Jean-Luc Moner-Banet re-elected for second term as President of the World Lottery Association (WLA)

BASEL, Switzerland (November 6, 2014) -- Jean-Luc Moner-Banet, Chief Executive Officer (CEO) of Loterie Romande, was re-elected on Wednesday 5 November as the President of the World Lottery Association (WLA). First elected to the post in 2012, Mr Moner-Banet will press ahead with his mission at the helm of the WLA for a second two-year term of office. Loterie Romande is delighted with Mr Moner-Banet’s re-election as, for the second time, Switzerland will hold one of the topmost positions of importance and influence on the global stage for lotteries and lottery companies.

During the World Lottery Summit 2014 (WLS 2014), held between 2 and 5 November in Rome, all those lottery companies that are members of the World Lottery Association participated in elections to renew the WLA’s governing bodies. Jean-Luc Moner-Banet, first elected as the WLA’s President in September 2012, had put himself forward for a second term of office as President. His wealth of experience in the realm of lotteries and his dynamic vision of the key challenges on the international stage, most especially in the arena of sports betting and the integrity of sports, persuaded the assembled members to appoint him to the WLA’s highest office for a second term of two years.


The WLA numbers around 150 official lottery companies (authorised State lotteries) from over 80 countries around the globe, most of whose revenues (over 200 billion francs) are redeployed for the public good. The WLA is the world body and authority for all things connected to lotteries, overseeing compliance with the system of legal concessions and supervising the integrity of games and sports betting, and implementing the most exacting standards with regard to responsible gaming (prevention and combating of gambling addiction) and security. The WLA plays a front-line role in the fight against match-fixing, co-operating actively with international institutions and the world’s leading international sporting bodies, such as the Council of Europe, FIFA and the IOC. It also acts as an international forum where experience and creative ideas relating to future development of lotteries operating for the public benefit can be exchanged.

Loterie Romande is delighted with Mr Moner-Banet’s re-election as, for the second time, Switzerland will hold one of the topmost positions of importance and influence on the global stage for lotteries and lottery companies. In an era when private companies active on the Internet, often operating illegally, are challenging the operating business model of officially authorised lotteries worldwide with their exclusively public-utility role, Switzerland has a duty to be actively involved in these matters and have a voice in the all-important debates on such fundamental issues related to operating lottery games and sports betting. Such cooperation is proving particularly fruitful considering the drafting of the new Swiss Federal legislation on games of chance and gambling; it makes it possible to place this work on drafting the new law into an international context and ensure that regulatory good practice on a global scale can be better incorporated.

Premier Names New Lotterywest CEO

Paul Andrew to take the helm at Lotterywest

PERTH, West Australia (November 5, 2014) -- Western Australia’s top surf lifesaving administrator, Paul Andrew will take over as the new Chief Executive Officer of Lotterywest.

Premier Colin Barnett this morning announced that Mr Andrew will take up the reins as CEO in February next year following the retirement of Jan Stewart.

Paul has more than 30 years’ experience in both Government and the not-for-profit sector in WA during which time he has built a strong commitment to the community and a proven record of establishing, nurturing and sustaining important relationships with the community, clients and stakeholders.  He has displayed a strong commercial focus in all of his roles,” Mr Barnett said.


I congratulate him on his appointment and am looking forward to working with him to further the very important work that Lotterywest does in the community.”

Lotterywest operates in a competitive market, turning over close to $800 million per annum.  Proceeds from the operation of the State’s lottery business are returned to the community each year through statutory and non-statutory grants where eligible community and charitable organisations receive funding.

The CEO is responsible to the Premier and the Lotterywest board through the chairman for the efficient and effective management of Lotterywest.

Mr Andrew has been CEO of Surf Life Saving WA since July 2005, and has also held senior roles at St John of God Health Care Murdoch and the Catholic Education Office WA.

He is a director of the Western Australian Sports Federation and member of the Australian Human Resources Institute, past president of the City of Perth Surf Life Saving Club and a member since 1976.

He follows Mrs Stewart who has been at Lotterywest since 1987 and CEO since 1992.

Jan has had a remarkable career at Lotterywest and has taken its profile and community involvement to a very high level.  Lotterywest funding is now central to so many Western Australian events and organisations doing really excellent work in the community,” the Premier said.

Lotterywest chairman John Atkins also welcomed Mr Andrew to the role.

INTRALOT Expands Its ISO 27001 & WLA SCS Certifications in Germany, Malta, Greece & South Africa

ATHENS, Greece (November 3, 2014) -- INTRALOT has been awarded the World Lottery Association Security Control Standard (WLA SCS:2012) and ISO/IEC 27001:2013 certification for its operations in Germany, Malta and Greece, gradually implementing its certification expansion strategy. The award ceremony was held at INTRALOT’s booth P4 during the WLA Annual Lottery Summit, held in Rome on 2-5 November.

The certifications of its German subsidiary INTRALOT Germany, MALTCO Lotteries in Malta and Hellenic Lotteries in Greece, cover all corporate functions of each operation, formalizing the existing management systems that control the integrity of the games and corporate conduct as a whole.

These certifications are complementary to the WLA SCS, ISO 27001, ISO 20000 and ISO 9001 certificates of INTRALOT Headquarters in Athens, Greece, covering the complete life cycle of system and service design, development, implementation, support and operation in a particular country.

Similarly, INTRALOT Headquarters certifications complement those of its clients, as for example in the case of GIDANI that has recently and successfully finalized its yearly ISO 27001 and WLA SCS certification audit.

Scientific Games Sign Contract with Tennessee Education Lottery Corporation as Exclusive Instant Game and Services Provider

NEW YORK, NY (November 3, 2014) -- Scientific Games Corporation (NASDAQ: SGMS) ("Scientific Games" or the "Company") today announced it has signed a new contract to continue as the exclusive provider of instant games and related services for the Tennessee Education Lottery Corporation ("the Lottery"). Under the new agreement, Scientific Games will provide the Lottery with an instant game portfolio as well as an integrated Cooperative Services Program (CSP) which includes instant game production, product management support, game management systems, warehousing and distribution, and a wide range of related services such as interactive content and marketing research. Arizona Lottery Unveils New Logo

New Logo Conveys the Fun and Entertaining Brand


PHOENIX, Arizona (October 30, 2014) - The Arizona Lottery announced today a new logo, refreshing the 33-year-old brand with a redesigned logo and new look aimed to excite players now and in the future. The new logo features a modern take and contemporary style, conveying the fun and entertaining qualities of the brand.

In-depth research and analysis of how and why players are attracted to the brand prompted the Arizona Lottery to transform the brand and logo. Several logo options were tested with Lottery staff, retailers and players, ultimately guiding the new look. The brand refresh was a planned 2015 activity, scheduled to support the expansion of new games and projected sales growth.

The new logo, designed by the Arizona Lottery's Agency of Record LaneTerralever, conveys the fun, unexpected, and entertaining nature of the many games the Lottery offers.

The release of the new logo and visual brand marks a significant milestone and the start of new era for the Arizona Lottery. The font is dynamic, offering a playful and engaging identity. The color palette is representative of the wide-open skies and opportunities in Arizona, as well as the rich heritage of the state. Both the red and blue colors point back to the State flag, as does the star graphic. In addition, the star also serves as a sign of hope -- conveying the wishing and dreaming experienced when a player picks up an Arizona Lottery ticket. The overall design clearly illustrates the vision and ambition for the future of the Arizona Lottery.

Players must be 21 years or older to purchase or redeem tickets. Winners have 180 days from the drawing date to claim their prize at an Arizona Lottery office or by mail. Overall odds vary by game. Centre for Gambling Studies Conducts First Research Study of Internet Gambling in United States

Study to examine the impact of legalized online gambling and assess whether problem behaviours vary with demographics across the state

NEW JERSEY (October 30, 2014) -- The Centre for Gambling Studies at the Rutgers University School of Social Work has been awarded $1.2 million to conduct the first comprehensive investigation of internet betting behaviour in the United States.

Last November, New Jersey became the third state in the country to allow online gambling. Funded by the New Jersey Division of Gaming Enforcement (DGE) in partnership with the Department of Health and Human Services' Division of Mental Health and Addiction Services, the three-year project project is in response to a mandate from Gov. Chris Christie to examine the impact of Internet gambling has on problematic gambling behaviours across the state.

New Jersey is one of only three states where Internet gambling is legal," said Lia Nower, professor and director of the center who also serves as the principal investigator on the grant. "But iGaming is a new frontier and no one knows quite what to expect. It's a real testament to the governor and the division that they're taking such a responsible approach to evaluating potential negative impacts, and we are really honoured to be a part of it."

The project will begin in January of 2015 with a state-wide baseline prevalence survey of a representative sample of New Jersey residents. In the first wave of the study, a representative sample of 1,500 adult New Jersey residents will be interviewed by cell and landline phone and 2,000 residents will be interviewed online regarding gambling behaviour and Internet gambling. A follow-up survey 18 months later will evaluate any changes in past-year prevalence of Internet gambling and problem gambling as well as changes in the characteristics of Internet gamblers.

Since the inception of Internet gaming, the Division of Gaming Enforcement has been committed to maintaining the highest level of responsible gaming standards, and information from a study such as this will only help in that regard,” said David Rebuck, director of the Division of Gaming Enforcement.

In addition to the prevalence study, the centre also will provide four yearly reports to the governor, based on statistical analyses of the betting behaviour of gamblers across Internet gambling sites.

Gambling has become a $40 billion-a-year industry in the United States, generating more revenue than movies, spectator sports, theme parks, cruise ships and recorded music combined. The global online gambling industry is one of the most rapidly expanding markets.

In New Jersey, patrons can play casino games as well as table games and poker online. Currently there are six operating Atlantic City casino Internet gambling permit holders with 14 authorized online gambling websites available to those who establish accounts and play within the borders of New Jersey.

Between the November 26, 2013, launch date and September 30, 2014, gross revenues from Internet gambling totalled $102,285.692. The state also collects a 15 percent tax on all gross revenue from Internet gambling and a 2.5 percent tax to the Casino Reinvestment and Development Authority (CRDA).

Unlike casino gambling, people don't have to travel or make time to gamble on the Internet," Nower said. "You can bet from your iPad at the breakfast table or on your work computer or on your phone at your kid's soccer game.  And you're not handling cash so the money doesn't seem real.  Our studies will identify what type person chooses this very private form of gambling, who develops problems, and how those problems are different from other forms of legalized gambling."

The Centre for Gambling Studies was created in 2007 and serves as the only gambling research, policy, and training centre in a school of social work in the nation. The centre is a non-partisan resource for clinicians, legislators, academics, students and other policymakers in New Jersey and internationally on gambling-related issues.

De Lotto signs three-year rolling contract with ABACUS Solutions International to offer flexible sales opportunities to retailers and more choice for customers during their shopping experience

ASA Publishes Review of Gambling Advertising

LONDON, U.K. (October 30, 2014) -- Independent research that we commissioned reveals that people are satisfied with the way gambling advertisements are regulated.  They approve of how the rules are applied, which is in line with our objectives to protect young people and vulnerable adults.

We’ve reviewed our position on gambling advertising in light of changes to the law which, in 2007, allowed greater freedom to advertise gambling products.

As a result, the number of gambling ads has increased significantly. The law recognises that gambling is a legitimate leisure activity but one that needs to be properly regulated to protect against harm.  It was timely, therefore, to conduct a review to determine whether our decisions on complaints about gambling ads have been set in the right place.


As part of the Review we commissioned an independent agency, Research Works Ltd, to look into the public’s views on gambling advertising.  We also scrutinised all its decisions on gambling advertising complaints from the past year.

The research revealed that, in nearly all instances, our decision-making was in line with public opinion. Respondents also broadly considered that the UK advertising rules appropriately covered their concerns about when gambling ads should appear and what they can contain.

The wider review has identified some advertising issues that warrant further consideration.

These include:

  • Concerns over whether gambling sales promotions are always clearly and accurately advertised;
  • Whether some ads indirectly feature themes that link gambling to toughness, resilience and recklessness (all of which are prohibited by the rules), and
  • If we can take more proactive steps to challenge potential breaches of the rules not raised by complainants


In response to these issues, we’ll now prioritise potential breaches relating to sales promotions in gambling ads; be more proactive on issues relating to social responsibility and continue to work closely with the Department for Culture Media and Sport and the Gambling Commission to ensure a joined up approach.

The Wyoming Lottery Corporation has launched WyoLotto™ Pool Play to provide tips and fun downloadable resources for everyone. Downloads, available at, include signup sheets, posters, tips and pool rules.


Lottery pools are popular not just because they increase each member’s odds of winning,” said Jon Clontz, Wyoming Lottery CEO. “They also maximize the fun.”

Clontz noted that there are friends and coworkers pooling their money and playing together right now. “Our web site is offering information and tools to help others get in on the fun and excitement of being part of a pool. We’ve created tools players need to start a pool at work or with friends.”

To help spread the word about Pool Play, the lottery is holding a $5,000 drawing in December. All pools that sign up online at by Dec. 14 will be entered for a chance to win and split $5,000.

Pools are all about people coming together to have fun,” Clontz said. “Whether the winning pool’s participants divvy up the $5,000, use it to throw an office party, or spend it on lottery tickets, it will certainly be a fun win for the pool players.”

Recent examples of pools that have hit it big include an office pool in Pennsylvania that won $2 million in the Oct. 22 Powerball drawing and another in Green Bay, Wisconsin that won $1 million in the Aug. 27 Powerball drawing.

Clontz encourages pool organizers to considering the following when creating a lottery pool.

  1. Pick a leader. Pick a leader who will be in charge of the lottery pool and who will buy the tickets, make copies, keep track of winnings, etc.
  2. Create a team agreement. Creating a group agreement that spells out who’s playing and individual contributions. Have all participants sign it.
  3. Publicize it. Post a list of all participants so there’s no uncertainty about who’s involved and who isn’t.
  4. Keep the tickets secure. Keep the original tickets in a safe place.
  5. Go to for more information and resources that will help your pool.

Bookmakers announce further Player Protection Measures

LONDON, UK (November 3, 2014) -- Today, the UK's major High Street Bookmakers and Gaming Machine Suppliers have committed to additional voluntary measures to further promote responsible gambling on gaming machines, by enhancing player controls.

Gaming Machine customers will be compelled to make a choice as to whether they wish to set a time and/or money limit prior to game play.

This will be achieved via a mandatory message requiring the player to either select limits or not and, for those who choose not to, automated machine alerts will be generated following 30 minutes of game play or, following the loss of £250.

These new measures have been introduced following recent research which revealed that the setting of self-imposed limits is the most effective way to help players remain in control. The data shows that while only a small percentage of players presently utilise the set limits functionality, a high percentage of these will stop gambling at or before the limit they have chosen.

Research and industry figures also show that "pre-commitment" is an important tool for people wishing to control or limit their gambling. (1)

The industry has therefore, on a voluntary basis, concluded that in line with its commitment to the highest standards of responsible gambling, to increase the prominence of the set limits functionality.

These latest improvements to gaming controls are born from the player behaviour data now available post the implementation of the ABB's Code for Responsible Gambling and, the independent research findings of the Responsible Gambling Trust. (2)

These changes will also be supported by a focussed in-shop campaign to encourage more customers to set limits and, to see setting limits as an integral part of a normal approach to gaming machine play. The centrepiece of this campaign will be a Responsible Gambling Week in January 2015 which will coincide with the new measures being introduced at the end of the month.

Over 40,000 retail staff have already been re-trained in responsible gambling measures over the last 12 months and, following this latest initiative, a further substantive training exercise will again be carried out in readiness for January.

And over 85 per cent of players setting a voluntary time limit either stop playing or stop putting in any more cash when they reach that limit.

2 Independent research carried out earlier this year by Professor Alex Blaszczynski of the University of Sydney commented positively on voluntary setting of limits as a means of controlling gambling.

The report, Operator Based Approaches to Harm Minimisation in Gambling, co-authored by Adrian Parke, Jonathan Parke and Jane Rigbye, found that “pre-commitment is a useful tool for a proportion of gamblers to assist in limiting time and money spent gambling.”

It continued: “Educating gamblers on the nature and aims of pre-commitment should be promoted widely to the general population of gamblers to increase its use and compliance.”
