association (WLA) and The European Lotteries Association (EL) urge more countries around the world to sign and ratify the Council of Europe Convention on Sports Competition Manipulations (Macolin Convention) as soon as possible. As a vital step in the fight against corruption in sport, now is the time for global action. The global lottery community welcomes the entry into force of this ground-breaking Convention on 1 September 2019.

As the only legally binding international treaty promoting global co-operation to tackle the manipulation of sports competitions, the Macolin Convention's entering into force is an historic milestone for fair play and integrity in sport. The Convention covers all topics relative to the fight against match-fixing including: national and international cooperation; the sharing of information; national platforms; criminal provisions; whistle-blowers protection; education and prevention; conflicts of interest; and measures against illegal sports betting.

Since the conceptualisation and drafting phase of the Convention, the global lottery community – through GLMS, the WLA, and EL – has fully supported the initiative and assisted the Council of Europe in its efforts to promote the Convention and support states with the implementation of its provisions. The work must now begin on the Convention’s implementation and the establishment of the Follow-Up Committee, and concrete measures against corruption in sports must be taken forthwith. 

GLMS President, Ludovico Calvi has stated: “We are delighted to finally see the Convention entering into force. We now need to focus on its implementation as well as the preparation of the activities of the Follow-Up Committee. In the upcoming phase, GLMS is very much looking forward to further supporting the Council of Europe with the promotion of the Convention and all on-going and upcoming relevant work streams, such as the setting-up of the Follow-Up Committee, the initiatives of the Group of Copenhagen and the KCOOS+ project”.

Supporting Ludovico's statement, Jean-Luc Moner-Banet, Chair of the WLA Sports Betting Integrity Committee said, “This is indeed an historical day for many of us. The Convention will no doubt play a vital role in eradicating match-fixing, a phenomenon that jeopardises the very credibility and inspirational value of sports. On behalf of WLA and its members, I urge states across the globe to proceed with its ratification and the implementation of its provisions. We also call upon states to set up national platforms and take concrete measures against illegal sports betting, as required by the Convention”.

Finally, EL Secretary General, Arjan van ’t Veer adds "Sharing a strong commitment to values-driven sport, the European Lotteries community is also delighted to welcome this development. This Convention is of key importance since - apart from providing clear guidelines on how a state can globally combat this phenomenon - it also delivers for the first time a clear legal basis for the fight against illegal sports betting, which is indispensable for the effective implementation of all provisions of the Convention. We urge more European states to sign and ratify the Convention as soon as possible to protect athletes and society as a whole."

About the Council of Europe Convention on the Manipulation of Sports Competitions

The Council of Europe Convention on the Manipulation of Sports Competitions is the first legally binding international tool to fight sport competition manipulations. Its purpose is to prevent, detect and punish the manipulation of sports competitions, as well as to enhance the exchange of information and national and international co-operation between the public authorities concerned and with sports organisations and sports betting operators. The Macolin Convention will enter into force on 1 September 2019 thanks to its ratification by Italy, Moldova, Norway, Portugal, Switzerland and Ukraine. Another 32 countries, including Australia, have also signed it. Within 12 months from the date of the entry into force, the Council of Europe needs to set up and convene the Follow-Up Committee. The states that have ratified will be represented in the Committee.

Arizona Lottery is Red Hot with Winners in August

More than a dozen mega-prizes won across the Grand Canyon State

DC Office of Lottery and Gaming Adopts Sports Wagering Regulations

News Release — DC Office of Lottery and Gaming

WASHINGTON, D.C. (August 30, 2019) -- The Office of Lottery and Gaming (the “Office”) today announced the adoption of its rules governing sports wagering in the District of Columbia.

The rules, which were published in the August 30, 2019 issue of the District of Columbia Register, support implementation of the “Sports Wagering Lottery Amendment Act of 2018” passed by the D.C. City Council in December 2018.

Lottery Executive Director Beth Bresnahan said, “The 115-page document incorporates feedback from potential operators in the District’s emerging sports wagering industry submitted during the public comment period that closed on July 15. The changes incorporated by the Office largely provide further clarification to the operating community and did not fundamentally change the rules as initially proposed earlier this summer.

The Office will release additional information and guidance to potential applicants for sports wagering licenses as it prepares to formally launch the licensing process in the coming weeks.

Regina Sippel Appointed Veikkaus’ CFO

FINLAND (August 29, 2019) -- Regina Sippel, M.Sc. (Econ.) will start as Veikkaus’ CFO and member of the Executive Team.

Ms. Sippel starts in her job on 1 September. She will take over the management of Veikkaus’ Finance, Planning, and Services function, leaving her previous position as Group CFO of Thomas Cook Northern Europe.

Veikkaus’ organizational structure will be revised at the beginning of September, and the Executive Team members’ responsibilities will be defined accordingly.

Pekka Ilmivalta will continue as SVP, Legal Affairs and CSR; Ari Aarnihuhta as SVP, CIO, in charge of the ICT function; and SVP, Channels and Sales Jari Heino will be taking over retail sales, in addition to the Points of Sales and Services. 

In the new organization, Jarmo Kumpulainen will be taking over CSR matters besides the tasks of the Secretary of the Executive Team, and Anna Segercrantz will be responsible for procurement, in addition to premises.

Government of El Salvador Initiates Transformation of the National Charity Lottery

EL SALVADOR (August 29, 2019) -- The Government of the President of the Republic, Nayib Bukele, has initiated the transformation of the National Charity Lottery (LNB), with an investment in technology, more control and improving the Identity of its employees to restore the population's trust with the institution


The president of the LNB, Javier Milián, said he is studying the implementation of an electronic version of the Lottery that, in addition to the traditional market, seeks to captivate younger clients. "The lottery is a traditional product, but the interest in customers has declined, as have the wallets," he said in relation to the fact that the population that consumes the two modalities of the lottery is less and less

We will strengthen the lottery by expanding products. We are in the quest to take an innovative turn of 180 degrees and thus attract more public sustained, while mentioning that another product under study is the implementation of a sports betting system.”

In recent years, said Milián, more than five million dollars have been lost as a result of raffles and bad administrative habits, as well as financial ones. He added that in order to eliminate poorly transparent practices, reinforcement of surveillance during the draws is underway, with the presence of representatives from the Ministry of Finance, the Ombudsman's Office and the LNB's internal audit office that will exercise special control over the draws.

The official explained that at the beginning of his administration, on June 24, a diagnosis was made in the administrative, financial and commercial area after which cases of resource abuse were found, but with the administration of President Bukele, all these bad practices are going to stop, he said.

Finally, Milián said that we are from the few countries in the region that have a primitive lottery. At the regional level we are the last, but we will end up being the first in the subject of the modernization of the Lottery.

Camelot Lottery Solutions Congratulates Illinois Lottery for Record Contribution to Education Funding

Record $731 million returned to the State of Illinois’ Common School Fund.

CHICAGO, Illinois (August 29, 2019) -- Camelot Lottery Solutions congratulates the Illinois Lottery on contributing a record level of funding back to the State’s Common School Fund in fiscal year 2019.

The $731 million generated by the Illinois Lottery for K-12 public education in Illinois is more than $12 million higher than the previous year.


The Illinois Lottery paid more than $1.9 billion in prizes to winners across the state in FY19, generating $165 million in commissions and selling bonuses to more than 7,200 retailers in the process.

The Illinois Lottery also transferred $4 million for good causes, including Illinois veterans services, the fight against breast cancer, multiple sclerosis research, Special Olympics training programs, police memorials and assistance for people living with HIV/AIDS.

Pennsylvania Lottery Announces iLottery Prize Draw for a Chance to Win $1 Million in New York City This New Year’s Eve

Hoosier Lottery Transfers Record $312 Million to the State of Indiana

INDIANAPOLIS (Sept. 3, 2019) — Hoosier Lottery Executive Director Sarah M. Taylor today announced a record transfer of $312 million to the State of Indiana for Fiscal Year 2019 that ended on June 30.  The Lottery’s surplus revenue was generated by record sales of scratch-off and draw products totaling $1.34 billion, according to preliminary and unaudited results.


Lottery Commission Chairman Bill Zielke presented a ceremonial check to State Budget Director Zac Jackson and commented, “The mission of the Hoosier Lottery is to return maximum net income to the state in a socially responsible manner. Thanks to the hard work of our Lottery team, we continue to provide funds for those programs selected by our legislators that support our retired teachers, police officers and firefighters as well as reduce auto excise taxes for all Hoosier vehicle owners.

Director Taylor explained that 72% of the Lottery’s revenue was generated by different Scratch-off games and 28% was from draw games including Powerball and Mega Millions as well as Indiana’s own Hoosier Lotto, Daily 3 and Daily 4.  Draw game sales were impacted by multiple large Powerball and Mega Millions jackpots during the year including a record $1.5 billion Mega Millions jackpot won in October.   

She noted that the Lottery paid 64% of its revenue ($860 million) in prizes to players and 7% ($92 million) in commissions to over 4,300 retailers that sell Lottery products.

Taylor also noted that under the incentive structure of the innovative Integrated Services Agreement (ISA) between the Hoosier Lottery and IGT Indiana, an incentive of $11.2 million was earned by IGT Indiana.  She added, “As envisioned by the Lottery Commission, adding the skills and expertise of an international gaming company to our own excellent team continues to produce great results for the State of Indiana.

WyoLotto Announces New Members to Its Board of Directors

CHEYENNE, Wyoming (September 3, 2019) -- Wyoming Lottery Corporation officials announced the appointment of Todd Peterson and Ed Liebzeit as the newest members of the 2019 Board of Directors. The Board consists of nine members who oversee the Wyoming Lottery Corporation, with each member appointed by the Governor.

I am pleased to welcome Mr. Todd Peterson and Mr. Ed Liebzeit to the Lottery Board,” said Governor Mark Gordon. “Todd is heavily involved in his community of Torrington and serves on a number of boards and commissions. Ed is also very involved in his community of Jackson Hole, with roles in multiple non-profits and sits on the board of numerous organizations that make a difference. Their experience in their communities and board positions they’ve held will serve the Wyoming Lottery Board well.

Todd Peterson is a native of Wyoming and grew up in Torrington. Todd and his wife, Maggie, reside in Torrington. They have four grown children, and seven grandchildren. He is a graduate of the University of Wyoming with a degree in Agricultural Economics.

Todd is a Regional President for Pinnacle Bank-Wyoming. Todd’s banking career began in 1978. He has been in his present position since 1999.

Todd is heavily involved in the Torrington community. He is a Past President of the Torrington Rotary Club. He has served two terms as President of Goshen County Economic Development Corporation and continues as a Board member. Todd is President of the Eastern Wyoming College Foundation. He also is a long-time Board Member for Saint Joseph’s Children’s Home and is an active member of Saint Rose of Lima Catholic Church. Todd also sits on the University of Wyoming College of Business Advisory Board and the University of Wyoming’s Sustainable Agricultural Research Education Center Advisory Board. Todd is also a past Board Member of the Wyoming Bankers Association.

Ed Liebzeit and his wife, Carole, are residents and strong supporters of the Jackson Hole community. Ed graduated from Michigan Technological University. He served 5 years in the U.S. Air Force and is a former executive of the Procter & Gamble Company.

Ed is an Associate Real Estate Broker in Wyoming and Idaho. From 2011-2014, he was the President and Chief Operating Officer of Jackson Hole Sotheby’s International Realty, and prior to that was Executive Vice President of the Company. Ed resigned his management responsibilities to focus on his real estate clients and allocate more time to his community involvement.


Ed is an active and engaged member of the Jackson Hole community. He served as President of the Community Safety Network Board (an organization helping victims of domestic violence, sexual assault and stalking) for 6 years and a Board member for 9 years. Some of Ed’s other activities in Jackson Hole include being Chairman Emeritus of the St. John's Hospital Foundation, Board Member of Jackson Hole Air Improvement Resources (JH AIR), Commander of VFW Post #4274, and Trustee of the Newton Foundation. Ed is a member of the Future Projects Committee for Habitat for Humanity. Ed is a member of the Rotary Club of Jackson Hole and former director and multi-term President of its Foundation. He was Chairman of the Jackson Centennial Commission in 2014 and is a past Director of the Grand Teton Music Festival. He is a former Director and officer of the Aspens Water & Sewer Board and the Teton Pines HOA. He is also a former Director of a bank holding company. Ed currently serves as Chairman of the St. John’s Living Center Capital Campaign which is on track to achieve its $19 million goal.

Ed is the only realtor in Wyoming to have ever received the National Association of Realtors “Good Neighbor Award” for his community service work. He is also a former recipient of the Teton Board of Realtors “Realtor of the Year” award and has been separately recognized as a “Home Town Hero” by the Town of Jackson.

Gaming Standards Association (GSA) Reports Steady Progress Being Made in Comité Européen de Normalisation’s TC456 Standard

SAN GWANN, Malta (September 3, 2019) – Malta-based GSA Europe has been serving as a liaison organization to the Comité Européen de Normalisation’s Technical Committee TC456 since 2017. Earlier this year, GSA Europe Managing Director Mark Pace was elected by the CEN to co-lead on a project to create a European Union online gaming reporting standard.

Speaking at the World Gaming Executive Summit in Barcelona, Pace reported the technical committee has been making steady progress in creation of a standard in support of online gambling supervision.

The creation of a regulatory reporting standard is important to regulators throughout Europe, and it is an honor to work side-by-side with our colleagues on TC456 on this important project,” Pace said. “We are bringing the full technical expertise of GSA Europe to TC456 to help to ensure we create a standard that can be readily adopted throughout the continent.

Malta Gaming Authority Launches Phase 2 of Its Sandbox Regulatory Framework

MALTA (September 4, 2019) -- Following the implementation of the first phase of the Sandbox Regulatory Framework as of 1 January 2019, which established the possibility for authorised persons to be allowed to accept Virtual Financial Assets (VFAs) as a means of payment, the Malta Gaming Authority (MGA) is announcing the launch of the second phase of the Framework.

During this phase, the MGA will be accepting applications for the use of Innovative Technology Arrangements (ITAs), including Distributed Ledger Technology (DLT) platforms and smart contracts.

Further to the aforementioned, the MGA shall be extending the duration of the Sandbox Regulatory Framework until 31 December 2021. The Guidance on the use of Innovative Technology Arrangements and the acceptance of Virtual Financial Assets and Virtual Tokens through the implementation of a Sandbox Environment has been amended, in order to reflect the developments that have taken place in relation thereto. The Licensee Relationship Management System (LRMS) has been updated to the effect that both prospective and existing licence holders are now able to apply for the MGA’s approval in order to integrate ITAs within their operation.

ITAs shall be required to be audited by auditors registered with the Malta Digital Innovation Authority (MDIA) in terms of the Innovative Technology Arrangements and Services (ITAS) Act (Chapter 592 of the Laws of Malta), and shall only be accepted by the MGA if the audit report consists of a positive opinion and the MGA is satisfied that the regulatory requirements shall be adhered to by the authorised person.

An approval to participate in the Sandbox Regulatory Framework is conditional on the applicant holding the relevant licence issued by the MGA, without prejudice to any other regulatory requirements stemming from other applicable legislation, including but not limited to, the Virtual Financial Assets Act (Chapter 590 of the Laws of Malta) and the regulations issued thereunder.
