Helps the Moroccan National Lottery SGLN Implement a New
System
DORTMUND, Germany (February 13,
2019) -- adesso has successfully completed a lottery consultancy project in
Morocco. The Moroccan National Lottery SGLN again placed its trust in the
extensive industry experience of the IT service provider adesso as it switched
to a new lottery system operator. The new central lottery system was developed
by the Italian Sisal Group and went into operation in Casablanca at the start
of January as planned.

adesso supported the transition from
the previous lottery system provider Intralot, a Greek supplier of lottery
technology, to the new operator, Sisal Loterie Maroc, a subsidiary of
Italys second largest lottery provider Sisal. Last year it secured the
tender for the creation of a new lottery company in Morocco in connection with
a ten-year licence.
During the ambitiously timed project
phase, from September 2018 to early January 2019, the lottery experts from
adesso supported the Moroccan National Lottery SGLN in an advisory capacity and
orchestrated the transition to the new system environment. In a public tender
process, adesso was able to convince the client, SGLN, of its concept for
specialist support in the change of operator and the migration of all functions
from the old platform to the new central lottery system.
Mohamed Sulaimani, Managing Director
of SGLN, explains a further reason for working with adesso: In 2010
adesso advised us during a previous change of operator and the associated
porting project. The companys extensive international experience in the
area of lottery technology is a great benefit to us and once again proved
itself during the current project.
Within the scope of the advisory
contract with SGLN, adesso primarily offered support during the conception
phase and took control of the various testing activities, as well as inspecting
the specialist, technical and security concepts for the gaming operations. The
IT service provider also ensured that the organisational and process-related
implementation met the requirements of the World Lottery Association (WLA).

Mohamed Sulaimani sums up the
result: The change of operator went seamlessly: Our lottery customers
did not notice the background technical changes at all, and gaming operations
continued as usual. adessos project manager, Michael
Kübbeler, was also pleased about the successful go live of the central
lottery system: The ambitious implementation period made the project a
real challenge, but that also means that everyone involved has an even greater
feeling of satisfaction with the results.
The new operator, Sisal Loterie
Maroc, will be responsible for the technical operation and sales development of
the lottery business in Morocco until 2028.
adesso
adesso is one of the leading IT
service providers in the German-speaking area and focuses its consulting and
software development activities on the core business processes of companies and
public authorities. adessos strategy is based on three pillars: the deep
industry-specific know-how of its staff, the comprehensive expertise in
technology and the application of reliable methods in software implementation
projects. Following this approach, adesso develops superior IT solutions, which
enhance the competitive position of a company.
adesso was founded in Dortmund in

Gambling Commission: New Rules to Make Online Gambling in
Britain Fairer and Safer
BIRMINGHAM, U.K. (February 7, 2019)
-- The Gambling Commission has today announced new rules which online operators
must follow to make gambling safer and fairer.
The new rules, which follow an open
consultation, will ensure operators verify customers age and identity
details faster which will benefit consumers.
Safer for children
Until now, online gambling
businesses have been allowed 72 hours to carry out age verification checks. The
operator cannot permit customers to withdraw winnings until age verification
has been completed and must return stakes if the person is found to be
underage.
 |
But to guard against the risk of
children gambling, new rules mean operators must verify customer age before the
customer can:
- deposit funds into an account
- gamble with the licensee with either their own
money or a free bet or bonus.
In addition, the Commission is now
also insisting that customers must be age verified before they are able to
access free-to-play versions of gambling games on licensees websites.
While free-to-play games are not technically gambling (there is no prize
involved), there is no legitimate reason why they should be available to
children.
Fairer and safer
In March 2018 the Commission
announced that some online operators were treating customers unfairly by
requesting additional identity information when the customer attempted to
withdraw winnings. Around 15% of complaints to its contact centre were about
licensees not allowing a customer to withdraw funds until they submit certain
forms of ID.
The new rules require remote
licensees to:
- verify, as a minimum, the name, address and date of
birth of a customer before allowing them to gamble
- ask for any additional verification information
promptly
- inform customers, before they can deposit funds, of
the types of identity documents or other information that might be required,
the circumstances in which the information might be required, and how it should
be supplied to the licensee
- take reasonable steps to ensure that information on
their customers identities remains accurate.
The changes will help operators
better prevent harm or detect criminal activity because they have more
information about their customers. In addition, the changes will mean that
operators cannot demand that customers submit ID as a condition of cashing out,
if they could have asked for that information earlier.
 |
Finally, the changes will increase
the likelihood that someone will be identified if they attempt to gamble while
self-excluded. This applies equally to the operators own self-exclusion
schemes and the online multi-operator self-exclusion scheme, Gamstop. This is
because effective verification by operators will mean that a customer will not
be verified, and therefore unable to gamble, until they provide correct
details. These details will then be checked against both the operators
own self-exclusion database and the verified data held by Gamstop.
Neil McArthur, Gambling Commission
Chief Executive, said: These changes will protect children and the
vulnerable from gambling-related harm, and reduce the risk of crime linked to
gambling. They will also make gambling fairer by helping consumers
collect their winnings without unnecessary delay.
Britains online
gambling market is the largest regulated market in the world and we want to
make sure it is the safest and the fairest. Todays changes follow our
review of online gambling and our ongoing widespread regulatory action into the
online sector. We will keep using our powers to raise standards for
consumers.
Jeremy Wright, Secretary of State
for Digital, Culture, Media and Sport, said:
These significant changes
mean operators must check someones age before they gamble, and not after.
They rightly add an extra layer of protection for children and young people who
attempt to gamble online. By extending strong age verification rules to
free-to-play games we are creating a much safer online environment for
children, helping to shut down a possible gateway to gambling- related
harm.
The new rules come into force on
7 May.
The Gambling Commission will shortly
be launching a consultation on plans to make explicit our expectations about
how to interact with a customer who may be experiencing gambling-related harm
and will be calling for evidence on the use of gambling blocking software.

organizers of the UNLV Gaming & Hospitality Education Series. The
newest member of the Gaming Control Board already has extensive regulatory
experience and her views on how regulators will view the changes in gaming in
2020 and beyond will be very valuable.
The Road to 2020 will
help attendees prepare for the big events scheduled to happen beginning that
year. The year 2020 will bring major changes to Las Vegas and to the gaming
industry as a whole. In Las Vegas, a variety of new casinos and sports and
entertainment attractions will open, turning the Strip on its head. In gaming,
changes in technology will only accelerate during the next year and begin
moving at the speed of light as we enter the new decade. From new ways to play
casino games to shifting demographics to a reconfigured casino floor, fueled by
innovative technology that will change the casino experience, gambling in 2020
and beyond will change fundamentally. The Road to 2020, a full-day Episode,
will prepare operators, suppliers, regulators and educators for what lies
ahead.
The Road to 2020 will be held
February 21, 2019 from 8 a.m.-6:30 p.m. on the campus of UNLV at the Stan
Fulton Building-International Gaming Institute. A Networking Cocktail Reception
will follow the event. Cant attend in person? Register for the webcast

Positioning the Gaming Industry for Success in the New
Congress
Dear Gaming Colleague,
This is a remarkable time for
gaming in America. The industry continues to grow, and acceptance of gaming as
a form of mainstream entertainment has never been higher.
Fundamental to the gaming
industrys continued success is ensuring that policymakers at all levels
of government understand our positive economic impact and commitment to
responsibility.
With nearly 20 percent of the new
U.S. Congress composed of freshman members, it is incumbent on AGA to engage
and educate them aggressively with the goal of developing a regionally and
politically diverse group of future industry champions.
With that in mind, I sent an
introductory letter to Capitol Hill last week providing a brief overview of the
gaming industry and outlining the policy priorities we hope to work with
members of Congress from both parties to advance.
Among the key policy areas we
highlighted are:
- Growing legal sports betting by directing federal
attention to illegal sports betting operators that put consumers and the
integrity of sports at risk, while allowing state and sovereign tribal nations
to build on their proven record of successfully regulating gaming without
federal involvement;
- Reviewing the current anti-money laundering (AML)
framework to ensure a strong culture of compliance while alleviating
unnecessary industry burden;
- Supporting a corporate tax policy that encourages
industry investment and lowers administrative time and costs; and
- Implementing smart immigration and travel policies
that meet the needs of the gaming industrys diverse workforce and
customer base.
As always, we want to be a
resource for you as we work to advance our industrys interests in
Washington, DC. If we can be of assistance, please do not hesitate to reach
out.
Bill Miller
President & CEO
American Gaming Association.
