Carolina Pick 4 Players Win $7.8 Million with 0-0-0-0

Lucky winners have 180 days to collect prizes

RALEIGH, NC (June 22, 2019) -- The numbers 0-0-0-0 in Saturday afternoon’s Carolina Pick 4 drawing added up to a $7.8 million win for lottery players, the most ever won in a single drawing in the game.

The drawing produced 2,014 winning tickets that matched all four numbers. The game’s top prize of $5,000 will go to players who hold one of the 1,002 winning $1 tickets purchased for the drawing. A $2,500 prize will go to players who hold one of the 1,012 winning 50 cent tickets.

The winning numbers, 0-0-0-0, are known as “Quads” among players of the Pick 4 game. Quads are some of the most popular combination of numbers played. The odds of matching all four numbers in a Pick 4 drawing are 1 in 10,000.

The prizes can be claimed at one of the six lottery’s regional offices. The offices open at 9 a.m. Monday through Friday and close at 5 p.m.

Lottery officials remind winners that they have 180 days to claim their prizes. Due to the large number of winners, players should expect extended waiting times to complete their claims if they choose to visit a regional office on Monday and Tuesday. Players must bring a Photo ID and proof of their Social Security number to complete their claims. Prizes can also be claimed by mail.

The $7.8 million in prizes set a new record of prizes won in a single Pick 4 drawing. The previous record Pick 4 win occurred on Aug. 11, 2012 when the numbers 1-1-1-1 paid out $7.5 million in prizes.

For more information on how to make a claim, go to the N.C. Education Lottery website at or call Customer Services at (877) 962-7529. A claims form can be downloaded from the website. The locations and addresses of the NCEL’s regional offices are:

•  2728 Capital Blvd., Raleigh, N.C. 27604

•  16-G Regent Park Blvd., Asheville, N.C., 28806

•  123 North Cardinal Extension Drive, Suite 140, Wilmington, N.C. 28405.

Drawings in the Carolina Pick 4 game are held twice a day, at 3 p.m. and at 11:22 p.m. Players can either pick their own numbers or select a Quick Pick by allowing the lottery terminal to generate a set of four numbers for them.

The Pick 4 game helps raise more than $650 million a year for education programs in North Carolina. For details on how lottery funds have made a difference in North Carolina, click on the “Impact” section of the lottery’s website.

On June 24, which country will host the Winter Olympics and Paralympics 2026, the International Olympic Committee's members will vote to place the games in either Sweden, Stockholm / Åre or Italy, Milan / Cortina.

EL Reiterates That Grassroots Sport is a Vehicle for Inclusion and Empowerment of Refugees

LAUSANNE, Switzerland (June 20, 2019) -- On World Refugee Day 2019, EL reiterates that grassroots sport is a significant and important tool for social inclusion and empowerment. With society being one of the core values of EL, and the refugee crisis still high on the political agenda in Europe, sport can play a fundamental role in the social integration and trauma relief of refugees.

EL strongly holds the conviction that sport creates real opportunities for participation in society, as it enables individuals of all abilities, to experience togetherness.

Lotteries, driven by their core values, have always considered sport as a vehicle for inclusion and empowerment.

As a supporting partner of ASPIRE, an international project which focuses on social inclusion of people who are at risk of exclusion – especially refugees, EL recently had the opportunity to moderate the Project’s Final Conference in Frankfurt.

Co-financed by the Erasmus+ Programme of the EU and led by ENGSO, the European Sports NGO, ASPIRE seeks to establish how sports clubs, by creating opportunities to participate in sport activities and community life through sport, can support the inclusion of migrants and refugees.

Throughout the two-year Project, EL focused its support on dissemination, networking and knowledge sharing. It engaged with its members in the national trainings and encouraged them to get involved and share the project results.

It was a real honour to moderate the Final Conference, which brought together a wide range of stakeholders from decision-makers in sport governing bodies, sport organisations to NGOS, foundations, think tanks and governments. This was an opportunity to present the key scientific results, conclusions and recommendations on the potential challenges and successes of sport as a context to help the social inclusion of refugees.” said Jutta Buyse, EL Deputy Secretary General.

The Final Conference shared a Call to Action #Sport4Refugees, signed by 130 individuals and 83 organisations, which recognises the contribution and enormous potential of sport for inclusion.

Sharing a commitment to society, the ASPIRE Project is an excellent example of how sport can lead to trauma relief of refugees and can lead to sport clubs to be more sustainable and inclusive.” Jutta added.

EL will continue to support the work of ASPIRE and believes the Project will have a lasting societal impact.

It’s great to be elected to run eLBA at such an exciting time for the lotto betting sector, which is growing fast by creating new opportunities for European citizens to bet on the results of state lotteries,” he said. “I look forward to working with the other members to promote better understanding of  lotto betting, which provides a sustainable, socially responsible, online complement to state lotteries.

Mrs. Bravo was re-elected in her position as Vice Chair, a testament to her work and contribution to eLBA’s work to date. “It is great to look back at what we have achieved in the past year and I am excited to work with Ed and the rest of the members towards the development of a sensible and effective regulatory regime for our industry.

Mr. Mouton acknowledged the good work of Ms. Bravo and outgoing Chair Elisa Field of MyLotto24, who actively led eLBA’s efforts to share information with regulators and promote informed and evidence-based regulation of lotto betting across Europe in the first year of the association’s existence.  Thanks to eLBA’s advocacy work the organisation has successfully demonstrated to national authorities in several countries that lotto betting products are legitimate gambling products based on a sustainable business model, contrary to some myths frequently attributed to the industry.

Lotto betting has become increasingly popular amongst customers in Europe. Rising demand as well as growing recognition of lotto betting products has led to the development of thriving, competitive markets in places such as Ireland, the UK, Malta, Gibraltar and Sweden.

eLBA aims to give the industry a voice and help achieve a sustainable and coherent regulatory environment in Europe.
