Terminate ForConvenience the Northstar Lottery Groups Private Management
GTECH will remain supplier to the
Lottery through June 30, 2021

ISLAND (US), (December 10, 2014) --
GTECH S.p.A. today announced
that, effective December 9, 2014, its subsidiary Northstar Lottery Group, LLC
(Northstar) entered into an agreement with the Illinois Department of Lottery
(the Lottery) to terminate the private management agreement (PMA) for
convenience. The PMA went into effect on January 18, 2011, and is now expected
to terminate in approximately 12 months. At the election of the Lottery,
the termination agreement can be further extended for up to three six-month
periods. Northstar is a consortium in which GTECH Corporation holds an 80
percent controlling interest, with Scientific Games International, Inc. (SGI)
holding the remaining 20 percent interest.
Under the termination agreement, the
Lottery will pay a termination for convenience fee and disentanglement services
fees to Northstar for a 12-month period. Disentanglement services
constitute all services that Northstar currently provides under the PMA.
Northstar will continue providing those services until the earlier of: a
transition of Northstars responsibilities to the Lottery or to another
private manager, or 12 months from the termination notice date, unless
otherwise extended as described above. Northstar will receive a maximum of
$12.65 million in termination for convenience fees.
The Lottery will also pay Northstar
for disentanglement services fees of approximately $121 million during the
12-month disentanglement period for the reimbursement of costs for ongoing
Lottery operating expenses such as personnel, subcontractors (which includes
fees to GTECH and SGI as suppliers), and additional transition-related expenses
up to $17 million due to the termination of the PMA. These disentanglement fees
are subject to a requirement that Northstar return any payments that it
receives from the Lottery in excess of the costs actually incurred. The
State will continue to have control and oversight over all Lottery operations
during the disentanglement services period.
As part of the global settlement of
disputes in the termination agreement, the Net Income Shortfall Payments for
fiscal years 2012, 2013, and 2014 have also been agreed upon and settled for
$21.8 million, $38.6 million, and $37.1 million, respectively. As a
result of the settlement, Northstar will record an additional charge in the
fourth quarter of 2014 that it preliminarily estimates to be $20 million.
No further cash impact will result from this Net Income Shortfall Payments
final determination. Northstar will not be responsible for the payment of any
Net Income Shortfall Payment, nor will it be entitled to receive any Incentive
Compensation, for all or any portion of fiscal year 2015, or any subsequent
GTECH will retain its separate
facilities management agreement through June 30, 2021. The parties have agreed
that Northstar will assign the GTECH facilities management agreement to another
private manager, or to the State, if another private manager is not selected.
The agreement may be extended for up to four additional one-year terms, to June
30, 2025, at the discretion of the new manager with the approval of the State,
if required. If the State selects another private manager, the private manager
has the option of issuing a competitive procurement for services provided by
GTECH under the facilities management agreement after June 30, 2018, subject to

agreement, the Lottery and Northstar have agreed to cease a dispute resolution
process intended to adjudicate all pending requests for adjustments to Net
Income Levels in the PMA and all outstanding litigation and other disputes.

successful transition of the National Lottery of Ireland to its cutting-edge
central system and terminals. Premier Lotteries Ireland (PLI) is officially the
new operator of the National Lottery for the next 20 years having won a

Camelot Global Delivers Successful Transition For Premier Lotteries
LONDON / IRELAND (December 10, 2014)
-- Camelot Global (Camelot) has today announced that it has
successfully delivered the ambitious technical and business transition
programme in Ireland, on behalf of Premier Lotteries Ireland (PLI), seven
months ahead of schedule. Following a competitive tender process, PLI was
awarded a 20-year licence to operate the Irish National Lottery in February
2014. Under the new licence, PLI had until the 30 June 2015 to complete
transition but the company set itself the ambitious target of completing
transition before Christmas 2014.
The transition in Ireland was
supported by PLIs new technology supplier, Intralot Ireland, a subsidiary
of the Intralot Group. The seamless transition was completed on Sunday 30
November 2014 when, just after 8am, the retail terminal estate connected
successfully to the Intralot system. The new interactive lottery site was also
successfully launched the same day.
The transition programme saw the
rollout of state-of-the-art modern technology, including two new data centres
and infrastructure; a new 3G and ADSL retailer network; new gaming systems,
with Intralots Lotos host; upgraded business systems; new retailer and
interactive player Contact Centres; second-line support teams; and new Photon
terminals for all retailers. The upgraded technology will facilitate the growth
of sales through the extensive retail network, as well as provide increased
options for customers to play online through the internet and mobile phones. It
will also support PLIs future plans to bring new innovations to the
lottery and further enhance the player experience, with exciting game and
channel enhancements to follow in the New Year.
Inside the business, Camelot Global
supported the National Lottery to transfer across all existing staff in line
with Governmental requirements. It also helped to prepare the new PLI
organisation for day one readiness which included payroll and pensions.
As part of this project, Camelot
Global opened an Irish branch, Camelot Global Ireland (CGI), which will provide
on-the-ground expertise, support and assistance. The team in Ireland will
operate the gaming systems on behalf of PLI and provide technical support, as
well as provide Contact Centre support for both retailers and interactive
players. A key component of Camelot Globals Irish team will be its
new iLottery fuction, which will provide PLI with a dedicated and specialist
interactive managed service to develop and grow the PLI digital channels.
Camelot Global will draw on its experience from the UK, where it supports
Europes largest interactive lottery, to deliver these improvements.

delivery and, in due course, a new digital technology platform for the Irish

TattsBet COO Barrie Fletton says the
new concept has been a long time coming for Tatts Group (ASX: TTS).
Fletton says retail still represents
around 70 per cent of the business, even though growth has largely been driven

half year in the range of $62 to $65 million, up approximately 23% on the

The balance sheet remains healthy

Association of Gaming Equipment Manufacturers (AGEM) Releases
November 2014 Index
LAS VEGAS, NV (Dec 5, 2014) - The
AGEM Index reported a composite value of 185.58 in November 2014, which
represents a decline of 1.41 points (-0.8 percent) when compared to October
2014. Compared to a year ago, the index fell 7.89 points (-4.1 percent). The
AGEM Index reported month-to-month declines for three consecutive months and
year-over-year declines for two consecutive months. In November, Scientific
Games Corporation (SGMS) completed its acquisition of Bally Technologies,
removing Bally from the index.
During the latest period, 10 of the
16 global gaming suppliers reported a monthly decline in stock price, with six
falling by more than five percent. Of the six companies reporting gains in
stock price, only one was up by more than five percent.
Broader equities markets continued
to trend in a positive direction in November 2014. The Dow Jones Industrial
Average ended the month at 17,828.24, up 2.5 percent from the prior month. The
S&P 500 also reported a 2.5-percent increase during the period, rising to
2,067.56. NASDAQ reported the greatest monthly increase of the three major
indices, rising 3.5 percent to 4,791.63.

With the results of the November
2014 election in the rear-view mirror, the fate of gaming-related initiatives
was decided by voters in eight states. The initiatives largely focused on the
expansion of gambling within each state. The results are highlighted below and
demonstrate that while gaming continues to expand throughout the United States,
residents in some areas remain hesitant to allow it to move forward.
In South Dakota, voters approved a
ballot measure to amend the state constitution to allow live craps, roulette
and keno in casinos in the City of Deadwood as well as tribal casinos in the
state. The games are subject to approval from the South Dakota Legislature
during the upcoming legislative session. The South Dakota Commission on Gaming
expects casinos will be able to begin offering the new games by July 1,
In Massachusetts, voters rejected a
measure that would repeal a 2011 law allowing for three casino licenses and one
slots-only facility in the state. As a result of the election, the
Massachusetts Gaming Commission officially awarded casino licenses to MGM
Resorts and Wynn Resorts. While the operators received approval for their
casinos a few months ago, licensing was delayed until the fate of gaming in the
state was known.
MGM Resorts plans to build an $800
million resort in Springfield, while Wynn Resorts will be developing a $1.6
billion resort near Boston. Both operators plan to begin construction on their
properties in 2015, with the first resort expected to open by 2017. In
addition, Penn National Gaming, which was awarded the license for the slot
facility, continues to move forward with construction. The $225 million
property in Plainville is expected to open next year.
Ballot initiatives in California,
Colorado and Rhode Island that would have expanded gambling in the three states
were all rejected by voters in the November election. In California, the North
Fork Rancheria Band of Mono Indians will not be allowed to build its proposed
tribal casino nearly 40 miles from its reservation.
In addition, Colorado voters denied
a measure to allow a racetrack operator in Arapahoe County to add a casino to
its facility. The initiative was the eighth failed ballot attempt at expanding
gambling in the state in 20 years.
Finally, voters in Rhode Island
rejected an initiative to allow Newport Grand to add table games at its
facility, which is the second time the initiative has failed in two years.
However, voters did approve a second ballot measure that will allow them to
approve a casino's location before it re-locates.
Other initiatives that gained
approval from voters involved the legalization of charitable raffles or
lotteries. In Kansas and South Carolina, nonprofit, religious and veteran
groups will now be allowed to hold raffles for fundraising purposes. Meanwhile,
in Tennessee, organizations serving veterans can now hold annual lotteries.

Judgment of the Court of Appeal of the Supreme Court of
MELBOURNE, Victoria, Australian
(December 5, 2014) -- The Court of Appeal of the Supreme Court of Victoria has
today dismissed an appeal by Tabcorp Holdings Limited (Tabcorp) against a
Supreme Court of Victoria judgment delivered in June 2014 in favour of the
State of Victoria. In the initial Supreme Court proceeding, Tabcorp sought a
payment of approximately $686 million from the State of Victoria.
Tabcorp had claimed that the State
of Victoria was obliged to make the payment to Tabcorp in August 2012, when
Tabcorps Gaming and Wagering Licences expired and new licences were
The claim was based on a statutory
provision included in legislation from 1994 when the State privatised the
Victorian TAB and listed Tabcorp on the Australian Securities Exchange.
Tabcorps initial public offering was underpinned by this statutory
entitlement, the terms of which were clearly set out in the prospectus. Tabcorp
had also claimed that the State was obliged to make the payment pursuant to a
promise to deal with Tabcorp reasonably and in good faith.
Tabcorp is reviewing the Court of
Appeals judgment to determine whether it will seek special leave to
appeal to the High Court of Australia.
As a result of the former
Governments decision in 2008 that Tabcorp was not entitled to the
payment, Tabcorp incurred a one-off charge of $461 million against its 2008
earnings, and further annual non-cash amortisation charges of $18 million in
relation to the Victorian Gaming Licence and $9 million in relation to the
Victorian Wagering Licence until August 2012. Tabcorp has therefore dealt with
the former Governments announcement in its financial accounts. There is

Targeting of Ads for Gambling Products

Gambling advertising is an area that receives significant public scrutiny and
the Codes reflect the care that should be taken when marketing gambling
The Codes require that gambling
advertising is prepared with a sense of responsibility to consumers and society
with a particular emphasis on ensuring children are protected. Central to
this is that the CAP Code requires that gambling ads arent directed at
those aged below 18 years of age through the selection of media or context in
which they appear.
The ASA has previously investigated
ads that have been deemed to breach this rule and has made clear that
advertisers should take the necessary steps to ensure that their marketing is
correctly targeted. This applies across all media including email and

BET* Join Now prompted a complaint that it was inappropriately targeted
because it was sent to the complainants 10-year-old son.

A Facebook page for an online bingo
game run by Profitable Play that was headed "Bingo Friendzy ... World's
First Real Cash Games on Facebook" ran into trouble because a number of
posts further down the page included images of furry cartoon characters.

the ad was irresponsible because it was likely to be of particular appeal to

exposed to it, the ASA noted the ad was accessed only via the advertiser's

prompted a complaint that it was socially irresponsible because it was likely

post was age-restricted so it would only be seen by Facebook users who were
registered as aged 18 or over and as such the ASA considered the advertisers
had taken reasonable steps to prevent those who were under 18 from viewing the
ad and didnt find it in breach.
The Ladbrokes Youtube channel also
came under scrutiny because complainants believed that its ad could be seen by
under 18s. The ASA understood that the ad had appeared on Ladbrokes' own
Youtube channel only, rather than having been scheduled to play elsewhere on
the platform. As the content was unlikely to appeal to under 18s and
children and young people were unlikely to constitute a significant proportion
of visitors to Ladbrokes' own Youtube channel the ASA was satisfied that the ad
had been appropriately targeted.
This contrasts with instances where
the ASA has decided that the content of an ad for a gambling product appealed
to children whilst appearing in an untargeted medium.
For example, a regional press ad in
the Metro newspaper, for an online casino, which featured an image of Optimus
Prime from the childrens sci-fi franchise, Transformers fell foul of the
rules because it appeared in an untargeted medium which was available to both
under-18s and adults. Although the small print on the ad stated that the offer
was only available to over-18s the depiction of the toy brand character was
likely to have particular appeal to children and young people and therefore
beached the Code.
Dont gamble with the
How the ASA interprets and applies
the Code demonstrates that advertisers are expected to take all reasonable
steps to ensure that their ads for gambling products arent directed to
under 18s. Where it appears that the placement of the ads is in media
that isnt targeted at children, marketers should ensure that the content
of the ads does not appeal particularly to children for example by using toy
brand characters or popular comic book characters.
The key is to consider who your
audience is likely to be and take action where necessary to ensure that your
advertising is correctly targeted. If using agencies and third parties to
place advertising in online media such as banner advertising or in-game
advertising appearing in apps, advertisers should ensure that their advertising
is being placed with the appropriate audience in mind.

Maryland Casinos Generate $90.2 Million in Revenue during
BALTIMORE, Maryland (December 5,
2014) --The Maryland Lottery and Gaming Control Agency today announced November
2014 revenue numbers for the states five casinos Hollywood Casino
Perryville in Cecil County, Horseshoe Casino Baltimore in Baltimore City,
Casino at Ocean Downs in Worcester County, Maryland Live Casino in Anne Arundel
County, and Rocky Gap Casino Resort in Allegany County. November 2014s
combined statewide revenue totaled $90,170,865.
Hollywood Casino Perryville
generated $6,162,925 from both slot machines and table games in November.
Gross gaming revenue per unit per day was: $149.93 for slot machines,
$2,352.56 for banking table games and $358.53 for non-banking table
games. Hollywood Casinos November 2014 revenue decreased by
$457,581, or 6.9%, from November 2013. Hollywood Casino Perryville
operates 1,158 slot machines and 22 (12 banking and 10 non-banking) table
Horseshoe Casino Baltimore generated
$23,371,051 from both slot machines and table games in November. Gross gaming
revenue per unit per day was: $171.99 for slot machines, $2,694.74 for banking
table games and $1,027.22 for non-banking table games. Horseshoe Casino
Baltimore operates 2,500 slot machines and 145 (120 banking and 25 non-banking)
table games. The casino opened to the public in August 2014.
Maryland Live Casino generated
$53,779,355 from both slot machines and table games in November. Gross
gaming revenue per unit per day was: $258.52 for slot machines, $4,672.79
for banking table games and $1,357.23 for non-banking table games. Maryland
Lives November 2014 revenue increased by $356,514, or .7%, from November
2013. Maryland Live Casino operates 4,185 slot machines and 189 (137 banking
and 52 non-banking) table games.
Casino at Ocean Downs generated
$3,336,323 in November, and its gross gaming revenue per unit per day was
$139.01. Casino at Ocean Downs November 2014 revenue decreased by
$132,052, or 3.8%, from November 2013. The Casino at Ocean Downs operates
800 slot machines.
Rocky Gap Casino Resort generated
$3,521,211 from both slot machines and table games in November. Gross
gaming revenue per unit per day was: $167.55 for slot machines, $1,332.08
for banking table games and $357.07 for non-banking table games. Rocky
Gaps November 2014 revenue increased by $192,553, or 5.8%, from November
2013. Rocky Gap Casino Resort operates 577 slot machines and 17 table games (15
banking and 2 non-banking).
In a year-to-year comparison,
November 2014 casino revenue increased from November 2013 by $23,330,484, or
34.9%. In a comparison excluding Horseshoe Casino Baltimore, which opened
in August 2014, year-to-year revenue decreased from November 2013 by $40,567,

Compliance last week has been recognized and highlighted by major
national media outlets for the forward-looking culture of compliance we

commitment and active protocols to protect the U.S. financial system from money
laundering and other forms of illicit financing.
The U.S. Department of
Treasurys Financial Crimes Enforcement Network (FinCEN) acknowledged it
too finds value in our industrys engagement stating to Gambling
Compliance, We look forward to continuing a mutually beneficial dialogue
with the AGA and other trade groups. As we close out 2014 and enter 2015,
the AGA will continue to coalesce member experts and build upon our culture of

The Best Practices for
Anti-Money Laundering Compliance mark an incredible milestone for the
industry, because it coalesced industry experts in legal, compliance and
regulatory policy around development of a shared resource of significance for

within the casino industry have made anti-money laundering compliance a
priority, but the best practices are really the first time the industry came
together as one to tackle this.

and put them forward in one document. One of the real hallmarks of this
document is that it does illustrate the industrys commitment to a strong
culture of compliance.
Culture of Compliance
While AML compliance programs have
long been in place at individual casino properties, our industry galvanized
around illuminating our strong culture of compliance through our best
practices. Not only is our commitment to AML more clearly outlined to
regulators, but, as Reuters reported, so is our message to criminals:
We as a
casino industry are sending a very clear message to anyone who might wish to
attempt to use our services as a means of laundering funds or doing other
illicit things: We're watching you, we're looking out for these types
of things, and it's not going to happen in the casino industry.

industry does itself, the less likely youll have federal regulation
problems. The AGA manual will be a good guide. Ralston Reports
reiterated this sentiment, stating that the document is clearly a
pre-emptive strike, and probably a smart one.
Unfortunately, attempts by a few bad
actors to do our industry harm are not unique to any one casino property,
region or limited to our industry. AML compliance and risk management
are common to us all, and essential for protecting the integrity of the gaming
industry and entertainment experience of the majority of our customers who
intend to do no harm. Engagement on the Best Practices is one of many areas
where the industry will continue to come together. The AGA will seek other
