Four European Countries Combine for a Brand New Game Experience for Players

PRAGUE, Czech Republic (March 13, 2014) -- Four EL/WLA-member lotteries combined forces to experiment with a brand new game experience for players. Czech Sazka, Hungarian Szerencsejáték, Slovak TIPOS and Polish LOTTO are to launch a common instant this spring to prove how teamwork and commitment lead to even more significant results.

Four lotteries – Sazka, Szerencsejáték, TIPOS and Totalizator Sportowy (owner of the LOTTO brand) – agreed to join forces and launch a common product at the end of March 2014 with the project name Big Four. The idea was inspired by an existing good relationship resulting from the EL/WLA membership and the common cultural and historical background, together with the fact that the cooperating lotteries all share the same ideas about the keys to development: innovation, flexibility, openness to novelties, in order to satisfy customers' needs. The combination of the above led to an almost trivial conclusion: they should develop a product that is, in a way, brand new and special on their markets, and reflects their relationship. The result is an instant providing the same experience for players in all four countries.

The manifestation of the idea was not a question. As BoD Chairman and General Manager of Hungarian state lottery Szerencsejáték Zrt. Kálmán Szentpétery says "the best area for experimenting was definitely instants: they not only offer the widest range of opportunity by freely choosing the number of games (play areas) and the materials, colors and artworks applied, but are also the most dynamically growing segments. Instants are one of the most popular products in our portfolio and we are proud to widen the palette with this unique game".

The result of the teamwork is the Big Four instant with an identical concept: the artwork, the slogan and the names (Wielka Czwórka, Velká Čtyřka, Extra Štvorka and Nyerő négyes – all referring to the concept of Big/Strong/Winning/Extra/Great FOUR) emphasize cooperation. The product is easy to distinguish in all local portfolios thanks to the luxurious and rich colors of red and gold referring to the medieval royal cooperation, which is the historical base of the cooperation between the countries. All four instants have a similar game structure and the same number of prize levels. Each has an own prize fund and prize structure, and prices were also determined individually in each market.

As BoD Chairman and General Manager of Slovak TIPOS Ladislav Kriška says "Big Four is historically the first instant lottery in our scratch card portfolio created on an international platform in close cooperation between four lotteries of the V4 countries which gives it a brand new dimension as well as international credit. I believe it will become another example of the many successful products of our company".

The project was a successful proof of co-work: close cooperation included the ground planning of the concept and the product, working out details like the game structures, the instant design and also joint international communication. The four lotteries believe that the successful teamwork and the instant as a result will only be the first step leading towards an even more complex cooperation. As Chairman of the Totalizator Sportowy Management Board Wojciech Szpil says "we are approaching a breakthrough moment in lottery history. I strongly believe that this instant will not only scratch borders symbolically but that it will also be a strong impulse for new 21st century products and new cooperation patterns."

The four lotteries are thus determined to maintain the close relationship and take its opportunities also by sharing experiences and know-how. "I am very glad that we have started a successful cooperation with Poland, Slovakia and Hungary – with our closest neighbors with whom we share historical roots and cultural traditions" – says BoD Chairman and Czech Sazka CEO Robert Chvátal. "The excellent teamwork proved that the four lotteries can cooperate successfully and effectively. We believe we should be looking at further targets, new challenging opportunities for cooperation. The launch of Big Four is also a confirmation of a large potential for future collaboration in the lottery business."

SAZKA sázková kancelář, a.s – the Czech Republic (

Sazka is the largest domestic operator of number and instant scratch cards as well as one of the largest lottery companies in the Czech Republic. The company managed to achieve a 30% growth (GGR) in 2013 and grew significantly in instant lotteries, last year alone over 77%. Sazka operates a network of over 6,800 points of sale. It is an EL and WLA member, a responsible operator.

Szerencsejáték Zrt. – Hungary (

The 100% state-owned lottery has exclusive rights to distribute number draw games and instant tickets throughout the entire territory of the country, owns a casino in the capital city and has interests in another one. It operates an online sales technology with national coverage and extensive retail network of more than 6,000 points of sale, nearly 300 of which are owned and run by the company. Its 2013 revenue totaled a record amount of EUR 811 million, which exceeds last year's revenue by 14%. The most popular games are Tippmix (sports betting, fixed odds), a 5/90 draw-based game and instants with a share of 27%, 20% and 20% respectively. Though the state lottery is currently the only legal provider of sports betting, the presence of illegal online operators is a considerable fact. In order to sustain its competitiveness, Szerencsejáték launched a brand new sport betting site last year (2013) and is to renew the electronic background of its sales network by 2015. It is an EL and WLA member, a certified responsible operator.

TIPOS – Slovakia (

TIPOS is the only exclusive provider of number and online games that are monopolized by the state in accordance with Slovak legislation. Schafer Systems Inc.

The most popular TS products are Lotto 6/49 (draw game) with a share of 49.3%, Multi Multi draw game (keno type, drawn 2 times a day) with a share of 23.2%, and Instants with 13.7%. We are a socially responsible company that is constantly evolving in order to stay ahead of the market and meet the demands of our customers, while, at the same time, ensuring that our products are completely safe. But we do not ignore our history either; instead, we take lessons from the past that allow us to invest boldly in the future. We are pleased that, thanks to Totalizator Sportowy, many Poles have been able, and are still able, to enjoy their winnings. Hundreds, if not thousands, have been able to fulfil their wildest dreams, while millions have benefited from the sports facilities established with funding from the company.

Good Causes

For Sazka, Szerencsejáték, TIPOS and Totalizator Sportowy, the principles of responsibility serve as the basis for their operation and employment. Feeling responsible for the communities they get in touch with, they put special emphasis on preventing the harmful effects of excessive gaming by raising awareness and educating players. Due to their contribution to state budgets, their successful and effective operation serves the good causes of societies by contributing to sport, healthcare and culture. Besides, they spend considerable amounts on direct support (donation and sponsorship).

University of Iceland Lottery Celebrates 80th Birthday

REYKJAVIK, Iceland (March 17th, 2013) --The University of Iceland Lottery (UIL) has just reached its 80th birthday since it held its first draw on 10 March 1934. The UIL is the oldest lottery in Iceland and was founded with the aim of generating funds for the construction of buildings for the then newly founded University of Iceland. Since that time, all of the by now over twenty buildings of the University of Iceland have been constructed, thanks to the proceeds of the activities of the UIL, which also funds the maintenance of the buildings and the acquisition of equipment for research.

From the very outset, the University of Iceland, with the support it has received through the UIL, has been intrinsically linked to Icelandic independence and the national identity, since there has been a very high level of participation from the public since the very beginning.

The funding and construction of the first University of Iceland in 1934, through the concerted efforts of the UIL, was a national dream and almost a fairy tale, in fact – a tale that has most certainly been transformed into a reality. And the fairy tale continues.

In its first decades, the UIL only ran a Class Lottery, but in 1993 Video Lottery Terminals (VLT) were introduced into the market and scratch tickets first came into use in 1987.  With the exception of the Class Lottery, the UIL’s products are still land-based, since Icelandic legislation prohibits online money gaming, but there are hopes that this ban may be lifted in the coming months and that the UIL will be authorised to run online money gaming.

Over the years, the UIL has placed a great deal of emphasis on responsible gaming and took the initiative to, for example, encourage the Psychology department of the University of Iceland to commence research on problem gambling and gambling addiction with the aim of increasing our knowledge and understanding of the problem.  The UIL has also adamantly supported associations that offer assistance to people grappling with gaming problems. The UIL obtained the European Lotteries certificate for responsible gaming in January 2012.

The following commercial, which was made to mark the UIL’s anniversary, shows the construction of the university in a lively and entertaining manner. The commercial opens with the slogan "fortunately there are people who believe in fairy tales."

RGA Expresses Disappointment with UK Budget Announcement

LONDON, U.K. (March 19, 2014) --In response to the Budget Announcement today and the draft Finance Bill, the Remote Gambling Association (RGA) has restated its view that (i) a rate of 15% for the new point of consumption tax is too high; and (ii) the regime still does not appear to make allowances for bonuses and incentives. This heightens the risk that British licensees will lose significant market share to black market operators and that this will undermine the regulatory objectives of DCMS and the Gambling Commission.

The Government is going ahead with its proposal to introduce a point of consumption tax for remote gambling and has included the details in the draft Finance Bill. From December 2014 operators will have to pay 15% duty on the gross profits they make from bets placed by customers who are located in the UK.

All of the economic analysis that has been undertaken indicates that if the tax burden is too high then there is a serious risk that this will lead to a reduction in value and choice for consumers. This could act as an incentive for them to seek out non-licensed companies who choose to operate outside of the British regulatory and tax regime. If that happens it would seriously undermine the objectives of the British licensing regime.

The Culture, Media and Sport Committee’s pre-legislative scrutiny of the proposed regulatory reforms stated that: “in setting a tax rate for remote gambling, the Treasury should bear in mind that too high a rate would be liable to drive customers and companies into the unregulated, black market.” The Government does not appear to have taken account of their views.

Lottery Association Disagrees with Retroactive Regulations for the Operation of Video Lottery Terminals!

PRAGUE, Czech Republic (March 13, 2014) – The Association SPELOS fundamentally disagree with the changes that according to available information prepared by the Ministry of Finance in the area of video lottery terminals (VLTs). It draws particular attention to the fact that interventions validly issued permits for the operation of video lottery terminals are impermissible retroactivity, against which the lottery company will defend legally.

"It is not possible that the state has made of its laws, regulations, and also issued permits off calendar and no discretion is changed only on the basis of the current social demand while ignoring the legitimate rights of all affected by such changes affect. Association SPELOS therefore urges the new leadership of the Ministry of Finance and invites him not to take such measures as may be inconsistent with the legal principles of a democratic state," said the executive director of SPELOS, Petr Vrzáň.

SPELOS has long been outspoken on that shortening validly issued permit to operate a central lottery system with end video lottery terminals deemed retroactive interference with the rights of the legitimate lottery companies. Within a very short time, namely Czech state not only reduce the length of permits issued for 10 years, respectively for three years, but due to the ruling of the Constitutional Court to annul the transitional provisions of the amendment last lottery law, freed lottery companies of any fair trade deadline, which is the same as in most European countries addressed to the individual actors adapt to the new legislative requirements.

"Against retroactive State interference in our business, we defend with all available legal actions, both within the Czech Republic and the European Union.  It's why we have filed a complaint with the European Commission and national courts in the so-called preliminary ruling to the European Court of Justice in the conflict Czech legislation with EU law. In addition, our association informed about the situation in the Czech Republic seriously deal with foreign shareholders of some Czech companies as well as owners of foreign supply companies who are prepared in accordance with international agreements on investment protection claim not only failed investments, but also lost profits, which was caused by the wrongful conduct of the State," said Petr Vrzáň with the fact that such arbitration may be up to 10 billion CZK.

The fact that the state intervention is retroactive into the business side, is also confirmed by distinguished lawyers.

"Assessment Plan of the Ministry of Finance to issue permits for the operation of VLT only one year is ultimately antipodnikatelské, when at the same time clearly shows this type of business in the investment and operational uncertainty. Bulk Delete valid permit in addition raises the idea, whether it is in fact parallel retroactive intent. Printed limiting the rights of business in the past gives the Treasury pseudolegitimitu proceed limiting steps in the future. Anyway, it is conduct in violation of the constitutional principle of the rule of law," said prof. JUDr. Karel Klima, an expert on constitutional and European law.

JUDr. Jan Barta, director of the Institute of State and Law of the Academy of Sciences said: "The retroactivity of the tool is generally undesirable, always partially disrupts legal certainty and changing relationships, someone who believed and built on them. Pak disputes arise , like the lost gain against the state, which today tend operators such as photovoltaics and the lottery. "

Only for media gesture SPELOS then considered the last press release of the Ministry of Finance, in which he announced that the new permits will be issued on video lottery terminals only for one year, instead of the previous practice of permitting for three years.

"This is a completely useless measure and only attempt to create the impression that the new leadership of the Ministry is doing in the lottery industry quick order. Today it is de facto matter for how long the Ministry shall issue permits because the municipality may at any time approve or regulatory prohibition ordinance and the Ministry of the conflict immediately cancel the permit," explained Petr Vrzáň.

However, SPELOS association points out that this volatile business environment makes lottery companies no assurance that their investment, they have to spend to meet the conditions required by the state (CZK 100 million principal amount, capital-intensive data base, hardware and software necessary to ensure transmission line, etc.) at least back.

Association of operators of central lottery systems and other games ("SPELOS") is an association of legal persons. Its aim is to co-professional point of view of lotteries and other similar games, especially in the operation of a central lottery system ("CLS") and other games, such as local lottery systems, electromechanical roulette, casino games and more.

SPELOS defends the interests of its members in professional forums in negotiations with state and local government, cooperates with similar associations and, last but not least, supports its members in the business. To achieve this goal SPELOS organizes and supports operators meeting with representatives of state and local governments and cooperates with other associations with similar focus and experts in the area of operation of the CLS and other similar games. At the same time helps to create a legal framework in this area.

$400 Million Mega Millions Jackpot Hit in Maryland

$1 million second-tier winner sold in Crownsville

BALTIMORE, Maryland (March 20, 2014) -- Maryland is once again the home of a Mega Millions jackpot after selling one of the winning tickets for last night’s drawing. The winning ticket, which was sold at Lady’s Liquors located at 6474 Crain Highway in La Plata, matched all six numbers including the Mega Ball. The $400 million jackpot has a cash option of $224.8 million. Since there were two winning tickets sold nationwide, after taxes the Maryland winner will take home approximately $74.4 million if choosing the cash option. For selling the winning ticket, Maryland will receive more than $9.8 million in tax revenue. The winning numbers were 11, 19, 24, 33, 51, and Mega Ball 07.

In addition to the big winner, there was a $1 million second-tier winning ticket sold at Waterbury Liquors located at 1021 Generals Highway in Crownsville. That winner matched the first five winning numbers, missing only the Mega Ball.

This is the first Mega Millions jackpot win in Maryland this year, following two Maryland jackpot wins in 2013 when an Anne Arundel County man won $189 million in October and a Mt. Airy couple won $26 million in February. So far this year there have been four $1 million Mega Millions second-tier tickets sold in Maryland.

Maryland was fortunate to have two jackpot winners last year. We are pleased to welcome the Mega Millions jackpot back to the state,” said Maryland Lottery Director Stephen Martino. “A heartfelt congratulations to the Maryland Mega Millions winner.

The Lottery encourages the ticket holder to sign the back of the ticket and keep it in a safe place until he or she claims the prize. Winners have 182 days from the date of the drawing to claim their winnings and must do so in person at the Baltimore Claims Center at Lottery Headquarters located at 1800 Washington Boulevard.

The ticket holder isn’t the only one who wins; the retailer who sold the winning jackpot ticket will receive a $100,000 commission. The retailer that sold the second-tier winner will receive $1,000.

Mega Millions drawings can be seen on Tuesday and Friday evenings at 11:22 p.m. on WBAL-TV, Channel 11.  The multi-state game is sold in 45 states and jurisdictions.

Since its inception in 1973, the Maryland Lottery has awarded nearly $21 billion in prizes to players and $13.3 billion in revenue to the State of Maryland. One of Maryland’s largest revenue sources, the Lottery supports important state programs and services including education, public safety and health, human resources and the environment.
