Kentucky Lottery Breaks Sales and Dividend Records in
LOUISVILLE, Kentucky (July 29, 2016)
-- The Kentucky Lottery announced today in a board of directors meeting that
sales for Fiscal Year 2016 were a record $997.3 million. This breaks the old
sales record established in FY15 of $899.1 million by $98.2 million (10.9%).
FY16 ended on June 30, 2016.
Those sales led to record-breaking
profits for the Commonwealth. A total of $253 million was earned for the state,
breaking last years record of $231.1 million by $21.9 million (9.5%).
Lottery proceeds in Kentucky are used to fund college scholarship and grant
programs. The lottery is the sole funding source for the KEES scholarship
program, and also funds the need-based College Access Program and Kentucky
Scratch-off ticket sales continued
to be the best-selling product in the lotterys portfolio, finishing the
year with a record-breaking $597.3 million in sales. This is $36.8 million
(6.6%) more than the previous year.
Draw game sales however were key in
the record-breaking performance. This category closed the year at $399.7
million in sales, which was $60.9 million (18%) more than the previous year.
Keno showed solid performance, with sales rising to a record $65.9 million.
This is $18.6 million (39.2%) more than the previous year.
Pick 3 sales for the FY were up 6.3%
to $139.6 million and Pick 4 sales were up 10.7% to $42.6 million, both new
records for the games.
Not surprisingly, the largest
percentage increase by game for the full year went to Powerball. This follows
the world record-breaking $1.5 billion jackpot run the game saw in January.
Sales for this game rose 45.2% from the previous year, finishing at $94.4
million ($29.4 million more than FY15).
The lotterys Executive Vice
President and CFO Howard Kline reported that Powerball alone was not the cause
of the record-breaking year.
"The $1.5 billion jackpot run
absolutely helped us exceed the states estimates for the year, but even
without this bump, we were on track to break our all-time sales record thanks
to the solid performance in our other game categories, said Kline.
We had lofty goals set for us this year, and we achieved

record prizes paid to players of $620.6 million ($64.3 million or 11.6% more
than last year), and record commissions to retailers of $62.6 million ($6.7 or
12% more than last year).
According to the Kentucky Higher
Education Administration Authority (which administers Lottery-funded college
scholarship and grant programs), from 1999 through 2015 the Kentucky Lottery
has funded $2,497,431,181 in college scholarship and grant programs for 659,308

sold $17.4 billion in tickets, earning $4.6 billion for the Commonwealth.

corporations operating budget for FY17. The budget includes a sales of
$1.031 billion (the first time the Kentucky Lottery would ever break the
billion dollar mark), a 1.5% increase over FY16s sales mark. This
includes $662 million in sales of scratch-off tickets and $386 million from

The meeting was the first held since
the passing of the lotterys long-time President and CEO Arch Gleason.
The lotterys Sr. Vice
President and Corporate Counsel Mary Harville reported personnel from the
governors office requested lottery staff coordinate the search for a new
president and CEO, and that a request for proposals (RFP) for an executive
search firm is being prepared.
Selection of the firm should take
four to five weeks after the RFP is issued. By statute, the governor
appoints the lotterys president and CEO, and is subject to confirmation
by the board.
The next meeting of the KLCs
board of directors will be September 20th. The meeting will begin at 9:30 AM
EST, and will be held at the KLC headquarters at 1011 West Main Street in
Louisville. Committee meetings will begin at 8:30 AM EST.

Charity Commission Publishes New Fundraising

UNITED KINGDOM (July 28 2016) - It
has not changed a great deal, but according to the Commission's analysis of
consultation responses, a number of relatively minor amendments have been made,
- there is now a little more guidance on the charity
law aspects of fundraising, for instance on the statements fundraisers are
required to make when soliciting donations, requirements to disclose charitable
status in certain documents, and failed appeals. It is still pretty light on
law though, preferring to refer to guidance provided by other bodies;
- there are more links to the Commission's guidance
on and reference to the duties of trustees, to give some context
to the principles set out in the fundraising guidance;
- there is more guidance on fundraising via trading
- there is a new section on regulation, covering the
role of the Fundraising Regulator and how the Commission anticipates working
- the checklist, designed to help trustees ensure
compliance, has been revised to meet the needs of charities of different size
and published as a stand-alone document;
- the consultation draft said that charities should
fundraise in a way that encourages public trust and confidence in charities.
Several responders to the consultation considered this to be unfair; it has now

Policy Research to Study the Cost to Government of Gambling-Related

Responsible Gambling Trust (RGT) has commissioned the Institute of Public
Policy Research (IPPR) to estimate the cost to government of gambling-related

over 7,700 people a year affected by gambling, RGT is working to persuade all
levels of government to consider gambling-related harm as a public health
issue, both to encourage new partnerships to deliver preventative campaigns,
and to secure better access to NHS treatment for more severe or complex

being undertaken by PricewaterhouseCoopers to define and measure
gambling-related harm more generally.
The findings of the IPPR study will
be presented at RGTs annual Harm Minimisation conference on 7-8th

publishes monthly data on electronic gaming machine expenditure in Victoria.
June 2016's data set completes the 2015-16 financial year expenditure report
and is now available on the Data web-page.
Total expenditure for the
201516 financial year was $2,616,703,495.71, an increase of 1.74 per cent
Routinely published on the fourth
Friday of every month (for the previous month), the dataset outlines total
gaming expenditure and gaming venue information, including venue classification
and electronic gaming machine numbers. The data release includes definitions of
all terms used in the dataset as well as tools to view data by both high level
summary and in detail.
The VCGLR regularly publishes a
range of datasets including:
Reports are provided in both Excel
and CSV format.
Local government areas may also be
searched directly from a full list of councils and local government areas. As
required under the Gaming Regulation Act 2003, councils will less than three
venues will be aggregated with an adjacent municipal district. These local
government areas are indicated by an asterisk.
Electronic gaming machines in
Victoria are capped at 27,372. Gaming venue operators can only operate gaming
machines if they hold entitlements, which must be attached to a venue approved
by the VCGLR. A venue is restricted to operate a number of gaming machines in
line with its approval conditions, regional caps and municipal limits.
The VCGLR also maintains the
interactive Licensed Venues Map which plots all gambling and liquor venues
across metropolitan and regional Victoria. A useful tool for researchers,
academics, council, industry and the community, the interactive map enables

BILOXI, Mississippi (August 3, 2016) -- Gaming tax
revenue generated by Mississippi casinos is set to reach $6.5 billion by the
industrys 25th anniversary in 2017 enough to fund the entire state
budget for a single year and legalized sports betting would allow
casinos to generate even more revenue in the years to come, Biloxi casinos and
the nations chief gaming industry advocate announced today. The $6.5
billion in gaming tax revenue does not include the billions of additional
dollars contributed to state and local governments in the form of property,
sales, payroll and other taxes. The first legal gaming establishments in
Mississippi opened in 1992.
Casino Resort in Biloxi this morning, leaders from the Gulf Coast business,
political, non-profit and education communities joined gaming executives for a
roundtable conversation to highlight the positive economic and community impact
gaming has in Mississippi and the Gulf Coast, including in the wake of major
natural and man-made disasters.
Gaming is an invaluable community partner on
the Gulf Coast, but no state can rest on its laurels, said Geoff
Freeman, president and CEO of the American Gaming Association. Sports
betting offers a tremendous opportunity to give southern Mississippi sports
fans what they want and ensures gaming continues to benefit Mississippi for
years to come.
