GTECH Sign Licensing Agreement with A Squared Entertainment for 'From Frank ™ Brand'

PROVIDENCE, Rhode Island (October 14, 2014) -- GTECH has entered into a multi-year licensing agreement with Genius Brands International’s (GBI) wholly owned subsidiary, A Squared Entertainment, for property licensing rights to the From Frank™ brand.

The agreement gives GTECH the exclusive rights to license this brand for lottery purposes in North America, allowing GTECH to use From Frank logos and iconography on printed lottery games, e-instants, and terminal based and keno style lottery games. The From Frank suite of greeting cards and other gift products, created to celebrate every occasion, feature the beloved French bulldog, Frank, and his neighborhood friends alongside humorous and quirky text. The cards and gift products are available at popular retail stores across the nation.

Scientific Games Completes Gaming System Conversion with New Player Subscription Technology for North Dakota Lottery


ATLANTA, Georgia (October 13, 2014) – Scientific Games Corporation (NASDAQ: SGMS) (“Scientific Games” or the “Company”) today announced the successful completion of an integrated lottery gaming system conversion, including a player subscription technology platform, for the North Dakota Lottery (“the Lottery”). The conversion was completed as part of an eight-year agreement with Scientific Games for the operation of an integrated online lottery gaming system and services. The new system also features the Company’s Sciplay™ interactive technology which enables an internet-based player subscription program in North Dakota. Under the gaming system contract, Scientific Games also provides the Lottery with a players club and the Company’s Points for Prizes program. The contract was awarded to Scientific Games following a competitive procurement and may be extended for two years.


Scientific Games completed the conversion ahead of schedule in July 2014. The conversion was executed with uninterrupted operation of the Lottery’s gaming systems, including statewide instant game distribution, telecommunications network, software and new point-of-sale equipment at lottery retailers throughout North Dakota.

Scientific Games installed a new communications network, a full suite of draw-based game systems and a range of new lottery equipment in more than 400 retail locations, with 50 new licensed retailers to be added.  The Company’s newest WAVE™ terminals were deployed, as well as its new PlayCentral™ EX self-service kiosks which are player activated for draw game purchase. In addition, the Lottery’s draw games are available to adult players within the state of North Dakota through a new internet-based subscription program powered by the Company’s award-winning Sciplay technology. WLA Quarterly Lottery Sales Indicator

Lotteries make a robust first half showing;

H1 2014 sales up 8.4% on sales for H1 2013.

BASEL, Switzerland (October 13, 2014) --  With lotteries continuing to perform strongly in the second quarter of 2014, world markets enjoyed a robust first half of the year, with half-year on half-year sales increasing by 8.4% on aggregate. Growth in global lottery sales was once again driven by the thriving Asia Pacific and Latin American regions, with more modest contributions coming from the European and African markets.

The Latin American region had the best showing of any market in H1 2014, with participating Latin American lotteries reporting an aggregate first-half on first-half increase in sales of 20.3%. Growth in the Latin American region was yet again driven by Argentina’s Lotería Nacional Sociedad del Estado.

Once more the Argentinean national lottery recorded double-digit quarter-on-quarter growth, reporting a first-half on first-half increase in sales of 26%. Brazil’s Caixa Econômica Federal also performed strongly, recording an increase in sales of 12.3% for H1 2014 over H1 2013. In contrast, sales at Mexico’s Lotería National para la Asistencia Pública dipped slightly over the first six months of 2014, as compared to the first six months of 2013.


Hot on the heels of the Latin American region was the Asia Pacific region, which also enjoyed a very healthy first-half showing. In Asia Pacific, participating lotteries oversaw an aggregate increase in sales of 14.5% for the first half of 2014, as against the first half of 2013.

Once again, the engine of growth in the Asia Pacific region was the participating mainland Chinese lotteries.

The China Sports Lottery delivered a first-half on first-half increase in sales of 24.1%, with the China Welfare Lottery following on with an increase in sales of 15.5% for the first six months of 2014, as against the first six months of 2013. Particularly notable were the monthly results for June, where sales at the China Sports Lottery for June 2014 were up a massive 83% on sales for the corresponding month in 2013. The exceptionally large increase in sales at the China Sports Lottery for June 2014 can largely be attributed to betting on the 2014 FIFA World Cup, the tournament for the association football world championship, which took place in Brazil in June 2014. Elsewhere in Asia Pacific, half-year on half-year sales were up at Hong Kong’s Hong Kong Jockey Club, steady at Australia’s Lotterywest, and slightly down at Japan’s Mizuho Bank.

The African region saw participating lotteries record an aggregate increase in sales of 4.1% for the first half of 2014, as against the first half of 2013. The Mauritian National Lottery led the way, reporting a sales increase of 28.1% for the first six months of 2014, versus the first six months of 2013. The healthy performance of the Mauritian National Lottery can be attributed to very high jackpots in March, April, and June 2014, with record jackpots of MUR 100 million and MUR 120 million on offer in April 2014.


Building on its good first quarter showing, Morocco’s La Marocaine des Jeux also continued to perform strongly, with sales there increasing by 21.7% for H1 2014 relative to H1 2013. Offsetting these performances, however, were Morocco’s Loterie Nationale and South Africa’s national lottery, which both reported a half-year on half-year decline in sales.

In Europe, sales among participating European lotteries increased by a modest 2.9% on aggregate over the first half of 2014, as against the first half of 2013. This was largely in keeping with the performance of the wider European economy, which saw seasonally adjusted GDP rising by a modest 0.7% in the euro (EA18) area and by 1.2% in the EU28 in the second quarter of 2014, as compared to the second quarter of 2013. Nonetheless, there was at least one star performer in Europe:

Hungary’s Szerencsejáték Zrt., which continued on strongly from Q1 2014, recording sales for H1 2014 that were up by 32% on sales for H1 2013. Sales of almost all games offered by Szerencsejáték Zrt. in Q2 2014 exceeded sales for the corresponding quarter of 2013. Bookmaker-type games proved the most popular among the Hungarian players, with sports betting games showing a very intensive increase in June 2014 owing to the FIFA World Cup. Additionally, Szerencsejáték Zrt.’s brand new sports betting game (TippmixPro), which was launched in the middle of last year, has also contributed to the lottery’s success; and sales of instant tickets also increased, particularly at the higher price points.

In Greece, OPAP’s situation improved further, despite the ongoing domestic recession there, with half-year on half-year sales up 9.7%. Of especial note was the performance of OPAP’s Pame Stihima (fixed odds sports betting), which saw revenues in Q2 2014 increase by 31.5%, reflecting the effects both of the 2014 FIFA World Cup in June and four consecutive quarters of growth. Elsewhere in Europe, half-year on half-year sales increased by 6.7% at Finland’s Veikkaus, by 5.9% at the Czech Republic’s SAZKA a.s., and by 4.7% at Norway’s Norsk Tipping.


In contrast, first-half on first-half sales at Spain’s SELAE and ONCE both dipped, despite Spanish GDP rising by 0.6% in the second quarter of 2014.

In North America, lottery sales sagged during the second quarter of 2014, with participating North American lotteries recording a second-quarter on second-quarter aggregate decrease in sales of 4%. This offset the healthy performance of lotteries in the North American market during the first three months of 2014, when a first-quarter on first-quarter aggregate increase in sales of 6.6% was registered.

Upon consolidating these figures, participating North American lotteries saw aggregate growth tick up 1% half-year on half-year. The fall in sales in the North American market in Q2 2014 relative to Q2 2013 was largely occasioned by the USD 590 million Powerball jackpot of May, 2013, which buoyed sales in the second quarter of that year.

Nonetheless, there were some bright spots in the North American market. In particular, the California Lottery saw its sales increase by 7.9% in the first six months of 2014, as against the first six months of 2013. This helped the California lottery record more than USD 5 billion in sales over its last fiscal year (Q3 2013–Q2 2014) — the first time the lottery has reached such a milestone over the course of a financial year.

CIBELAE to Implement A Multi-Jurisdictional Game for Member Lotteries

COLOMBIA (October 8, 2014) -- The Board of Directors of la Corporación Iberoamericana de Loterías y Apuestas de Estado (CIBELAE) met this week in Cartagena, Colombia, for, among other things, progress in signing a commitment to implement a multi-jurisdictional game, covering all member lotteries.

CIBELAE President, Luis Gama, said: "a year ago that we assume the presidency of the Corporation and have managed to keep growing presence among the industry".

Among the topics to be agreed is the approval of three new associate members, Bapro Payment Systems SE of Argentina; Kambi Malta Company and National Surety Company of Colombia SAS. In addition the Institute of Lotería y Casinos of the Province of Buenos Aires joined as a regular member.


Moreover, progress was made in the signing of a commitment to implement a multi-jurisdictional game covering all member lotteries of CIBELAE; in modifying the statute and regulations to facilitate and professionalize the operation of CIBELAE; a Training Plan was established for 2015; the creation of a formalized Communication Department, and a report was made about the communication tools implemented so far.

The progress of the Strategic Plan 2014 -2015 were reported, the decision to participate in regional fairs and congress in Rome WLA was ratified.

In addition, the training calendar for the year 2015, which starts in Mar del Plata was defined on 11 and 12 March, along Lottery ALEA and the Province of Buenos Aires.

The session was welcomed by the president of the Corporation, Luis Gama, of the National Lotteries of Uruguay; Secretary General, Inmaculada García de SELAE; and the Executive Director for Latin CIBELAE Nestor Cotignola of ALEA.

Also present were representatives of agencies that regulate and administer gambling in Uruguay; Panama; Spain; Argentina; Brazil; Dominican Republic; Venezuela; Costa Rica and Portugal.

Illinois Lottery Debuts New ‘Carolyn Adams Ticket for The Cure’ Instant Game

Proceeds Support Breast Cancer Research and Education

CHICAGO, Illinois (October 9, 2014) -- The Illinois Lottery today introduced the 11th edition of its breast cancer awareness instant lottery game, Carolyn Adams Ticket for the Cure, at the headquarters of Metropolitan Chicago Breast Cancer Task Force, a recent grant recipient of Ticket for the Cure funding. This was the first lottery game of its kind in the nation, and remains the only lottery game in the U.S. benefitting breast cancer research and support services.

Since 2006, Ticket for the Cure has raised more than $10.4 million to support breast cancer research, awareness and education in Illinois. Net proceeds from the sale of the ticket are distributed by the Illinois Department of Public Health (IDPH), which provides grants that fund medical research centers and community organizations across the state. The lottery instant game launched today is expected to raise nearly $700,000 in funding.

If I could personally tell every adult in Illinois that we offer an instant ticket that only costs $2, a ticket that, if you lose, funds breast cancer research and programs in our state, and that, if you’re lucky, you could win up to $20,000 instantly, I believe nearly everyone would buy a ticket--and we would greatly increase the amount of money raised for this worthy cause,” said Illinois Lottery Director Michael Jones.

The American Cancer Society reports that more than 9,000 Illinoisans will be diagnosed with breast cancer this year.

"Research, education and early diagnosis are essential to helping Illinois women and their families battle this devastating disease,” said IDPH Director Dr. LaMar Hasbrouck. “We are grateful to the Illinois Lottery, our community partners, and everyone who buys a ticket.  Let’s empower the women in our lives to become better advocates for their health by getting their annual mammograms and learning all they need to know about breast health.”


The Metropolitan Chicago Breast Cancer Task Force (“the Task Force”) received funding from the proceeds of the Carolyn Adams Ticket for the Cure and has been steadfast in promoting breast cancer awareness. “Far too often, women of color and poor women die needlessly from breast cancer because they didn’t access the high quality care they need as early as possible.  These funds are helping us improve their odds so that every woman has the best chance possible of survival” said Dr. Anne Marie Murphy, Executive Director of the Task Force.

This specialty game was renamed Carolyn Adams Ticket for the Cure, under legislation sponsored in 2011 by State Senator Mattie Hunter and signed into law by Governor Pat Quinn. It is named for former Illinois Lottery Superintendent (2003-2007) Carolyn Adams, who lost her battle with breast cancer in 2007 at the age of 44.

Tickets are available at some 8,200 Lottery retail locations statewide. Each ticket costs $2 and has top prizes (4) of $20,000.

Georgia Lottery Mark Record First Quarter Profits

ATLANTA, Georgia (October 15, 2014) -- The Georgia Lottery Corp. today announced record profits for education for the first quarter of fiscal year 2015. Profits transferred to the State Treasury’s Lottery for Education Account will amount to $227,914,000, surpassing last year’s first quarter transfer by more than $3.2 million.

The Georgia Lottery’s first quarter profits bring the total raised for educational programs in the state of Georgia to more than $15.7 billion since the lottery’s inception in 1993.

Hoosier Lottery Celebrates 25 Years

Games have generated more than $4 billion for Indiana

INDIANAPOLIS, Indiana (October 10, 2014) - October 13, 1989 was a big day for Hoosiers.

That's the day the Hoosier Lottery sold its first ticket, launching a successful Indiana institution that has generated more than $4 billion for good causes. Since its inception in 1989, more than $521.3 million has been transferred to local police and firefighters' pensions and $707.6 million to the Teachers' Retirement Fund.  Hoosiers benefit through the more than $3.1 billion transferred to the Build Indiana Fund, which is primarily used to reduce the motor vehicle excise tax.

The Lottery was created by Hoosiers, for Hoosiers in a November 1988 voter-approved referendum, with the charge to maximize revenues to the State. In addition to its beneficiaries, the Hoosier Lottery has advanced countless others during the Lottery's 25-year history, including more than 4,000 Lottery retailers who have earned over $1.1 billion in commissions since inception.

During that same 25-year-period, Lottery players have won $9.4 billion, with prize amounts ranging from $1 up to $314 million, a Powerball jackpot won by David Coterel in September 2007. Indiana, which joined the Powerball game in 1990 when it was known as Lotto America, holds the record-38-for the most Powerball winners in any participating state.


"The Hoosier Lottery's 25th anniversary is a milestone that all of us should be proud of," said Executive Director Sarah Taylor. "Today's celebration is a reminder of the Lottery's commitment to maximizing revenue for good causes."

It all started with Hoosier Millionaire!

The Lottery's first scratch-off ticket, Hoosier Millionaire, generated over $8 million in sales on the Lottery's first day open for business. The ticket spawned the popular Hoosier Millionaire television show, which consistently ranked at the top of its time slot from November 1989 to December 2005.

The Hoosier Millionaire show minted 191 millionaires, and as part of the 25th anniversary celebration, the Hoosier Lottery this year brought back the show and its original hosts-Mark Patrick, Barbara Hobbs and Tony Lamont-to host live game shows throughout the State, culminating in August with a Championship Show at the Indiana State Fair.

UK Court Rules That the Point of Consumption Licensing Regime is Lawful

GIBRALTAR (October 10, 2014) -- Today Mr Justice Green handed down his judgment in the UK judicial review proceedings and found that the new UK licensing regime was not in breach of EU law.

Naturally we are disappointed with the Court’s decision.  Cross-border regulatory regimes require significant co-ordination and co-operation on key legal and regulatory issues and the UK already had this with the Gibraltar industry, regulator and jurisdiction.

“We maintain this law is not in the best interests of consumers, the industry and the regulator itself and that there are more effective ways of dealing with the challenges of regulation and competition in this sector. We remain concerned the UK regulator will find it difficult to hold companies to account in jurisdictions outside of the EU where it has no legal powers and common legal framework or culture.

Given this judgment there is now even greater need for an EU legal framework for online gambling if we are to effectively protect all European consumers, enjoy a common market and avoid each Member State deciding alone how to deal with an activity that naturally crosses borders.

The next day La Fleur’s Magazine will pulse out the link to vote on the next set of new events in the Fleurry Event Competition. In other words, you have only 12 hours to vote each day so don't procrastinate!

The voting commenced on Wednesday, October 15th and will finish eight business days later on Friday, October 24th. The lotteries with the highest rated events will be recognized at the "Fleurry Events Awards" ceremony at the La Fleur’s 2014 Lottery Conclave and Interactive Summit. The conference will be held in Austin, Texas (Nov. 16-19, 2014). The Texas Lottery is the co-host of the Austin conference.

Association of Gaming Equipment Manufacturers Release September 2014 Index

LAS VEGAS, Nevada (October 9, 2014) - The AGEM Index declined in September 2014 when compared to August 2014, falling 3.08 points (-1.6 percent) to a composite index of 187.50. The latest period represents the sixth decline in the past nine months. Compared to the same month a year ago, the AGEM Index reported a modest increase of 1.18 points (+0.6 percent).

In September, nine of the 17 global gaming equipment manufacturers reported a month-to-month decline in stock price, with eight falling by more than five percent. Of the eight manufacturers reporting gains in stock price in the latest period, three were up by more than five percent.

The broader stock markets reported similar declines in September 2014. The Dow Jones Industrial Average fell 0.3 percent compared to August 2014, ending the month at 17,042.90. The S&P 500 closed the month at 1,972.29, which represents a 1.6-percent decline from the prior month. Meanwhile, NASDAQ reported the largest monthly decline of the major indices, falling 1.9 percent to 4,493.39.

Selected positive contributors to the September 2014 AGEM Index included the following:

  • Multimedia Games (MGAM) reported a stock price of $36.01 (+29.5 percent) and contributed 2.33 points.
  • Due to a 3.9-percent gain in stock price to EUR 18.81, GTECH S.p.A. (GTK) contributed 0.65 points.
  • Scientific Games Corporation (SGMS) contributed 0.41 points due to a 6.1-percent gain in stock price to $10.77.


Selected negative contributors included the following:

  • Crane Co. (CR) contributed negative 2.53 points due to a 9.2-percent decline in stock price to $63.21.
  • With a stock price of $20.78 (-10.0 percent), Konami Gaming (KNM) contributed negative 2.21 points.


The Sands Expo Center in Las Vegas hosted the 14th annual Global Gaming Expo (G2E) from September 30 through October 2. At the event, an estimated 480 exhibitors showcased their new products, including slot machines, video game technology and security products.

An estimated 27,000 attendees were at this year's event which was up four percent from last year. In addition, according to the Las Vegas Convention and Visitors Authority, G2E had a $22.3 million impact on the local economy.


A number of gaming equipment manufacturers introduced new slot machines based on popular movies and television series at G2E this year. International Game Technology (IGT) unveiled two new slot machines based on "The Ellen DeGeneres Show." Bally Technologies (BYI) announced games based on the popular shows "Friends" and "Duck Dynasty." In addition, the company unveiled "Wonder Woman Wild" and "Wonder Woman Gold" as well as "Betty Boop's Firehouse" and "Betty Boop's 5th Avenue."

"Sons of Anarchy" will also make its debut on the casino floor with Aristocrat Technologies' (ALL) new slot machines based on the FX cable network series that continues to grow in popularity. Other popular brands that will soon be offered include Ainsworth Game Technology's (AGI) products based on the movies Showgirls and The Sound of Music and WMS Gaming's (SGMS) games based on "Mad Men" and Austin Powers.

Other highlights from G2E 2014 include WMS' debut of two new player-focused hybrid slant Blade cabinets, Blade s23 and Blade s32, and Ortiz Gaming's new cabinet, O-Circle, which includes a curved display and surround sound for increased player engagement.

In addition, IGT introduced its S3000 cabinet, which will provide a new take on spinning reel games. Also, the company's Advantage® System will be able to connect each player's data from DoubleDown Casino to their land-based casino play, which will allow operators to better track their preferences.

Konami Gaming (KNM) introduced Slot Dispatching on its SYNKROS® Konetic Mobile Employee App™, which is compatible on iOS and Android phones and allows slot attendants and technicians to receive service requests quickly and efficiently.

Meanwhile, TCSJohnHuxley launched seven new products, including Gaming Floor Live. The product allows data gathered from table games to be analyzed in real time to help casino operators manage their floors more efficiently.

The Global Gaming Expo continues to grow as gaming equipment manufacturers keep pace with an evolving gaming industry and technological advancements. The AGEM Index

The Association of Gaming Equipment Manufacturers (AGEM) produces the monthly AGEM Index that comprises 17 global gaming suppliers throughout the world. Hoosier Lottery's ‘The Walking Dead’ Ad Wins Industry's Highest Honour

Deemed best communication piece in North America

INDIANAPOLIS, Indiana (October 9, 2014) -- The Hoosier Lottery has received the industry's top honour for its television advertisement for The Walking Dead Scratch-off ticket.

Known as the Best of the Batch, the 2014 award was presented Oct. 2 by the North American Association of State and Provincial Lotteries (NASPL). The 30-second spot was produced by Mortenson Safar Kim of Indianapolis, the Hoosier Lottery's advertising agency of record.

The annual Best of the Batch is bestowed upon what judges consider the best of all entries submitted for Batchy Awards in the categories of corporate communications; radio, print and television advertising; and responsible gaming materials. The Walking Dead television ad was selected from nearly 380 Batchy entries.

Comments offered by the judges included the following:

"The spot quickly captured the viewer's attention in a very entertaining way.

"I appreciated the edgy humour that was linked to the product so perfectly.  It effectively used the AMC brand to support the Lottery game and its proposition.


The ad aired between Oct. 1 and Dec. 1, 2013, coinciding with the sale of The Walking Dead Scratch-off ticket at more than 4,000 Hoosier Lottery retailers. Citing the ad's creativity, other lotteries that offered the Walking Dead ticket requested to use the spot and branded it with their respective lottery logo and other details. Those lotteries included Georgia, Maryland, Minnesota, New Jersey and Vermont.

The lottery also received the Batchy in the categories of TV Advertising-Instant Games, for The Walking Dead ad, and Corporate Communications-Player/Customer Newsletter, for the February 2014 Retailer Playbook.

The Hoosier Lottery was a finalist for Radio Advertising-Daily Draw Games, for Poker Lotto radio, and for Special Category-Use of Humor (TV), for The Walking Dead ad.

Gaming Authority Attempts to Block Payments to Illegal Gambling Operators

THE NETHERLANDS (October 9, 2014) – de Kansspelautoriteit, the Dutch Gaming Authority and various payment service providers have signed a cooperation agreement that blocks payments between consumers and providers of illegal gambling over the Internet.

Earlier this year, Payment Service Providers Mollie BV DialXS Sisow BV and BV joined the covenant. These are companies that focus on facilitating payments for products and services offered via the internet.

On September 22, 2014 Currence (owner of iDEAL), Mastercard payment company and the members of Payments Association Netherlands, including the Dutch banks, also joined the covenant.

On October 6, 2014, the acquirer PaySquare SE, which is responsible for the processing and payment of transactions debit cards, also joined the covenant.

By joining the covenant the respective payment service providers fulfil their social responsibility and send a signal to the illegal gaming operators.

The purpose of the agreement is to make it difficult for them to continue.

The Gambling Authority shall endeavour to expand the number of participants in the covenant.

The Gaming Authority is looking to the participation of a large number of payment service providers which is important.

"If an illegal provider receives no money from a consumer, it is a priori not already lucrative to be illegally operating," said the Gaming Authority.
