Washington's Lottery Announce GTECH as the Apparent Successful Contractor in Recent Gaming RFP

OLYMPIA, Washington (October 15, 2014) -- Officials from Washington's Lottery today announced GTECH, a leading commercial operator and provider of technology in regulated worldwide gaming markets, as the apparent successful contractor of the organization's gaming contract. Washington's Lottery opened its gaming RFP on April 14 of this year.

GTECH, which has been a gaming service provider for Washington's Lottery for more than a decade, looks to continue to increase Washington's Lottery's capabilities to provide its players with a high-level of gaming content and offerings, thus leading to increased sales revenue.


Washington's Lottery's primary beneficiary, the Washington Opportunity Pathways Account, received more than $121 million in contributions in FY14. These dollars allow for the continued efforts in supporting the needs of thousands of students across the state by making higher education more accessible and providing much-needed funding for early childhood education programs. The State Need Grant, just one of the programs supported by the Washington Opportunity Pathways Account, was able to provide higher education scholarships to over 19,000 students with funds from the lottery. A significant percentage of Washington's Lottery proceeds also support school construction.

Increased sales mean Lottery retailers across the state benefit, too. This year, more than $37 million was earned by more than 3,700 Lottery retailers on both sides of the Cascades, many of which are local independent businesses.

NOVOMATIC Sign Seven Year Contract with Israeli National Lottery, MIFAL HAPAIS, for the Provision of Video Lottery Technology

GUMPOLDSKIRCHEN, Austria (October 22, 2014) -- NOVOMATIC , one of the largest integrated gaming groups in the world, has signed a seven year contract with Mifal Hapais, the Israeli National Lottery, for the provision of its state-of-the-art video lottery system.

The system includes a central system, 150 retailer terminals and 500 of its newest generation video lottery terminals. NOVOMATIC will also provide customized games, together with maintenance and support services for the entire duration of the contract.

The contract has been concluded after a thorough procurement process and allows Mifal Hapais the option to renew it for up to an additional thirteen years. NOVOMATIC expects to generate around 23 million Euros of revenue over the initial period.

The European Lotteries Association and the European Disability Forum Take Further Steps to Promote the Inclusion of Persons with Disabilities

BRUSSELS, Belgium (October 17, 2014) -- The European Lotteries Association (EL) and the European Disability Forum (EDF) announce the First Addendum to their cooperation agreement, signed this month.

EL and EDF members have been working together since 2011. EDF is the representative umbrella organisation of persons with disabilities in the EU. EL is the European umbrella organisation of national lotteries operating games of chance for the public benefit.

The cooperation between EL and EDF is drawn up in respect of the UN Convention on Human Rights for Persons with Disabilities, aiming to ensure their full integration in society and conducting actions such as awareness raising and dissemination of best practices.

The cooperations enshrined in the EL-EDF Cooperation Agreement of 2011 have developed successfully. They provide the basis for a second phase of cooperation which is now concretised through this First Addendum”, considered EDF President Yannis Vardakastanis during the signature of the Addendum at the headquarters of ONCE, the Spanish lottery that operates exclusively for the benefit of persons with a disability.

EL President Friedrich Stickler: “We are commited to encourage our members to cooperate further with members of EDF. Our members operate for the benefit of society and promoting full inclusion fits entirely with this mission.”

EL first Vice-President Christophe Blanchard-Dignac adds: “Important steps have already been taken and now even more can be done for persons with disabilities. This is the aim of the ‘Common European pilot projects’ provided for in this Addendum which we wish to develop together in the field of employment and education"

The European Lotteries (EL)

California Lottery Sales Surpass $5 Billion

Lottery Achieves Record Fiscal Year; Sends $1.35 Billion to California Schools

SACRAMENTO, California (October 18, 2014) -- The California Lottery maintained its status as one of the fastest growing lotteries in the United States in Fiscal Year 2013-14, as it increased sales by 13.2 percent over its last fiscal year and provided $1.35 billion to California schools from sales that surpassed $5 billion – $5.03 billion to be exact – for the first time in California Lottery history.

It’s been an exciting year for the California Lottery, with great new games and promotions and big jackpots,” Acting Lottery Director Paula LaBrie said.

We’re proud of the record-breaking amount of supplemental funds sent to California’s public schools. However, it’s a new year and we plan to work even harder to further our mission of supporting those schools and their students.


In total, the Lottery was able to send an additional $65 million  in supplemental funds to schools this year compared to last year – $1.35 billion in FY 2013-14 versus $1.28 billion in FY 2012-13. And while that seems like an impressive total, the figures do become more modest when you consider the amount is divided amongst more than 1,100 school districts in California.

This past year’s increase in sales and contributions to education were fuelled by continued increases in Scratchers® sales, and huge increases in Mega Millions® and Powerball® sales. Scratchers sales were up more than nine percent over where they were last year thanks largely to the introduction of the Lottery’s first-ever $20 game in September 2013. Total Scratchers sales for the past year finished at more than $3.28 billion. Mega Millions and Powerball sales were driven by a number of large jackpots that spurred big ticket sales across the country. Two of those large jackpots – a $324 million Mega Millions jackpot and a $425 million Powerball jackpot – were ultimately won by California players. MEGA Millions sales for the year were more than $427 million – an increase of 13.5 percent from last year. Powerball sales were $473 million in the first full year of offering the game in California.

Other factors to consider from the recently completed fiscal year:

  • Total sales were more than $588 million higher than last year;
  • Hot Spot sales grew by a staggering 22 percent over last fiscal year;
  • Sales of Daily Derby grew by a whopping 31 percent over FY 2012-13;
  • Retailers earned more than $345 million in commissions, cashing bonuses and other incentives;
  • Nearly $22 million in Lottery prizes went unclaimed;
  • FY 2013-14 marks the 14th consecutive year the Lottery has provided more than $1 billion in supplemental funds to California schools; and,
  • This is the fifth consecutive year that Lottery sales have increased.



The California Lottery is a $5 billion enterprise based in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars. Its mission is to provide supplemental funding to California schools while simultaneously supporting local communities.

In FY 2013-14, the Lottery created 89 new millionaires.

Ninety-five cents of every dollar spent by our players goes back to local communities in the form of contributions to public schools and colleges, prizes and Lottery retailer compensation.

La Lotería Chaqueña Begins Installation of New Lottery System

CHAQUEÑA, Argentina (October 15, 2014) – la Lotería Chaqueña ( is preparing to install the first 600 new lottery terminals in its agencies as part of a renewal process of the system by Ecom Chaco e Ivisa SA.

"After solving some initial problems with the imported terminals, the province has finally received the first batch of 600 machines," said Lottery President Chaqueña Nestor Rolhaiser.

He also indicated that the installation of these machines will commence immediately, with the first ten installed on Friday.


"With this step we begin to realize an old dream of the la Asociación de Agentes y Subagentes," said Rolhaiser, while recalling that the agreement signed last February with Ecom authorities and Chaco e Ivisa SA includes the renovation of about 1,400 points of sale.

"These terminals will incorporate a technological renovation to around 1,100 sub-branches to the online system," said the head of the provincial body, plus remember that this initiative is in Institutional Shares of the fiftieth anniversary of Chaco Lottery.

Once this process is finalized, la Lotería Chaqueña will have one of the key online gambling networks in the country.

"This will mean a big expansion for members of the sales network, as it will optimize the work and add more hours of work," said Rolhaiser.

In agencies the Sistema de Juegos Betmaker Touch, consists of a terminal with a 15-inch touchscreen, a graphic display screen of 7 inches, 84-key keyboard, thermal printer 80 mm wide, RAM memory is installed four gigs, and a laser scanning device.

The equipment for sub-agencies, meanwhile, will consist of a 10 inch touch screen monitor, keyboard, 60 buttons, a graphic display of 7 inches, a printer 80 mm, and similar memory and processing machines of agencies.

This connectivity will also promote the growth of las bocas de Lotipago across the province, a service that allows the payment of utility bills and extended hours, even during weekends.

Commission Refers Sweden to the CJEU for Failure to Comply with EU Law

BRUSSELS, Belgium (October 16, 2014) -- Today the European Commission referred Sweden twice to the CJEU for its persistent failure to comply with EU Law in cases on online betting and poker services. It is a breakthrough decision because this is the first time that the EC has taken a Member State to Court over its online gambling legislation. A number of other pending cases are ready to be referred and in November 2013 new infringement proceedings were additionally opened.

Maarten Haijer, Secretary General of EGBA said: “EGBA fully supports and commends the EC for taking this decision. This is a breakthrough that shows a strong commitment to upholding fundamental European freedoms. Sweden was given many years to bring its legislation into conformity but regretfully there was little commitment to change.

He also added: “EGBA fully expects other Member States to soon be referred to the Court. There is a long list of pending cases that are ready to be taken to Court. No Member State regardless of its size should be exempt from scrutiny. Rieves Lotteries Announce New Scratchcard Partnership

Illinois Lottery Wins Major Advertising Award

Wins ‘Batchy’ for Industry Best Corporate Beneficiary Video

SPRINGFIELD, Illinois (October 16, 2014) – A video highlighting the benefits of the Illinois Lottery’s unique “Carolyn Adams Ticket For the Cure” instant game was recognized by other North American lotteries as the best in the industry, during a recent gathering of members of the North American Association of State and Provincial Lotteries (NASPL).

The  video, one of a series of ‘man on the street’  interviews done to support special cause games, won a coveted “Batchy Award,” an award created some 27 years ago by current Lottery Director Michael Jones to recognize and promote great lottery creative advertising.


It is named after Illinois’ first Lottery chief executive, Ralph Batch, a widely recognized Lottery pioneer.

At the same gathering, which saw 42 U.S. and Canadian lotteries submit some 360 of their best advertising and communications works for evaluation, the Illinois Lottery’s monthly retailer newsletter was cited for excellence in corporate print communications.

The lottery has always strongly believed that its ability to maximize sales and profits to good causes was dependent on offering products that every adult in Illinois would buy,” said Illinois Lottery Director Michael Jones. 

Over the last three years we have come to the conclusion that if everyone became aware of our special games--Veterans Cash, The MS Project, Red Ribbon Cash, and Ticket for the Cure --everyone would want to buy one. The video is an example of that conclusion being proven: each person informed about the game wants to participate and raise money for such a special cause.

Coincidentally, the 11th edition of Ticket for the Cure went on sale last week.

Tickets cost $2 each, and feature prizes of up to $20,000.

The latest version of the game, “Carolyn Adams Ticket for the Cure,” is named after the former Lottery Superintendent who succumbed to breast cancer at the age of 44 in 2007.


The Illinois Lottery launched its initial Ticket for the Cure instant game in 2006. It was the first lottery game of its kind in the nation, and remains the only lottery game in the U.S. benefitting breast cancer research and support services. 

Since its inception, the game has raised more than $10.4 million for breast cancer research and to provide mammograms and other services for women.

Michigan Lottery’s Poker Lotto Game Celebrates One Year of Dealing Cash to Players

LANSING, Michigan (October 17, 2014) -- Poker Lotto hit the one-year mark on Sunday of dealing excitement and cash to players, who’ve won more than $24.5 million playing the popular Michigan Lottery game.


Poker Lotto offers two chances to win big cash prizes. Each $2 ticket gives players a crack at winning up to $10,000 instantly and then up to $100,000 in the nightly drawing.

In only a year, Poker Lotto is becoming known for its fast-paced fun and big prizes with 48 players – nearly one a week – winning $10,000 after being electronically dealt a royal flush.  Another 17 players hit the top prize of $100,000 in the nightly drawing.

All told, Poker Lotto players won more than $16.8 million instantly and another $7.7 million through the nightly drawings.

Poker Lotto offers players two great games in every hand: a chance to win instantly right in the store and walk out with a cash prize range from $2 to $500; plus a nightly lotto drawing with prizes ranging from $3 to the grand prize of $100,000! MECN Report - Online Gambling Operators' Mobile Businesses Currently Average 29% of Total Revenue

LONDON / MUNICH, (October 20, 2014) -- For more than three years now the online gambling industry has declared the mobile channel its key growth driver. However, although the mobile business is becoming more and more important, operators do not (yet) have consistent reporting standards (KPIs) regarding their mobile revenues.

In its newest Online Gambling Quarterly report (Q3 2014) MECN's researchers therefore try to crack this tough nut and analyse several mobile KPIs and their development in recent years and quarters.

Mobile growth development - still difficult to benchmark

Many online gambling operators do not (yet) have consistent reporting standards (KPIs) regarding their mobile revenues. Also not all KPIs are reported consistently by all operators for every quarter or half years. In regard to comparable benchmarks "only" two KPIs are currently usable: 1.) mobile betting stakes/revenues in % of total betting stakes/revenues and 2.) total mobile revenue in % of total revenue (across all segments/verticals).

Mobile business makes currently in average 29% of total revenue

Initially, the mobile figures that were reported focused on betting stakes or revenues because operators in the past focused primarily on launching mobile betting offers. Recently, the mobile revenue generated by the casino, bingo, and poker verticals/segments has become more and more relevant. Therefore, more and more operators additionally/instead report the mobile revenue in % of total revenue across all verticals. Our analyses of the mobile business of key online gambling operators provide the following insights:

  • Mobile total revenue in % of total revenue - On average, the operators analysed generate 29% of their total Mobile online revenue (across all segments/verticals) via mobile channels (Q2 / H1 2014 figures). Best practice is found at Paddy Power where 52% of the revenue comes via the mobile channels, followed by Norsk Tipping with 42%
  • betting stakes/revenues in % of total betting stakes/revenues - On average, the operators analysed generate 43% of their total online betting

Is there a maximum mobile revenue share?

As the mobile share is growing constantly, the question arises whether there is a maximum total revenue share the mobile channel can reach depending on vertical/segment. Here are the insights from MECN's expert survey:

  • Betting – The experts assume that the maximum mobile share is about 57% of total online/digital betting revenue.
  • Casino – The experts assume that the maximum mobile share is about 49% of total online/digital casino revenue.
