GTECH Wins Global Gaming Awards for Land-Based and Interactive Business

This October Tinka Celebrates Its 20 Years Anniversary

Scientific Games Completes Gaming System Conversion with New Player Subscription Technology for Maine State Lottery

ATLANTA, Georgia (September 25, 2014) -- Scientific Games Corporation (NASDAQ: SGMS) (“Scientific Games” or the “Company”) today announced the successful completion of an integrated lottery gaming system conversion, including a player subscription technology platform, for the Maine State Lottery (“the Lottery”). The conversion was completed as part of a six-year agreement for the operation of an integrated lottery gaming system for instant and draw games. The new system features the Company’s Sciplay™ interactive technology which enables an internet-based player subscription program and V.I.P website. Under the gaming system contract, Scientific Games also provides the Maine State Lottery with the Company’s Cooperative Services Program (CSP) that integrates the Lottery’s instant game operations, including game design and production, marketing services, warehouse management, inventory control and retail distribution. The contract was awarded to Scientific Games following a competitive procurement and may be extended.

Scientific Games completed the conversion ahead of schedule in June 2014. The conversion was executed with uninterrupted operation of the Lottery’s gaming systems, including statewide instant game distribution, telecommunications network, software and new point-of-sale equipment for lottery retailers throughout Maine. The Company installed the Maine State Lottery’s first central gaming system in 1985, however, first began serving the Lottery as its instant game provider in 1975.

Scientific Games installed a new communications network, a full suite of draw-based game systems and a range of new lottery equipment in nearly 1,300 retail locations.  New WAVE™ terminals and ticket checkers were deployed, as well as Lottery InMotion™, a digital advertising and content management system that promote the Maine State Lottery games in-store at the retail point-of-sale. In addition, the Lottery’s draw games are available to adult players within the state through a new internet-based subscription program powered by the Company’s award-winning Sciplay technology. Camelot Becomes First Lottery in the World to Use Augmented Reality on Scratchcards

LONDON, U.K. (September 26, 2014) -- Camelot, the operator of the UK National Lottery, has become the first lottery in the world to use augmented reality on Scratchcards.

The Lottery announced that it has partnered with image-recognition and augmented reality specialist, Blippar, to bring its new £2 ‘Christmas Cash’ Scratchcard to life.

Blippar works with other major brands – such as Coca-Cola, Pepsi, Vogue, Disney and Heinz – to unlock added content on everyday products. To experience the augmented reality on the National Lottery ‘Christmas Cash’ Scratchcard – which is launching in stores across the UK this Monday (29 September) – players will need to download the free Blippar app onto their smartphone or smart device, and then hold up the Scratchcard to be ‘blipped’.


The Scratchcard will then jump to life via the smart device, with a 3D winter scene which will give players the chance to play a fun free game, enter a prize draw to win £1,000 in shopping vouchers and read about creative ways to give Scratchcards as Christmas gifts.

Differentiated Tax Regime for Online and Land-Based Gaming not Addressed by Today’s CJEU Ruling

BRUSSELS, Belgium (September 29, 2014) -- The European Gaming and Amusement Federation expressed disappointment that the Court of Justice of the European Union (CJEU) decided today to dismiss an action for annulment of Commission Decision 2012/140/EU in relation to the Danish Gaming Duties Act. The proposed Danish law will tax online providers of gaming at a flat rate of 20%, compared to up to 75% for their land-based competitors. However, today’s ruling fails to either confirm or reject the discriminatory tax regime proposed by Denmark.


Commenting on the ruling, EUROMAT’s President Annette Kok said: ‘Today’s ruling fails to address whether discriminatory state aid, as proposed by the Danish law, is justified. We are disappointed that there remains a lack of legal certainty on this point.

We believe that favouring online companies with lower tax rates will simply distort the marketplace in Europe at the expense of our already highly regulated and highly taxed members and the 250,000 European citizens they employ.”

EUROMAT is the European Gaming and Amusement Federation - the voice of the gaming and amusement industry in Europe. Established in 1979, it represents manufacturers, distributors and operators of gaming machines outside casinos through 21 member associations (including 2 observers) from 16 European countries.

The ruling T601/11 follows an action for annulment of Commission Decision 2012/140/EU of the 20th September 2011.

Under the Danish proposals, a €100,000 gross gaming revenue will result in a tax payment of €20,000 for online companies and a tax payment of € 71,000 for land-based businesses. However, today’s ruling fails to either confirm or reject the discriminatory tax regime proposed by Denmark.

Multiple Fuel Retailers Increasing Lottery Sales by Using Gilbarco's Passport® Point of Sale to Sell Tickets at the Pump

GREENSBORO, North Carolina (Sept 30, 2014) -- A growing number of Missouri retailers, including 20 store chain Rapid Roberts, are adopting Play At The Pump, Gilbarco Veeder-Root and partner Linq3's technology solution that offers the opportunity to buy lottery tickets directly from the gas pump. Play At The Pump is a simple software upgrade to Gilbarco's Passport point of sale and offers Passport retailers a new way to increase lottery sales and engage consumers. Rapid Roberts joins Signal Foods and Fast N Friendly's food marts in the Springfield, MO market, which features over 40 locations offering the new lottery solution. In addition to Missouri, Play At The Pump is also up and running in Minnesota, with California and North Carolina set to pilot the program by the end of 2014.

The Play At The Pump application allows consumers to play Mega Millions, Powerball, and a state jackpot game via the dispenser with a payment card, then have winnings of up to $599 deposited directly back onto the card. Lottery players can have their numbers texted directly to their mobile phone, making it easier to keep track of lottery tickets and get alerts when they have won a prize. There are no payment card fees on the lottery portion for retailers as Linq3 covers that expense. As part of the service, Linq3 interfaces with the various lottery operators while Gilbarco develops the point of sale software and integrates the technology into the forecourt.

Play At The Pump has shown positive results for retailers who now have a new source of revenue from casual lottery players, who do not normally go inside the store. The field-tested solution increases indoor lottery sales by 4-5% due to advertising the jackpot levels, and encourages repeat business through an intuitive consumer experience.

Lottery Sales Ahead of Last Year, Below Budget

LOUISVILLE, Kentucky (September 29, 2014) -- At Friday’s meeting of the Kentucky Lottery’s board of directors, it was announced sales for the first two months of FY15 (July and August) were $140.2 million.

This is $2.3 million more than the same period last year, but $6.9 million less than budget.

Instant games were the strongest performer in this period at $87.5 million.

This is $3.5 million more than the same period last year and $2.8 million more than budget.

According to Vice President of Finance Rick Kelley, draw game sales continued to struggle primarily due to no sustained jackpot run for either the Powerball or Mega Millions games.

Overall draw game sales for the period were $45.6 million, which is $8.2 million less than the same period last year and $8.1 million below budget. Keno sales for the period were $6.9 million, off $1.6 million from budget.

Income before transfer of dividends was $36.6 million for July and August, $1.2 million more than last year but $1.9 million less than budget.

In other business, the board approved:

  • A draft of 2014 audited annual financial report prepared by Crowe Horwath LLP.  For the fiscal year, audited sales and transfers to the Commonwealth of Kentucky were $858.8 million and $226.1, respectively.
  • A lease agreement for the Prestonsburg regional office and storage space.
  • New rules for Monopoly Millionaires Club and amended Powerball and Mega Millions rules, and;
  • Rules and regulations for four scratch-off tickets.


The next meeting of the KLC’s board of directors will be November 21. The meeting will begin at 9:30 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. Committee meetings will begin at 8:30 AM EST.

CJEU Confirms Danish Differentiated Tax Regime for Online Gambling

BRUSSELS, Belgium (Sept 26, 2014) -- Today, the General Court of the EU issued a ruling in State aid cases T-601/11 (Dansk Automat Brancheforening v Commission) and T-615/11 (Royal Scandinavian Casino Århus v Commission), confirming the differentiated Danish tax regime for online gambling (see ruling). The applicants had challenged the European Commission's decision that a differentiated tax regime for on- and offline gambling is compliant with EU State aid rules. The Court found that the land-based applicants are not individually affected by the tax regime. It confirms that Member States can continue to set a tax level for online gambling that takes into account the competitive global .com offer in order to ensure that consumers are channelled to the regulated offer.


The two cases were brought by land-based applicants against the European Commission’s Decision to approve the Danish taxation model for online and offline gambling, which establishes different taxation levels for the two different types of gambling. The Danish tax level for online gambling was set at a level taking into account the need to channel the Danish consumer towards the regulated online gambling offer which is key in safeguarding the public policy objectives of the Danish Gaming Act. The Court today ruled that such differentiated tax measures are of general application and there is no specific aspect that can demonstrate that the applicants are specifically and individually affected by the tax measure.

According to the Court:

"[T]he applicant has not demonstrated […] that the aid measure in question was liable to have a substantial adverse effect on the position of one or more of its members on the market concerned. The applicant’s members and, consequently, the applicant are therefore not individually concerned by the contested decision." (T-601/11, para 52)

EGBA Secretary General Maarten Haijer comments: "We welcome today’s decision of the Court confirming that the Commission correctly argued that online gambling requires a tax level that takes into account the competitiveness of the global online .com offer. With the unregulated offer just one click away on the internet, consumers will only play within the regulated environment if that offer is sufficiently attractive in terms of price and consumer experience. There are plenty examples of Member States where the regulated offer fails to attract consumers due to product restrictions and tax levels, resulting in those consumers being pushed outside the European regulatory umbrella, often to unregulated Asian offerings.”


Mr. Haijer further adds: “Having a restrictive market defeats the purpose of any regulation, namely ensuring proper consumer protection. An appropriate tax level is one of the key elements in creating an attractive and safe playing environment, albeit not the only one. It is important to emphasise that EGBA does not consider a differentiated tax regime as an objective in itself. But it is imperative that the tax level for online gambling is set at a level that allows for a competitive regulated market compared to the unlicensed offer from outside of the EU.”

Arkansas Lottery: Five Years of Big Wins, Big Money, Bigger Opportunity for Arkansas

LITTLE ROCK, Arkansas (September 29, 2014) -- With over 150,000 Arkansas students awarded almost half a billion dollars in lottery-funded Academic Challenge Scholarships, the Arkansas Scholarship Lottery is celebrating five full years of big wins and big opportunities as an engine for higher education and an educated, higher-earning workforce.

Before that first ticket was bought at 12:01 AM on September 28, 2014, we could only guess at what this lottery could do for our state,” Arkansas Scholarship Lottery Director Bishop Woosley said.


"Everyone had an opinion, but no one—the taxpayers who overwhelmingly voted for it, the lawmakers who designed it, the [Arkansas Lottery] staff and Commissioners that worked night and day to get to that first ticket—no one knew for sure what that day would bring.

Woosley, who joined the Lottery staff as Procurement Director in July 2009, later serving as Chief Legal Counsel before his 2012 appointment to ASL Director by the Lottery Commission, said part of the gamble in 2009 was an economy still unsteady after a year of recession. 

Had we thought more about what was working against us, we might have wished for more time,” Woosley said.

But the mandate of the voters and the General Assembly was clear:  GET it done NOW, GET it done FAST, GET it done RIGHT.  We had 1,212 retailers across the state who stepped up to sell our tickets, and they have been the ‘tip of the spear’ ever since.

In the ensuing five years, the Arkansas Scholarship Lottery has built a track record of sales far beyond those anticipated on that chilly September morning in 2009.  Here is the Arkansas Scholarship Lottery, at five years, by the numbers:


  • $457,510,855 in net proceeds, providing scholarships for more than 150,000 Arkansas residents pursuing opportunities and advancement through higher education at Arkansas’s 47 public and private nonprofit colleges and universities;

  • $1.414 BILLION in prizes paid on tickets purchased in Arkansas;
  • Almost $1 MILLION in unpaid personal income tax and unpaid child support deducted from claims and returned to Arkansas taxpayers;

  • $125 MILLION in ticket sales and cashing commissions paid to 1,870 licensed Lottery Retailers selling tickets in communities statewide.
