Lottery Associations Sign Agreement with the International Sports
GENEVA, Switzerland (July 3, 2015)
-- The World Lottery
Association and European Lottery
Association have signed an agreement with the International Sports
Convention (ISC) 2016. The ISC takes place on December 7-8, 2016 in Geneva,
Many in the World of Sport are
unaware of the vital contribution and significant role Lotteries have played in
the sustainable financing of grassroots sport and social projects in Sport.
Having a strong base at the pyramid
of Sport is essential for the long term and sustained Sports development as
well as a strong sports business industry. Indeed, supporting sports and mainly
grassroots sport has always been part of the traditional lottery model. Feeling
that match-fixing undermines the credibility of modern sport and as the
traditional allies of sport, Lotteries could not stay idle in the fight for
The World Lottery Association (WLA)
and European Lottery Association (EL) will play a significant role in The
Sports Integrity Conference and also have speakers and representatives in other
conferences. In total there will be 18 sports conferences over 2 days and 3000
delegates. A combined delegation of WLA/EL members will be about 200 persons,
indicating the significance of the WLA, EL and ISC cooperation.
Nigel Fletcher, CEO of The
International Sports Convention states:
We look forward to
welcoming The World Lotteries Association and The European Lotteries
Association including many of its members. The significant role they are both
playing in maintaining the integrity and high ethics of sport is paramount for
the future of Sport.
Jean-Luc Moner-Banet, President of
the WLA and CEO of Loterie Romande, Switzerland said:
Integrity and transparency
is at the very heart of the games offered by the global lottery community and
in particular when it comes to sports betting. Without the guarantee of
integrity that we can give to our authorities, our players and the sports
associations that organize the competitions - the medium of our bets - there
would be no games of chance. The initiative to participate in the International
Sports Convention (ISC) 2016 will contribute to share our core values with the
sports sphere and to fight against anything that threaten the integrity of our
bets, notably the manipulation of sports results.
President of the European Lottery Association (EL) and Member of the Managing
Board of Deutsche Klassenlotterie Berlin, states:
We are excited about this
new collaboration with the International Sport Convention (ISC) regarding the
organization of a Sports Integrity Conference on 7 December 2016. Without any
doubt, match-fixing is the greatest threat modern sport is confronted with and
EL and WLA have been extremely active in the fight against the phenomenon and
have taken numerous actions against it. EL, WLA and the ISC will work hard in
order to develop an interesting programme and we are confident that this
Conference will provide a unique platform for discussions and exchange of ideas
and will take the fight for sports integrity onto a higher level.

Record Sales Once Again for the California
Lottery on Track to Send
More Than $1.3 Billion to Schools
SACRAMENTO, California (July 8,
2015) -- The California
Lottery just closed the book on Fiscal Year 2014-15 - and what a year it
was! While final, audited numbers won't be available for a couple more months,
it's safe to say that it was another record-breaking year for the California
Lottery. Preliminary numbers are in, and it looks like the Lottery generated
more than $5.5 billion in total sales, smashing its all-time record of $5.03
billion which was set just last year.
Based on the early sales figures,
California schools can once again expect more than $1.3 billion in supplemental
funds - a modest figure when divided up amongst school districts all across the
state, but still money that schools count on and put to good use every year.
For some great examples on how every little bit helps,
"This is a great achievement for
the California Lottery and great news for our state's public schools,"
Acting Lottery Director Paula LaBrie said. "And with great new games, fun
promotions and a sustainable growth strategy, it's a really exciting time for
the Lottery. Our team is firmly committed to doing everything possible to make
Fiscal Year 2015-16 another record year in prizes paid to winners and
contributions to education."
Unlike the previous fiscal year when
lotteries across the nation received a sales boost from a series of large
jackpots in the Mega Millions® and Powerball® games, last year's
increase in sales was largely fueled by big gains in Scratchers® sales and
Hot Spot, as well as modest gains in the Daily Games category - Fantasy 5,
Daily 3, Daily 4 and Daily Derby. Scratchers sales totaled a whopping $3.9
billion, while Draw Game sales (Powerball, Mega Millions and SuperLotto
Plus®, along with Daily Games) amounted to a total of $1.6 billion.
All in all, Fiscal Year 2014-15 was
a highly-successful year for the California Lottery. And there's even more fun
on the horizon! Fiscal Year 2015-16 - in October to be exact - marks the 30th
anniversary of the California Lottery. That's right, on October 3, 1985 the
Lottery sold its first ticket to the public. Fast-forward 30 years and we're
proud to have provided more than $29 billion to California's public schools for
basic school supplies, equipment, educational programs, books and teacher
The California Lottery is a $5
billion enterprise based in Sacramento. It is one of the few state agencies
that is a revenue generator, not accepting taxpayer dollars. Its mission is to
provide supplemental funding to California schools while simultaneously
supporting local communities. In FY 2014-15, the Lottery created 100 new
millionaires. Ninety-five cents of every dollar spent by our players goes back
to local communities in the form of contributions to public schools and
colleges, prizes and retail compensation. The California Lottery urges its

Powerball® Redesign Coming in October with Better Overall Odds of
Winning, 10X Feature When Starting Jackpots Are Lower
Changes Should Continue
To Deliver Big Jackpots, Bump Up Other Significant Prizes
CLIVE, Iowa (July 7, 2015) -- In
October, an updated version of the Powerball game will debut with changes designed to continue
to deliver big jackpots while upping some other significant prizes in the game.
Plays will still cost $2 each, and there will be better overall odds of winning
any prize, a big jump up to $50,000 for the game's third prize level, and a
chance for players to multiply most winnings by up to 10 times when the jackpot
is $150 million or less.
"Powerball has been revamped
several times through the years to continue to deliver the big jackpots people
expect, but also give players the chance to win other significant prizes,"
Iowa Lottery CEO Terry Rich
said. "Our latest changes are designed to continue that trend and build in
several new features."
Since getting its start in April
1992 in 15 states with jackpots that started at a guaranteed $2 million,
Powerball has grown into one of the world's biggest and most recognizable
lottery games. Today it's sold by 47 lotteries across the nation, with players
buying more than $4 billion annually in Powerball tickets. The biggest jackpot
in the game so far was a $590.5 million prize won by a Florida woman in May
With the game's success comes demand
for innovation to keep things fresh. Rich said that the latest changes are the
eighth revamp in Powerball's history.
"Players have told us they'd like
to see new features in the game, and we needed a redesign to make that
possible," he said.
Sales in the redesigned game will
begin on Sunday, Oct. 4, and the first drawing with the new features will be on
Wednesday, Oct. 7. There will be changes to both sets of numbers that players
use. Players will choose their first five numbers from a set of 69 (currently
59) white balls and their Powerball from a pool of 26 (currently 35) red balls.
The end result will be better overall odds of winning any prize with extended
odds of winning the jackpot.
Powerball jackpots will continue to
start at $40 million and the game's second prize for matching the first five
numbers but missing the Powerball will still be $1 million. But the game's
third prize level will get a five-fold increase from $10,000 to $50,000 for
matching four of the first five numbers and the Powerball.
The game's Power Play® option
also will get a big expansion with a 10X feature when jackpots in the game are
at lower levels. Currently, players can multiply many prizes by up to five
times by adding the Power Play option to their purchase for an extra $1 per
play. Under the new design, the Power Play option will be expanded to multiply
most prizes (except the jackpot and Match 5 level) by up to 10 times whenever
the game's advertised annuitized jackpot is $150 million or less. The Match 5
prize of $1 million will continue to double to $2 million with the Power Play
"The 10X feature in the Power
Play has been used in short-term promotions in the past and players have always
liked it, so we're keeping it as an enhancement to the game," Rich
Starting Oct. 7, the Power Play
numbers available will be 2X, 3X, 4X, 5X and 10X when the jackpot is $150
million or less. Only the first four multipliers will be in play when the
jackpot is higher than that.
Here's an example of how it will
work: Let's say the Powerball jackpot is at $100 million for a particular
drawing and you win a $50,000 prize that night for matching four of the first
five numbers and the Powerball. But you've also added the Power Play option to
your ticket. If 10X is selected as the Power Play number in that night's
drawing, your $50,000 prize will be multiplied to $500,000.
Powerball drawings will continue to
be held at 9:59 p.m. on Wednesdays and Saturdays.

Lotto Coming to Wednesday Soon
NEW ZEALAND (July 2015) -- Lotto,
Powerball and Strike will be drawn on Wednesday as well as Saturday later this

Assembly Approve Bill Authorizing the Operation of Lottery Courier
Burzichelli, Caputo & Mazzeo Bill to Permit Lottery Ticket
NEW JERSEY (July 9, 2015) --
Legislation sponsored by Assemblymen John Burzichelli, Ralph Caputo and Vince
Mazzeo to make it easier for New Jersey residents to obtain lottery tickets was
approved 54-20-4 by the full Assembly last week.
The bill (A-4018) would require the
New Jersey Lottery
Commission to authorize the operation of lottery courier services, allowing
delivery companies to bring lottery tickets directly to customers. Courier
services would be required to register with, and receive authorization from,
the State Lottery Commission prior to delivering tickets.
"Ticket delivery will make
lottery products more accessible for players who are homebound or find it
inconvenient to get to a retailer," said Burzichelli
(D-Cumberland/Gloucester/Salem). "This bill is aimed at saving players time
and broadening a customer base that provides revenue for services that benefit
all New Jersey residents."
Under the bill, a courier service
may charge a delivery fee, but may not collect any portion of any prize
redeemed from a delivered ticket. A courier service may, however, redeem
winning tickets on behalf of its clients within Lottery Commission purview.
Furthermore, a courier service interested in storing a purchased lottery ticket
in lieu of delivering it would have to maintain a secure database of all
tickets, which would be subject to random Lottery Commission audits.
"Just about anything you can
think of is available through delivery these days to make people's lives
easier," said Caputo (D-Essex). "By extending this convenience to
lottery tickets in a way that emphasizes security and transparency, we can also
increase revenue for important statewide programs and services."
"This is both a revenue raiser
and a job creator that will help broaden the reach of the lottery to those who
might otherwise not have the means to participate," said Mazzeo
(D-Atlantic). "Ultimately this will boost funding support for many
worthwhile state programs."
The provisions of the measure state
that courier services would not be permitted to obtain lottery sales agent
licenses and that operating a courier service would not constitute gambling or
the sale of lottery tickets.
