INTRALOT Extends Its Cooperation with Lotterywest Until 2019

ATHENS, Greece / PERTH, Western Australia (July 16, 2014) -- INTRALOT Group’s subsidiary in Australia, INTRALOT Australia Pty Ltd., announces that it has signed an amendment of its contract with the Lotteries Commission of Western Australia (Lotterywest) for three (3) additional years with the option of two one-year additional extensions, and will continue to provide technology and related services to Lotterywest through 2019.

The amendment of the contract includes the upgrade of INTRALOT’s flagship Central System, LOTOS O/S™, and the provision of the new version of its interactive platform,

B-On as well as the Horizon interactive multimedia platform. POLLARD BANKNOTE’S Neon Ink a Hot Seller for The Polish National Lottery

WINNIPEG, Manitoba, (July 14, 2014) -- Pollard Banknote Limited (TSX: PBL) (“Pollard Banknote”) is proud to be a contributing partner in the success enjoyed by the Polish National Lottery (“Totalizator Sportowy”) with the latest launch of its 2 złoty (zł) instant game, Super 7. After three weeks on the market, Super 7 sold 14% more than the previous launch of this product.

Super 7 is one of Totalizator Sportowy’s core instant games. This latest version, launched on May 20, 2014, replicates the design of previous Super 7 tickets, but now features Pollard Banknote’s new neon inks. Hot pink and fluorescent orange colours add to the ticket’s visual appeal at retail to attract both longtime players of Super 7 and novices to the game.

Lottery’s Sales of Scratch-Off Tickets Increased by an Average of 10% with SSI’s On-Counter Dispenser

ADAIR, Iowa (July 2014) --During the last year, SSI was pleased to work with Pollard Banknote and Manitoba Liquor and Lotteries testing our on-counter dispensers in Winnipeg.

Throughout Canada, scratch-off tickets are not typically dispensed in the same fashion as in the U.S.  Tickets are typically ripped apart and artistically displayed in large counter trays under glass.  While this has been the primary dispenser for Manitoba Lottery for years, Pollard Banknote arranged with the province's lottery operator to trial the displays to measure the impact to sales and gauge retailers' perception of improved ticket accounting offered with this new model.

Working with Pollard Banknote, 18 locations were chosen for the initial test.  Due to different pack sizes and perforations patterns, not all tickets could be displayed and dispensed easily from on-counter Modular-Mini® dispensers.  Pollard designed display cards for the front and sides of the dispensers and installed the POP prior to installs at retail to help hide any empty displays.  Manitoba's sales staff installed the new dispensers without removal of the current tray dispensers.

SSI Dispenser

The initial results of the test showed increased sales by an average of 10% compared with similar stores.  Manitoba Liquor & Lotteries requested an expansion of the test and found the same increase in the next grouping of 15 stores added.  At this time, we switched from a Dual Bingo dispenser to the NEW GEN II dispenser to allow for more flexibility in dispensing of their games and improved display.

Manitoba Liquor & Lotteries is now making the GEN II dispenser a mainstream merchandising option for retailers and it looks to have 200 retailers using the displays by the end of the fiscal year.

Since the initial test, more packs of new games have been reconfigured to easily dispense in the GEN II and most retailers have begun dispensing from these units in addition to their current trays.

Future plans allow all Manitoba Liquor and Lottery retailers to utilize this new dispenser option.

Saskatchewan Lotteries is going to begin its own tests later this summer.

Tennessee Lottery Marks 10th Consecutive Record Year

Total Lottery funding raised for education since inception now exceeds $3 Billion

NASHVILLE, Tennessee (July 15, 2014) -- Posting its tenth consecutive year of increased sales, today the Tennessee Education Lottery Corporation announced its sales and proceeds figures for Fiscal Year 2014. The Lottery reported $1.417 Billion in total sales for Fiscal Year 2014, an increase of $49 Million over last year’s previous sales record of $1.368 Billion. This year’s sales resulted in a contribution of $337.2 Million for the education programs funded by the Lottery.


A robust growth in instant ticket sales substantially contributed to this year’s sales growth. Forty-seven new instant ticket games were introduced during the year. Sales of these popular games reached an all-time high of $1.15 Billion during Fiscal Year 2014.

"From top to bottom, we’ve stayed focused on the corporation’s mission to serve Tennessee students and their families by responsibly maximizing proceeds for the education programs funded by the Lottery,” said Rebecca Hargrove, President and CEO of the Tennessee Education Lottery Corporation.

We work continually to refine our business model, to introduce innovative and entertaining games for our players, to promote efficiencies and best business practices across the organization, and to provide top-notch support for the retailers that sell the Lottery’s products. According to data from Tennessee Student Assistance Corporation, the entity that oversees Lottery funded programs, more than 800,000 grants or scholarships were awarded to students to attend in-state institutions of higher learning since the Lottery’s inception in 2004.


During the past academic year alone more than 100,000 grants or scholarships were awarded. Lottery funds are also used to support other education- related endeavors, such as after-school programs and an ongoing initiative to make schools more energy efficient.

Total Lottery funding for education programs in Tennessee—including funds used for scholarships, grants, and after-school programs—now exceeds $3 Billion since ticket sales began in January 2004.

Net proceeds from sales of Lottery tickets, currently averaging over $6 million per week, fund specific education programs, including college scholarships and after-school programs.

Lottery Association Launch Website to Monitor Various Forms of Illegal Gambling

The fight against illegal gaming sites anyone can join

PRAGUE, Czech Republic (July 9, 2014) – The association of operators of central lottery systems and other games (SPELOS) today launched a web portal called ‘Maps of illegal gambling.’ In this way SPELOS decided to up the ante in its battle against a significant expansion of gambling in a black Czech Republic.

"On the mapping of illegal establishments in the long term we are working with some of the information we have already contacted the relevant authorities. This happened for example in the case of the Civic Association Life is a Game whose action SPELOS warned first, "said Petr Vrzáň, CEO SPELOS.


Vrzáň also said: "Based on suggestions from members of our association and citizens we have to date made available 117 addresses where there illegal lotteries are being conducted. However, we are well aware that this figure is only the tip of the entire iceberg, and the actual situation is much worse."

According to the latest estimates of legitimate operators, there are more than a thousand illegal gaming devices operating at present throughout the country.

These devices occur mainly in places where the regulations are not being enforced. This is true for other countries where a zero tolerance towards illegal gambling has not been enforced or legislated against. There countries are now struggling with increased unemployment, crime, gangs and fewer resources in public budgets.

"We would be happy for the general public to get involved in the fight against illegal play rooms, Internet kiosks or kvízomaty.

Just fill out a simple notification form to alert us as to any illegal gambling room that is not yet included in our database," added Vrzáň.

The SPELOS information database can also be a source of information to representatives of individual cities and municipalities, and other government authorities having oversight of bookmakers, and other gaming operators.

"Despite a number of political and especially populist promises of how easy it is to eradicate illegal gambling, we know that to solve this problem is on the contrary very difficult.

Therefore, we believe that using our Map of illegal gambling establishments will make the work of state authorities and their police much easier for combating illegal gambling.

Arkansas Scholarship Lottery Finished FY2014 with Sales of Over $411 Million

Lottery Nears Half-Billion-Dollar Mark in Scholarships

LITTLE ROCK, Arkansas (July 10, 2014) -- The Arkansas Scholarship Lottery finished the 2014 Fiscal Year with a sales total of over $411 million, generating more than $81 million to fund scholarships for Arkansas students.  ASL Director Bishop Woosley expects net proceeds will easily surpass the half-billion-dollar mark in total scholarships funds before September 28, the fifth anniversary of its first ticket sale.

“It’s gratifying to know that, in less than five years of operation, we’ve helped more than 135,000 Arkansas students to realize their potential for academic achievement,” Woosley said. 


That’s $500 million that was simply unavailable to Arkansas students before the Lottery opened in 2009.  These dollars and students, studying at Arkansas colleges and universities, will create a more educated workforce to attract new industry and high-skill, higher-paying jobs to our state.  The Arkansas Academic Challenge Scholarship can be a powerful economic development tool.

The Arkansas Scholarship Lottery sold its first ticket on September 28, 2009, and as of June 30, 2014, total ticket sales have surpassed $2.1 billion.

The first lottery-funded Arkansas Academic Change Scholarships were awarded in the 2010-2011 academic year, and since then net proceeds of $497,752,014 have helped a total of 135,626 Arkansas students attend Arkansas’s public colleges and universities. 

And since its inception, ASL has paid over $120 million in sales commissions to retailers selling Lottery products throughout Arkansas.

The sole purpose of the ASL is to provide scholarships and grants to Arkansas residents enrolled in public and private nonprofit two-year and four-year colleges and universities within the state.

Wyoming Lottery Corporation Announces Cheyenne Frontier Days Sponsorship

European Commission Publishes Recommendation on Online Gambling

The European Lotteries Association Recalls That Member States Remain the Best Placed to Set Gambling Regulation and Protect Consumers

BRUSSELS, Belgium (July 14, 2014) --Today, the European Commission has adopted its Recommendation on common principles for the protection of consumers and players of online gambling services and for the prevention of minors from gambling online. The European State Lotteries and Toto Association (EL) points to the importance and the primary competence of Member States to regulate gambling on their territory in a manner that guarantees a high level of consumer protection.

EL supports the goal of protecting consumers and players and in particular minors and stresses that a high level of consumer protection in the gambling sector is reached notably by taking into account the national specificities and cultural features, as ruled on several occasions by the European Court of Justice and confirmed by the European Parliament. Gambling services and advertising for gambling services should only be allowed for operators who are legal i.e. who hold a specific authorisation in the Member State of the consumer. Accordingly, EL calls on the Commission to take a clear position on this matter.


EL President Friedrich Stickler: “The purpose of the Recommendation – protecting consumers and minors – is laudable. We recall that in the specific economic activity that is gambling, Member States hold the primary competence to decide how to regulate it on their territory in order to best protect consumers. The Recommendation may never prevent Member States from maintaining more stringent measures or from adopting, if necessary, new measures.” In that context, EL points to the importance of Member States taking effective enforcement measures at the national level and the importance of cooperation between Member States, rightly addressed in the 2010 Council Conclusions on a legal framework for gambling and betting in the EU Member States. These Conclusions also called for the recognition of the specific contribution of lotteries to society in any discussion on gambling at the European level.

EL provided input to the follow-up of the European Commission’s Action Plan through contributing its ‘EL ambitious model for the best protection of consumers’ in April 2013 wherein the association provided its thoughts on the relevant points the European Commission Recommendation should take into account. EL stresses the importance of fully respecting the jurisprudence of the European Court of Justice and the confirmation of the primary competence of Member States to regulate the gambling sector. Also the European Parliament has considered in its 2013 Resolution on online gambling that a European sectoral legislative act on gambling would not be appropriate.

And although it was their second trip to Vegas, Clive and Maryanne still found Vegas just as much fun as ever with plenty of things to do. 

They spent two days at the Global Gaming Expo which was within walking distance of their hotel.

Maryanne said of the show:  “It was really exciting especially with the conference and so many different gaming machines and different bases and different type of wagering machines that we don’t see in Australia.”

They also treated themselves to a helicopter ride and champagne breakfast at the Grand Canyon and visited several Casinos including Caesars Palace, New York New York, Palazzo, Venetian, Paris, and Wynn. While they were there they were able to get tickets to the Cirque du Soleil show at the Bellagio which is described in the promotional material as “An aquatic masterpiece of surrealism and theatrical romance”.

And of course there was the quality and quantity of the food from all the Casino restaurants which featured cuisines from all around the world. 

Maryanne also found time to visit the local Factory Outlet store and stock up on good quality American clothing which is a fraction of the price that we pay for clothes here in Australia.

The Vegas prize draw will be held again at this year’s AGE!

Idaho Lottery Celebrates 25th Anniversary with $49 Million Dividend to People of Idaho

BOISE, Idaho (July 15, 2014) -- The Idaho Lottery kicked-off their 25th Anniversary celebration this afternoon by returning the largest dividend in their history.  Accepting the dividend on behalf of the people of Idaho, Governor C. L. “Butch” Otter received a check worth $49 million during a ceremony at the State Capitol.  This year’s eleventh consecutive record dividend came on the strength of the seventh consecutive year of responsibly increased sales.

Led by Chairman Mel Fisher, the Idaho Lottery Commission and Idaho Lottery Director Jeff Anderson presented Governor Otter with a check representing the 25-year dividend provided to Idaho public schools and the State’s permanent public buildings for $649.5 million.

Tomorrow’s classrooms will enjoy today’s benefits due to the continued achievements of the Idaho Lottery,” said Governor C. L. “Butch” Otter.  “For two and a half decades, the Lottery has been committed to the highest levels of fairness and integrity, leading them to become the best Lottery in the nation.  Building on 25 years of success, join me in celebrating your Idaho Lottery’s silver anniversary.”


With close to two-thirds of a billion dollars returned for our good causes, when players play the Lottery in Idaho, someone, somewhere, is always benefitting,” said Jeff Anderson, Idaho Lottery Director.  “Every play pays.  Every day we contribute $134,247 to a greater common good that exceeds the sum of our dollars and dividends: the future of Idaho’s education and prosperity among her citizens.”

The Idaho Lottery sold its very first ticket on the steps of the Idaho Capitol in July 1989.  Since that time, the Idaho Lottery has totaled $2.7 billion in sales. The statewide network of 1,200 brick and mortar retail locations has earned $160 million in commissions.

For the twelfth time in thirteen years, and the seventh consecutive year, the Idaho Lottery’s annual sales exceeded the previous year.  This year’s sales were $208.9 million, marking the first year in Idaho Lottery history that sales eclipsed the $200 million mark.

During the ceremony Governor Otter presented Luci Willits, Chief of Staff for the Idaho State Department of Education with a $30.625 million dividend check.  Of that amount, $18.375 million is earmarked for the Department of Education’s Building Fund Account and the remaining $12.25 million is for the Bond Levy Equalization Fund. Since inception, the Idaho Lottery has contributed $343.9 million to these accounts in support of Public Education in Idaho.

"Over the past 25 years, the Lottery has proven its resourcefulness and partnership by contributing well over $300 million for Idaho’s classrooms. On behalf of the State Department of Education, I want to thank Idahoans across the state for supporting Idaho students and public education," Willits said.


Governor Otter also presented Gena Russell, Permanent Building Fund Advisory Council Chair, with a dividend check for $18.375 million. This is the largest amount ever received by the State’s Permanent Building Fund.  Since 1989, the Idaho Lottery has returned $305.6 million back to the permanent buildings of Idaho.

The Idaho Lottery has been a meaningful contributor in the maintenance and enhancement of Idaho’s public buildings for twenty-five years,” said Russell. “Lottery revenue each year enables us to preserve our historical facilities, provide safe work environments for the Gem State’s employees, and improve the quality of Idaho’s college campuses.”

The Idaho Lottery celebrated its 25th Anniversary by setting five new records in Fiscal Year 2009.  In addition to the record dividend and sales figures, the Lottery also set records in Scratch ticket sales ($122.8 million), total prizes paid to the players ($136.8 million), and commissions earned by Idaho Lottery retailers ($12.14 million).

The Idaho Lottery’s 25th Anniversary celebration will continue on the Lottery’s actual anniversary date, July 19th, with a FREE player appreciation party prior to the final night of the Snake River Stampede Rodeo in Nampa.  Later that evening during the rodeo the national LIVE Powerball draw will take place and will be broadcast from the Idaho Center.
