GTECH Sign Seven-Year Lottery Gaming System and Services Contract with the Tennessee Education Lottery Corporation, Following Competitive Procurement

ROME, Italy and PROVIDENCE, Rhode Island (July 25, 2014) -- GTECH S.p.A. announced that its subsidiary GTECH Corporation has signed a seven-year integrated drawing-style/instant-ticket lottery gaming system and services contract, which includes a wide array of lottery products and ongoing services, with the Tennessee Education Lottery Corporation (“Tennessee Lottery”). The contract, which follows a competitive procurement, allows the Tennessee Lottery the option to renew for up to an additional seven extension years. GTECH expects to receive approximately $130 million in revenues from the new contract, commencing following the lottery gaming system conversion in April 2015. The Tennessee Lottery has been a valued GTECH customer since it first began selling tickets in 2004.

Under the contract, GTECH will provide a new, integrated drawing-style/instant ticket lottery gaming system based on GTECH’s Enterprise Series (ES) solution, designed to support a minimum of 5,500 full-service drawing-style retailer terminals at conversion with growth capacity to support up to 7,500 full-service drawing-style retailer terminals, and a variety of additional point-of-sale equipment to drive increased sales. GTECH will also install its Altura GT1200® terminals with 15-inch touch screens, new Gemini™ Ultra self-service ticket vending machines, and Ticket-Scan® Plus self-service ticket checkers for players.


The Tennessee Lottery will also receive electronic wireless jackpot signs, ES Multimedia displays, as well as an enhanced communications network featuring GTECH’s patented “Dual Comm Inside” solution for certain of the Lottery’s retailers. Additionally, GTECH will provide a mobile app allowing players the ability to check their tickets on smart phones or other mobile devices, as well as handheld terminals with mobile device capabilities for promotional events.  In addition to providing ongoing services such as maintenance of the Lottery’s systems, terminals, and communications network; field services; marketing support; and hotline management; GTECH will also assist the Tennessee Lottery with new game and strategic planning research.

Annual Iowa Lottery Sales Top $300 Million for Third Straight Year

FY 2014: Strong Year For The Lottery, But Mother Nature Made Her Presence Known

DES MOINES, Iowa (July 28, 2014) -- The Iowa Lottery finished its latest fiscal year with strong results, but the brutal weather this past winter definitely had an impact on the sale of many consumer products, including lottery tickets.

Iowa Lottery CEO Terry Rich announced the lottery's fiscal year 2014 results Tuesday, noting that its annual sales, proceeds to state causes, and prizes to players all ranked among the Top 4 in the lottery's 29-year history.


"The lottery is in a healthy position, with its products continuing to serve as an affordable, local entertainment option," Rich said. "There is no doubt, however, that weather conditions were a challenge this year. The 'chance element' also came into play in terms of the number of big jackpots we saw."

The preliminary figures released Tuesday show that lottery sales in FY 2014 totaled more than $314 million, marking the third year in a row that the total has topped the $300 million mark. Proceeds to state causes totaled nearly $74 million, the fourth-highest amount for the lottery since its start in 1985. Prizes to lottery players totaled $186.9 million in FY 14, the second-highest total in the lottery's history.

The lottery's overall results for the year were down from its record figures in FY 2013. Two big factors came into play that affected sales:

Mother Nature. Repeated blizzards and frigid temperatures often made it impossible for folks to get out and about this past winter in Iowa, and when people aren't in their normal routines, they don't make their usual purchases, including lottery tickets. The winter weather definitely impacted lottery sales.

Cyclical Powerball jackpots. The lottery's FY 2013 results were buoyed by strong Powerball sales, with the game's jackpot topping the $300 million mark on four different occasions during the year. FY 2014 saw the Powerball jackpot top that mark only three times, which impacted the popular product's overall sales in Iowa. As lottery officials have repeatedly emphasized, big jackpot runs are unpredictable, and the lottery therefore believes it must continue to budget for results that reliably can be achieved.

"Statistically, we know that our results will fluctuate from year to year, but we anticipate that lottery games will continue to be a consistent, key source of proceeds for vital state causes here in Iowa," Rich said.

Iowa Lottery Board chair Herman Richter said that the lottery's strong results in its latest year and healthy overall outlook led the Lottery Board at its June 30 meeting to approve a 10 percent increase in budgeted lottery proceeds for FY 2015, which began July 1.

"We're confident that the lottery will continue on an upward trend," said Richter, president of The Three Sons clothing store in Milford, where he lives. "We anticipate that the lottery will far exceed its goal of providing a base of at least $60 million in annual proceeds to state causes."

The lottery's unaudited figures show that its $73.9 million in proceeds to state causes in FY 2014 were ahead of budget for the year, but down 12.9 percent from the previous year's record total of $84.9 million. The lottery's combined sales from its core products of lotto, instant-scratch and pull-tab games were down 7.4 percent from the previous year's record total of $339.3 million.

A highlight of the lottery's FY 2014 results was the $1.8 million it raised for the Iowa Veterans Trust Fund to benefit our state's veterans and their families. The lottery has now raised more than $15 million for the Trust Fund since it began providing proceeds to that cause in 2008.

Sales of instant-scratch tickets, the first product introduced by the lottery and always one of its top-selling items, were down 6.7 percent for the year to $188.8 million. The lottery had set a record for scratch sales in FY 2013 at $202.3 million.

Rich also noted that local Iowa businesses received $20.1 million in commissions from the lottery for selling its products in FY 2014.

"It's gratifying to be able to recognize our retailers for the work they do in selling lottery tickets," Rich said. "We're glad to know that lottery commissions make a positive difference in the bottom line for businesses across the state."

Rich said that the lottery closed on the purchase of a new headquarters location in FY 2014, a transaction designed to position it well for the future. The real estate purchase is being paid for with lottery revenues in FY 14 and FY 15, producing no long-term debt for the lottery and providing it with the stability and value of a headquarters property in Clive on the western side of the Des Moines metro area.

Wyoming Lottery Begins Releasing Names of Approved Retailers

CHEYENNE, Wyoming (July 23, 2014) -- With the Aug. 24 launch of Powerball® and Mega Millions® ticket sales less than a month away, the Wyoming Lottery has started releasing the names of the retailers it has approved so far. The Lottery’s goal is to have a maximum of 450 to 500 ticket-selling locations statewide.

To find the nearest WyoLotto™ location, residents can check the website, The online list will be updated continually as additional retailers are approved.


Over the next several weeks, residents will start seeing the bright blue and yellow WyoLotto signs appearing on approved retailers such as gas stations, grocery stores, convenience stores, restaurants and bars across the state.

The excitement is pretty high as we work to notify and train retailers to sell tickets,” said Jon Clontz, the Wyoming Lottery's Chief Executive Officer.  “Our focus right now is on working hand-in-hand with retailers, holding retailer training sessions and testing the equipment so we can be ready on August 24.”

The Lottery selected retailers based on several criteria, including annual sales, foot traffic, the size of the population over 18 years of age and geographic location. Earlier this spring, retailers reviewed the criteria and application process and gave their input during statewide workshops attended by over 400 people.

Clontz stressed that retailers are the backbone of the lottery's success. "We have worked hard to make the selection process fair and have made efficient, effective decisions to maximize revenue."

Retailers will be notified of their selection status over the next couple of weeks. However, the lottery plans to continue to accept applications.

We expect to add more retailers as the lottery grows,” Clontz said. “Interested retailers should apply and those that didn’t make the first cut may re-apply after 90 days.”

Lottery Partners with Hall of Fame Member on New Scratch Game

ROSEVILLE, Minnesota (July 15, 2014) — The Minnesota Lottery has teamed up with former Minnesota Vikings player and Hall of Fame member Carl Eller on the Moose 81™ scratch game, which went on sale today at lottery retail outlets across Minnesota. Moose 81™ is a $5 game with a top prize of $100,000.

Maryland Lottery Introduce New Ravens Cash Fantasy Scratch-Off

Ticket offers more than $10 million in prizes

BALTIMORE, Maryland (July 28, 2014) -- For the sixth consecutive year, the Maryland Lottery and Baltimore Ravens have partnered to create an exclusive Ravens-themed ticket. The new $5 Ravens Cash Fantasy scratch-off ticket offers more top prizes than ever before, and an exciting second-chance contest. Tickets will be available in retail stores throughout the state today and the Maryland Lottery will celebrate the big kickoff at the Ravens Training Camp Practice this evening at M&T Bank Stadium.

Lotterywest Grant Bolsters Surf Life Saving WA

  • Premier presents Lotterywest grant of $1,356,392 to Surf Life Saving WA
  • Grant will help construct new Westpac Lifesaver Rescue Helicopter hangar


PERTH, Western Australia (July 26, 2014) -- Surf Life Saving WA will be able to build a new heliport facility for the Westpac Lifesaver Rescue Helicopter Service at Rous Head in Fremantle, thanks to a Lotterywest grant of $1,356,392 presented by Premier Colin Barnett today.


Mr Barnett said the grant would provide a much needed upgrade to current facilities.

The current sea containers and demountable office will be transformed into a modern and efficient centre with a custom-made helicopter hangar and new office amenities,” he said.

This will give Surf Life Saving WA a solid base from where it can better deploy its emergency services, improving response times.”

The new facility will not only provide improved long-term shelter for the Westpac Lifesaver Rescue helicopters, but it will also host a new communications tower and operating base for SurfCom - Surf Life Saving WA’s communications and emergency response hub.

Both SurfCom and Surf Life Saving WA’s Aviation Services play a vital role in managing coastal safety in Western Australia and are an integral part of the State’s Emergency Management strategy,” the Premier said.

With the State’s growing population, Surf Life Saving WA is always seeking new and improved ways to serve the community and these upgrades will support them in achieving this goal.”

Surf Life Saving WA has strong local support, with Fremantle Ports generously providing the site on a peppercorn lease agreement and neighbours AvWest Aviation, through the Roberts family, continue to provide considerable financial support.


The State Government has been a major supporter of surf life-saving in Western Australia at both a club and State level for more than 25 years.

In 2013-14, Lotterywest raised $271.3million for beneficiaries including Western Australia’s hospitals, arts, and sport and recreational groups.

Lotterywest is the only lottery in Australia where proceeds are distributed directly to the community. For every dollar West Australians spend on their favourite Lotterywest games, 33 cents is returned to benefit the community.

Atlantic Lottery Setting the Foundation for the Future

Atlantic Lottery Releases Annual Accountability Report

MONCTON, New Brunswick (July 24, 2014) -- Atlantic Lottery today released its results for the fiscal year ending March 31, 2014. It was a strong year for the company, with revenue of $1.06-billion, and increases in both sales and profit.

Gross ticket sales were $671.2-million, a $24-million dollar increase over the previous year. Sales increases in ticket lottery products helped spur this growth, with Scratch’N Win sales up $11.5-million over last year to reach a record $200-million sales mark. Not to be outperformed, our national draw games, regional draw games, sports products and Breakopen games had a combined sales total of $464-million, representing an increase of more than $13.2-million over last year.


Atlantic Lottery returned $368.4-million to the four Atlantic Provinces, a reversal of four years of softening profits to shareholders. This represents an extra $7-million to support important services such as health care, education and roads.

The economic impact continues, with $384.3-million awarded in prizes large and small to Atlantic Canadians, far outstripping prize totals in recent years. Atlantic Canadian companies received 77% of Atlantic Lottery expenditures for goods and services, and $122.5-million was paid in commissions to ticket and video lottery retailers.

While the decline wasn’t as sharp as it was in 2012-13, Atlantic Lottery's video lottery revenues continued to soften, ending the year at $374-million. A winter for the record books, fewer terminals, and aging VLTs still in the market contributed to the decline.

Ticket lottery remains our bread and butter, thanks to efforts to modernize our brands,” said Atlantic Lottery President and CEO Brent Scrimshaw. “Changes to LOTTO 6/49 and a revitalized Scratch’N Win portfolio, for instance, rewarded many of our players this year. As for video lottery, new terminals with world-class responsible gambling features and the ability to offer games that players want are expected to stabilize that line of business.”

In looking forward, Scrimshaw explained that Atlantic Lottery needs to compete and win in a radically new gaming market.

We operate in a very competitive consumer marketplace. Players want to be entertained. They want different options, different ways to play and different prize structures; and they want those gaming options from a company they trust.”

2013-14 Highlights

  • The revamped LOTTO 6/49 came in 10% over budget, with 17% growth in sales when compared to last year.
  • PRO•LINE had a strong year, thanks to hockey wagering coming back strong at the end of the hockey strike and playoffs extending well into the first quarter of 2013-14.
  • The eGaming business, which includes the sale of ticket lottery products as well as Internet only products such as iBingo and Pick’n Click, delivered sales of $19.2-million, an increase of $1.1-million over the previous year.
  • Red Shores operations in Charlottetown and Summerside overcame a long, hard winter to show moderate year-over-year sales growth of $0.7-million, ending the year with total sales of $19.9-million.
  • Atlantic Lottery was one of only three North American lotteries to receive Level 4 recertification under the World Lottery Association’s Responsible Gaming Framework, ranking it among the top lotteries in the world.
  • The Canadian Business for Social Responsibility recognized our efforts with an Excellence in Corporate Responsibility award. Atlantic Lottery was the only Atlantic Canadian organization recognized and the only lottery to be recognized.

California Lottery Earns Global Recognition, Certified for Security Standards, Gaming Integrity

SACRAMENTO, California (July 24, 2014) -- The California Lottery today received notice that it has received a prestigious gaming security certification from the World Lottery Association (WLA). In fact, the California Lottery is the only lottery in the United States to earn the WLA – Security Control Standard (WLA-SCS) Certification.

Illegal Gambling Networks Across Asia Targeted in INTERPOL-Led Operation

US$2.2 billion in illicit bets made during 2014 FIFA World Cup

LYON, France (July 18, 2014) – An INTERPOL-coordinated operation targeting illegal soccer gambling networks across Asia during the 2014 FIFA World Cup has resulted in more than 1,400 arrests and the seizure of almost USD 12 million.

During the six-week operation, law enforcement officers from China, Hong Kong (China), Macao (China), Malaysia, Singapore and Vietnam carried out more than 1,000 raids on illegal gambling dens – many controlled by organized crime gangs – estimated to have handled around USD 2.2 billion worth of bets, the majority through illicit websites.

Operation SOGA V – short for soccer gambling – was the fifth action of its type since 2007 and was timed to target illegal soccer gambling activities from 1 June to 13 July, ahead of and during the 2014 FIFA World Cup.

Coordinated by INTERPOL’s Criminal Organizations and Drugs unit and its Liaison Office in Bangkok, Operation SOGA V brought together officers from INTERPOL National Central Bureaus and other law enforcement agencies in the participating countries.


During the operation officers also seized computers and mobile phones which will be analysed to identify the potential involvement of other individuals or gangs across the region and beyond.

The results of this latest Operation SOGA are significant in relation to the volume of bets being handled by these illegal gambling dens, as well as the number of arrests,” said Jean-Michel Louboutin, INTERPOL’s Executive Director of Police Services.

Illegal gambling generates massive profits for organized crime networks which are often linked to corruption, human trafficking and money laundering, which is why a coordinated international response is required to tackle this type of crime.

Operation SOGA V would not have been such a success without the hard work of the law enforcement authorities on the ground. INTERPOL will continue to support their efforts in identifying and dismantling the crime networks at the national, regional and global levels,” concluded Mr Louboutin.

A meeting and training workshop involving participating countries and jurisdictions, in addition to representatives from the INTERPOL Asia Pacific Expert Group on organized crime, were held ahead of the operational phase.

The combined five SOGA operations have to date resulted in more than 8,400 arrests, the seizure of almost USD 40 million in cash and the closure of some 3,400 illegal gambling dens which handled almost USD 5.7 billion worth of bets.

With the organized crime networks behind illegal gambling dens often funneling their profits into other crimes including human and drugs trafficking, raising awareness of these hidden links is a key part of INTERPOL’s Turn Back Crime campaign.

The campaign aims to highlight the dangers of organized and other forms of crime and to engage the private sector and the public, making them aware of the very real effects crime has on individuals’ lives.

Tabcorp to acquire ACTTAB

MELBOURNE, VIC, Australia (July 30, 2014) -- Tabcorp Holdings Limited (“Tabcorp”) today announced that it has agreed with the ACT Government to acquire ACTTAB for $105.5 million.

ACTTAB is a Territory-owned provider of totalisator and fixed odds wagering, Keno and Trackside products. The business offers its services and products through a distribution network comprised of 53 retail outlets located throughout the ACT as well as telephone and internet platforms.

As part of the acquisition, the ACT Government will issue to Tabcorp a 50 year exclusive totalisator licence, a sports bookmaking licence for an initial term of 15 years with further rolling extensions to a total term of 50 years, and ongoing approvals to offer Keno and Trackside products for 50 years.


The ACTTAB totalisator and sports bookmaking licences are highly attractive. Ongoing payments to be made by Tabcorp in respect of the totalisator are limited to an annual licence fee of $1 million and CPI increases. There is no wagering tax payable to the Territory on the totalisator licence. The wagering tax payable to the Territory on the sports bookmaking licence currently has an expected effective tax rate of less than 1% of turnover.

Tabcorp's close proximity to the ACT market, as well as existing pooling and fixed odds management arrangements with ACTTAB, provide operational alignment and a deep understanding of ACTTAB's market.

Tabcorp's Managing Director and CEO, David Attenborough, said: "The acquisition of ACTTAB presents a unique opportunity for Tabcorp to secure long-term licences on highly favourable terms in a jurisdiction that is complementary to our existing Wagering and Keno businesses in Victoria and New South Wales. We look forward to leveraging our capabilities to strengthen the product offering available to ACTTAB customers and to deliver the best outcome for the racing industry and other stakeholders including our venue and community partners."

Tabcorp intends to fund the acquisition from existing bank facilities. Tabcorp expects the acquisition will generate EBITDA of approximately $14 million in the year following completion of integration of the business and will be EPS accretive. Integration is expected to take around 12 months.

The ACT Government has agreed to certain protections which provide greater regulatory certainty in respect of the key terms of the licences.

The acquisition is subject to regulatory approvals, including ACCC clearance. Tabcorp expects to announce completion of the acquisition within the next few months.

LANSING, Michigan (July 28, 2014) -- The number one is No. 1 for nearly 3,700 lucky Michigan Lottery players who each won $5,000 – a total of nearly $18.4 million – over the weekend when the winning Daily 4 numbers were 1-1-1-1.

A total of 3,672 players won $5,000 apiece for matching the winning Daily 4 numbers – 1-1-1-1 – straight in Saturday evening’s drawing. The winning Daily 4 number of 1-1-1-1 last was drawn on April 26, 2005.


The number of winners and total prizes for the drawing dwarfed typical Daily 4 numbers. Saturday evening’s total number of winners and top prize total were both nearly 25 times that of a typical Daily 4 drawing. Over the last 30 days, the average number of players to match a winning number straight is 149. The total average top prize amount for a Daily 4 drawing is slightly more than $743,000.

There are four ways to play the Daily 4: straight, boxed, two-way and wheeled. Prize amounts vary based on the way a number is played, and on the order in which the winning numbers are drawn. Players may select a four-digit number, or choose an easy pick ticket. There are two Daily 4 drawings a day, seven days a week, at 12:59 p.m. and 7:29 p.m. Each play is $1.

The Michigan Lottery reported annual sales of $2.4 billion in fiscal 2012, and generated $770 million in net revenue for the state School Aid Fund, which supports public education programs throughout the state.
