GTECH Sign One-Year Contract Extension with the Minnesota State Lottery for Instant-Ticket Printing Services

Contract extension continues GTECH’s three-year instant-ticket printing relationship with the Minnesota State Lottery

PROVIDENCE, Rhode Island (June 25, 2014) -- GTECH has extended its agreement with the Minnesota State Lottery for a one-year period commencing May 29, 2014. GTECH and the Minnesota State Lottery initially entered into an agreement for instant-ticket printing services in December 2011, which was the result of a competitive procurement and named GTECH as a secondary instant-ticket vendor for the Lottery. The initial contract included the option to extend the term for two one-year periods.  This is the first extension option that has been exercised by the Lottery.

GTECH supports the Lottery with instant-ticket printing services as well as prize structure development, customized sales data analysis, game planning and strategy. Over the past year, GTECH and the Lottery have worked together to revitalize the Lottery’s $30 price point by introducing the industry’s first $30 licensed property game. The game launched in August of 2013 and included three instant one-million dollar top prizes, a mass media marketing program, and second chance prize opportunities. The game was successful in increasing sales for the price point, selling more tickets than the two most recent $30 games launched by the Lottery.

INTRALOT Sign Amendment to Its Contract with the New Hampshire Lottery Commission


DULUTH, Georgia (June 24, 2014) -- INTRALOT Inc., based in Duluth, GA, the North American subsidiary of INTRALOT Group, is pleased to announce an amendment to its contract with the New Hampshire Lottery Commission. INTRALOT will continue to provide the Lottery with its Lottery Gaming System (“System”) for the operation of terminal based games; the management of instant games and associated gaming products, the support of the retailer network and other support services including marketing.

In addition, under the terms of the amendment, INTRALOT has received the available 4-year extension of its original contract dated July 1, 2010. The extension will commence on July 1, 2016 and go through June 30, 2020. The amendment also effectuates the implementation of certain equipment exchange options and certain Offered Options pursuant to the original contract.

NHL™ Stars of Slovakia Game Offers 2nd Chance Trip to North America

The Florida Lottery to Launch New Terminal Game

TALLAHASSEE, Florida (June 23, 2014) -- The Florida Lottery is proud to announce that on Wednesday, July 2, 2014, it will launch the new Terminal game LUCKY MONEY™. The new game is an enhanced version of the MEGA MONEY™ game that is ending on July 1, 2014.

Poundland to Offer Charity Scratchcards Instore

UNITED KINGDOM (June 23, 2014) -- Poundland, Europe’s biggest single price value retailer, is rolling out the sale of charity scratch cards across its 450 UK stores from today (Monday 23 June, 2014). Each scratch card, produced specifically for Poundland customers, will detail the name of the beneficiary charity they are supporting through their purchase.

Poundland is the first major retailer to sell charity scratch cards nationwide. The scratch cards offer customers the strongest odds, currently in the market, of winning a prize.

Illinois Lottery ‘Cash Booth’ Stirs Up Fans in Carbondale

Players offered 20-second ‘Cash Grab’ to Celebrate New Lottery Instant Games – ‘20 Years of Cash’

CARBONDALE, Illinois (June 20, 2014) -- The Illinois Lottery brought its popular “Cash Booth” to Carbondale today, when dozens of Lottery fans were given the opportunity to grab free 20 years of Cash instant tickets and other lottery prizes. The booth was operational for several hours today at Kroger, 501 North Giant City Road, and Shell, 222 North Emerald.  Dozens of adults lined up for a chance to go inside the Lottery’s forced-air Cash Booth and grab (for 20 seconds) floating $1 dollar bills and coupons good for Lottery instant tickets and branded merchandise.

20 Years of Cash tickets are available at four price points--$1, $2, $5 and $10--with top prizes, respectively, of $1,000, $2,000, $5,000 and $10,000 a week for 20 years (prizes paid quarterly). In addition to the annuitized prizes, 20 Years of Cash grand prize winners also receive an immediate payment of $100,000, $200,000, $500,000 or $1,000,000, depending on which of the four games was purchased.

Grand prize winners in each the four games will receive the following total prize money (subject to federal and state withholding): 


$1 game: $1,140,000

$2 game: $2,280,000

$5 game: $5,700,000

$10 game: $11,400,000

The 20 Years of Cash games feature a familiar match-number game-play that allows consumers to easily determine if they win by matching any of their numbers to any of the winning numbers printed on each ticket. The four games are available at more than 8,200 Lottery retailers statewide.

Gibraltar Betting and Gaming Association to Challenge New UK Gambling Act

“Unlawful’” Gambling Law Poses “New Danger” for Consumers

GIBRALTAR (June 18, 2014) -- A new law that establishes the Gambling Commission as the industry’s regulator across the globe not only threatens the safety of consumers online but is unlawful, claims the Gibraltar Betting and Gaming Association (GBGA).

Currently, British consumers gamble online with a limited number of licensed operators based in a handful of recognised jurisdictions. Under the proposed new regime the UK is opening the UK market and consumers to operators based anywhere in the world and some of whom will not obtain a licence. The regime will effectively require the Gambling Commission to police the online sector on a worldwide basis. Peter Howitt, Chief Executive of the GBGA argues that this new law, combined with planned tax changes, will drive consumers to the unregulated or poorly regulated market, and so ensure that a significant proportion of UK consumers will be unprotected when they play and bet with foreign operators:

This is bad for UK consumers, bad for the regulated industry, bad for Gibraltar and is in breach of European law, but fantastic news for operators who choose to avoid proper regulation.

We know of no precedent where any regulator in any industry will be granted the role of licensing and regulating operators all over the world in this way, threatening to criminalise companies and people who fail to submit to its regime.  This is plainly unworkable.  The likely impact of this legislation will be to drive UK consumers towards unregulated or poorly regulated operators, leaving them exposed to unnecessary risks.  This Act allows operators from 165 new jurisdictions to gain licences to operate and advertise in the UK and the Gambling Commission is supposed to regulate this industry with no extra-territorial information gathering or enforcement powers.  Clearly that spells a new danger for British consumers.”

The GBGA, which represents Gibraltar-based online gambling operators, has instructed the law firm Olswang to write to the Secretary of State for Culture, Media and Sport, Sajid Javid MP, the Attorney General, Dominic Grieve QC MP and the Gambling Commission to spell out the risks posed by the Gambling (Licensing and Advertising) Act 2014 and to declare its intention to challenge it.  In letters before action, which can be seen attached below, Olswang argues that the new licensing regime established under the Act breaches Article 56 of the Treaty on the Functioning of the European Union (TFEU) and is unlawful, as Dan Tench, a partner at Olswang explains:

The Government announced that this law was introduced with the express intention of addressing concerns it said it had about the protection of consumers. The measures introduced through this Act are neither reasonable nor proportionate to achieving that goal and are likely to have adverse consequences for consumers.”

“All this Act achieves is a wholly unjustified, disproportionate and discriminatory interference with the right to free movement of services, a right enshrined in European Law.  For these reasons the Government must reconsider this law or we shall have no option but to ask the courts to review it for them.”

The GBGA argues that the new law is unnecessary, particularly given that Gibraltar has one of the most effective regulatory regimes in the world.  It argues that a more effective means to promote consumer protection was rejected by the Government without proper consideration or explanation.

This proposal, called Pass-porting, would ensure that highly experienced and effective local regulators retain responsibility for licensing their domestic industry but work with and share information with the Gambling Commission on a formally structured basis.

The GBGA has now written to the Government and the Gambling Commission placing them on notice of a claim for judicial review.  They have 14 days in which to respond.

Lottery Drawings Produce $14 Million in Winnings in May While Scratch-Off Winners Claim $11 Million

BATON ROUGE, Louisiana (June 23, 2014) -- From paying off their homes to planning for retirement, Louisiana Lottery players had big plans for the more than $14 million won during drawings held in May. The Lottery also reported nearly $11 million in scratch-off prizes claimed in May.

May’s draw-style game winnings included three match-5 Powerball with Power Play prizes worth $2 million each, two match-5 Powerball prizes worth $1 million each, four match-4 plus Powerball with Power Play prizes totaling $110,000, two  match-4 plus Powerball prizes worth $10,000 each, four Mega Millions prizes of $5,000 each, four Easy 5 jackpots totaling $250,000 and one Lotto jackpot worth $525,000. Lotto Lagniappe prizes totaled $60,000 for the month of May. The Louisiana Lottery’s Lotto Lagniappe promotion offers players who purchase a single-draw $5 Lotto ticket bonus entries into a monthly raffle drawing for additional cash prizes. The promotion lasts until June 30.


More than 19,000 Power Play purchasers won a bonus total of $3,239,893 in addition to their regular Powerball prize,” Lottery President Rose Hudson said, “and nearly 32,000 Megaplier purchasers won a bonus total of $116,863.” The Power Play option offers Powerball players the chance to increase any nonjackpot winnings. The $1 Megaplier add-on multiplies nonjackpot Mega Millions prizes by a multiplier number selected during the drawing.

In total, draw-style game winnings from drawings held in May were $14,401,669. Lottery draw-style game players have 180 days from the date of the drawing to claim the winnings from those tickets.

While actual game performance and the amount of prizes claimed will vary from month to month, the Lottery allocates at least 50 percent of sales to fund prizes.

At least 35 percent of sales is transferred to the state treasury for the Minimum Foundation Program that funds K-12 public education in Louisiana.

Retailers are paid at least 5 percent in commission, and the Lottery retains less than 10 percent of sales to operate.

Lottery Meets Its Revenue Estimate for the State; Transfers Extra $11 Million to Beneficiary

OKLAHOMA CITY (June 18, 2014)—The Oklahoma Lottery announced today that it has met its revenue estimate for the State of Oklahoma and Oklahoma education. The Lottery expects to transfer $11 million more than what was appropriated to Oklahoma education from fiscal year 2014 proceeds for a total of $67 million this year.


Lottery contributions to education have continued to exceed expectations over the last five years,” said Rollo Redburn, Executive Director. “We continuously strive to provide new and enjoyable games for our players and they, in turn, continue to help us raise money for Oklahoma education.

Since its launch in 2005, the Lottery will contribute more than $625 million to Oklahoma education by the end of the current fiscal year.

“The Lottery has now raised more than $600 million for Oklahoma education,” said Redburn. “This inspires us in our ongoing efforts to provide additional funds to Oklahoma education programs. At the end of the day, the education of Oklahoma kids is the real reason we’re here.”

There’s been more interest than ever this year, with 26 first-time exhibitors.  They’ll be part of a project where over 750 poker machines and a hundreds of truckloads of signage and equipment is moved in to Glebe Island, installed, connected, tested, used and compared by the most demanding critics and then moved out again – all in only a few days.  The logistics of the event are amazing, even by exhibition industry standards.  But paramount in all this is the safety of all the people involved – whether stand builders, exhibitors, visitors or venue staff.  In particular, all stand builders hold safety accreditation and all contractors and exhibitors undertake a safety induction before they’re allowed to start work onsite.

More than 160 companies have signed up for 15,600 square metres of exhibition space – which is about the size of an Australian Rules football field.   Last year well over 2,300 visitors attended each of the first two days, with more than 1,100 backing up for the third day.  They came from every Australian State and Territory, along with a big contingent from New Zealand and international guests from America, Europe and around the Asia-Pacific region.

And the Gaming Expo delivers.  99% of visitors surveyed last year saw the Expo as an opportunity to see new products and technology, while the same 99% said they saw what they wanted to see at the Expo.

The new venue will fascinate visitors, with direct Sydney Harbour water frontage on three sides and captivating views of the Anzac Bridge and the Sydney Harbour Bridge.  Getting there is easy with additional transport including complimentary ferries operating on the event days from Darling Harbour’s Convention Wharf to Glebe Island, complimentary buses from Pyrmont and from Central Station, along with a complimentary shuttle bus from the Sydney domestic airport.  Of course, taxi facilities are available at the Sydney Exhibition Centre and limited paid car parking is also available.

A range of contemporary pop-up eating spaces will be available on event days including an alfresco area.  Visitors will be invited to attend the Best Stand award presentation at 5pm on the Tuesday of the event and also a Silver Anniversary celebration at 5pm on the Wednesday.
