GTECH to Provide Tipos Lottery in Slovak Republic with Instant-Ticket Printing Services

Agreement continues GTECH’s four-year relationship with TIPOS

PROVIDENCE, Rhode Island (May 23, 2014) -- GTECH has announced that it has entered into a four-year agreement with TIPOS, national lottery company, a.s. (TIPOS), in the Slovak Republic to provide instant-ticket printing services to the Lottery through December 2017.

Under the agreement, which was the result of a competitive procurement, GTECH is qualified as a vendor to produce instant tickets for the Lottery. GTECH has been a supplier of instant-ticket printing services to TIPOS since October 2009 under a four-year term that expired in October 2013. GTECH has supported the Lottery with instant-ticket printing, game concepts, prize structure development, portfolio recommendations, and marketing.


TIPOS has been a key customer for GTECH over the past four years, and we are pleased to see the Lottery experience such tremendous growth,” said Alan Eland, GTECH Senior Vice President and Chief Operating Officer, North America, who also oversees GTECH’s printing operations. “GTECH looks forward to continuing to support TIPOS and helping to build its instant ticket portfolio, increase its revenues, and reach a new player base.”

Pollard Banknote Awarded Instant Ticket Printing Contract By Taiwan Lottery Co. Ltd.

Illinois Senate Unanimously Confirms Michael Jones as Director of the Illinois Lottery

CHICAGO, Illinois (May 27, 2014) -- The Illinois General Assembly has entered its final scheduled week of the legislative session with a host of issues on its collective plate. 

An important action taken by the Illinois Senate earlier in the session, has received scant publicity until now; namely, the unanimous approval by the Senate of Michael Jones' confirmation as Director of the Illinois Lottery.

The reconfirmation vote was 53-0 (with three voting present)--an overwhelming endorsement of how Jones is handling Illinois' first-in-the-nation experiment with its private manager, Northstar Lottery Group.

Loterie Romande Announce 2013 Results

Profits Distributed for Public Good Remain Stable

LAUSANNE, Switzerland (May 27, 2014) -- Following consolidation of its activities in 2012, the Loterie Romande has recorded a slight increase in gross gaming revenues (GGR), which were CHF 378 million over the full financial year 2013. Net profits remained stable at CHF 206 million. This positive result means that the high level of the sums distributed to projects benefitting the public is maintained. It is due in large part to the changes in the tax system which came into force last year: the raising of the threshold for collection of withholding tax on lottery wins to CHF 1,000.00 and the abolition of the “droit des pauvres” tax in Geneva canton made lottery games and sports betting more attractive.

On 30 April 2014, the Federal Council put its proposed new law on cash gaming out to consultation. The Loterie Romande takes the view that this proposal is balanced and consistent. In a context which is increasingly competitive, the Loterie considers it appropriate to recall the need to provide a legislative framework that is adapted to the mission and to the responsibilities of lottery companies, in order to guarantee the long-term stability of the profits distributed in support of social action, culture, sport and the environment.


On Monday, at the Ouchy Multicultural Community Centre in Lausanne, the Loterie Romande held its annual press conference to announce its financial results for 2013. The conference was chaired by Mr. Jean-Pierre Beuret, with the company CEO Mr. Jean-Luc Moner-Banet and the President of the Conference of the presidents of the Distributing Bodies (CPOR – Conférence des présidents des Organes de répartition), M. Bernard Favre, in attendance.

Stable Results

Gross gaming revenues (GGR) in 2013 – in other words, the amounts staked less the wins paid out to players – totalled CHF 378 million, representing a slight increase compared to 2012 (+3%). This result is largely due to changes associated with the tax system which came into force last year: the raising of the threshold for collection of withholding tax on lottery wins to CHF 1,000.00, and the abolition of the “droit des pauvres” tax in Geneva canton made lottery games and sports betting more attractive.

The net profits came to CHF 206 million. This sum, distributed to the cantonal bodies for distribution of the profits of the Loterie Romande and to the sports bodies, has remained stable compared to 2012 (CHF 204.8 million). This result is a positive one, in view of the ever-increasing competition in the cash gaming sector, in particular associated with the activities of illegal operations via the internet.

Employing 292 staff as at 1 January 2014, the Loterie Romande has also paid CHF 69.6 million in commission for distribution of its games, to 2,650 agents in French-speaking Switzerland in 2013. In this way, it makes a significant contribution to the business activity of local shops (corner-shops, cafés and restaurants), both in urban centres and in the outlying suburbs and villages.

Distribution of Profits


Some 3,000 charitable foundations and institutions have benefited from support from the Loterie Romande in 2013. On average, over CHF 500,000.00 per day has therefore been distributed to charitable works and to cultural and sports bodies in French-speaking Switzerland.

The net profit for 2013 was distributed as follows: 5/6 to the Cantonal Distributing Bodies, meaning a total of CHF 171.7 million to support projects for social action, culture, education, research and the environment; and 1/6 (CHF 34.3 million) to sport.

As previously, the Loterie Romande has paid a tax of 0.5% of GGR – a total of CHF 1.89 million – specifically earmarked for preventing and combating excessive gaming.

New tax arrangements on lottery wins: additional benefits for the public good

Since 1 January 2013, withholding tax has only been collected on lottery wins and sports betting wins above CHF 1,000.00.

This increase in the threshold for collection of withholding tax has boosted interest in all the games offered by the Loterie Romande, by contributing to a shift away from illegal gaming and cross-border gaming in favour of approved gaming in Switzerland.

Sports and horse race betting (PMU) in particular have benefited from this change in the legislation, with respective increases in GGR of 39% and 17%.

The abolition of the “droit des pauvres” tax in Geneva canton produced the same positive effects, encouraging Geneva residents to play and validate their tickets at points of sale in their canton.

Removing this tax has had a major impact, primarily in the canton of Geneva, where GGR grew by over 12% (across all games).

Thanks to the additional profits generated as a result (nearly CHF 2 million), the Geneva fund for distribution of profits from the Loterie Romande is now able to support more projects.

Revision of the legislation

On 30 April 2014, the Federal Council put a draft law on cash gaming out to consultation. The Loterie Romande takes the view that this proposed new law is balanced and consistent; it enables practical implementation of Article 106 of the Constitution, which secured widespread support via the plebiscite of 11 March 2012.

Drawn up in collaboration with representatives of the Swiss Confederation and of the cantons, of the cash gaming sector and of agencies involved in preventing addiction, the proposals that have been put out to consultation take account of the interests of all the actors concerned, and thus reflect the suitable compromises made.

As things stand, the Loterie Romande does not wish to see the balance and coherence of the proposal being compromised by amendments which might affect the competitiveness of lottery companies. In an environment that is increasingly competitive, the new law on cash gaming should allow the companies to run attractive, profitable and responsible games, in order to guarantee the long-term stability of the profits distributed for public benefit.

Svenska Spel Chooses Cybercom for Information Security

BETEGY Signs Sports Data Predictions Deal with Chinese Lottery Giants for World Cup

CANADA (May 21, 2014) -- BETEGY, the digital sports data technology start-up, today announced that they are to provide their patented football sports betting prediction software in an exclusive 3-year licensing agreement with Chinese Welfare and Sports Lottery provider SunLoto operators of the Wozhongla brand.

Finnish National Lottery Launch New Geolottery Game Using GTECH Software

Finnish lottery provides Naapurit game powered by GTECH Proxilotto functionality within GTECH’s Enterprise Series® lottery central system

PROVIDENCE, Rhode Island (May 27, 2014) – GTECH’s Proxilotto software has enabled Veikkaus Oy (Veikkaus), the operator of the Finnish National Lottery, to launch its new daily geolottery game.

In Finland, the Proxilotto game has been branded as “Naapurit,” which translates to “neighbours” in English. Players register by purchasing a Player Card or subscribing to tickets from a retailer, on the web, or on mobile. Once a jackpot winner is drawn in a random raffle, a second round of winners is selected among players who live the closest to the original winner.

Latin American Lotteries Discuss the Creation of a Multi-Jurisdictional Game

MADRID, Spain (May 18, 2014) -- In the framework of the Ibero-American Summit Game that took place in Madrid, the President of la Corporación Iberoamérica de Loterías y Apuestas de Estado (CIBELAE) Luis Gama and Executive Director Dr. Néstor Cotignola held several meetings with officials of ONCE and y de la Sociedad Estatal Loterías y Apuestas de Estado (SELAE) in order to advance the creation of a multi-jurisdictional game that brings together the countries of Latin America.


Moreover, CIBELAE authorities held a meeting with the Director General of la Ordenación del Juego (DGOJ), Carlos Hernández Rivera under the Ministry of Finance and Public Administration of Spain, who reported on the legislation in force in the European country after the enactment of Law 13 of 2011 for the online gaming market, and the granting of licenses to operate online gaming regulated by the state.

The Director General of de Juegos de Casino y Máquinas Tragamonedas de Perú, Mr. Manuel San Roman Benavente; the President of the National Commission on Gaming Paraguay, Javier Balbuena; the holder of the Superintendent of Casinos Games Chile, Renato Maturana Hamel; a delegation of Bolivia regulators headed by Regional Director of Santa Cruz de la Sierra Eduardo Garcés Caceres and the representative of the Ministry of Finance of Brazil Waldir Eustaquio Marques Junior also participated in the meeting.

The Director General of ONCE, Angel Sanchez took the delegates to one of ONCE’s Educational Resource Centres (ERC), where they could see that the money from the game being put to good use to help children with visual impairment.

Dr. Hernán Najenson met with officials designated by Loterías y Apuestas del Estado (SELAE) to integrate the newly created Community Prevention of Money Laundering at Latin America.

Finally, during the day of the Iberoamerican Summit Game CIBELAE President Luis Gama participated with the Executive Director, Dr. Néstor Cotignola in three roundtable discussions about the current situation of regulators; future business and advertising and Responsible Gaming.

Manitoba Liquor & Lotteries Donate $1.35M for FASD Research

WINNIPEG, Manitoba, Canada (May 28, 2014) – Manitoba Liquor & Lotteries is providing $1.35 million towards research aimed at improving early diagnosis, intervention and prevention of Fetal Alcohol Spectrum Disorder (FASD). The funding is awarded to the Canada-Israel International Fetal Alcohol Consortium (CIIFAC), made up of research teams from the University of Manitoba and the Hebrew University of Jerusalem.

The CIIFAC’s research is focused on:


  1. Better understanding the susceptibility factors for FASD including genetics, nutrition, and socio-economic factors in order to offer improved prevention strategies.
  2. Developing new tools for diagnosing FASD earlier in order to improve outcomes for individuals, families and communities.


People with FASD are all unique. They have different gifts and talents but they also have different challenges. We want to provide families living with FASD the services and supports they need to live  successfully – and to support women to have healthy pregnancies,” said the Honourable Kevin Chief, Minister of Children and Youth Opportunities. “This funding from Manitoba Liquor & Lotteries supports our government’s cross-departmental FASD Strategy, and will bolster world leading research here in our province.”

This new funding strengthens our research partnership on FASD with the Hebrew University,” said Dr. Digvir Jayas, Vice-President (Research and International) and Distinguished Professor at the University of Manitoba. “Our research teams are seeking innovative approaches to understanding FASD in an effort to enhance the well-being of individuals, families and communities affected by FASD in Manitoba and beyond.”

The $1.35 million supports three research projects, led in Manitoba by Drs. Brenda Elias, Geoff Hicks, and Miyoung Suh. Together, the projects aim to:

  1. Understand the role of genetics to identify children affected by FASD at a younger age. This would allow earlier intervention and support.
  2. Understand the role of nutrition in mitigating the risk and reducing the effects of FASD when women consume alcohol during pregnancy.


The research consortium was made possible through the work of the Canadian Friends of the Hebrew University of Jerusalem (CFHU), which was instrumental in bringing together all of the stakeholders.
